TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION JANUARY 10, 2022 MINUTES STAFF REPORT Present: Louisa Montgomery, Gene Gallogly, Anne Shaw, Corey Barber. Absent: Robert Crosland. Staff: Kate, Aaron, Joe, Lynnette CTO at 5:00 pm I. Approval of Agenda Mr. Gallogly moved for approval of the agenda. Ms. Shaw seconded the motion. All in favor. II. Approval of Minutes December 14, 2021 Meeting Ms. Shaw moved for approval of the minutes. Mr. Gallogly seconded the motion. All in favor. III. Correspondence All correspondence was linked to the agenda and distributed to the Commission. IV. General Public Comment There being no comments, Ms. Montgomery continued with the agenda. V. Consent Motions Ms. Montgomery moved for a consent motion for the following items: ➢ 0 Live Oak Drive – No Survey/Non-Historic – (TMS # 517-15-00-082) Applicant is seeking Final Approval for addition/alteration to previously approved plans. ➢ 101 Middle Street – Survey 6019/Non-Historic – (TMS # 532-09-00-001) Applicant is seeking Final Approval for addition/alteration to previously approved plans. ➢ 957 Pitt Street – No Survey/Non-historic – (TMS # 532-13-00-031) Applicant is seeking Final Approval for addition/alteration to previously approved plans. Mr. Barber seconded the motion. All in favor. VI. Business a. 0 Live Oak Drive – No Survey/Non-Historic – (TMS # 517-15-00-082) Applicant is seeking Final Approval for addition/alteration to previously approved plans. b. 101 Middle Street – Survey 6019/Non-Historic – (TMS # 532-09-00-001) Applicant is seeking Final Approval for addition/alteration to previously approved plans. Ms. Miller reviewed staff comments with the Commission. Mr. Bryan Smith and Ms. Kate Campbell, Beau Clowney Architects reviewed the request with the Commission. The Commission provided comments to the applicant. d. 304 Bank Street – Survey 6114/ Historic – (TMS # 532-05-00-201) Applicant is seeking Final Approval for addition/alteration to previously approved plans. Mr. Bennett reviewed staff comments with the Commission. Ms. Linda Balzac, architect for applicant, reviewed the request with the Commission. Mr. Barber moved for approval with the addition of screening for the pool as recommended by staff. Ms. Shaw seconded the motion. All in favor. e. 753 Pitt Street – Survey 5902/Historic – (TMS # 532-09-00-046) Applicant is seeking Final Approval for new construction of an accessory dwelling unit (ADU) and new fence. Mr. Bennett reviewed staff comments with the Commission. Ms. Balzac reviewed the request with the Commission. Ms. Montgomery moved for denial based on the finds that the placement of the ADU and garage should be restudied. Mr. Gallogly seconded the motion. All in favor. f. 809 Pitt Street – No Survey/Non-Historic – (TMS # 532-09-00-048) Applicant is requesting Final Approval for a new pool. Ms. Miller reviewed staff comments with the Commission. Mr. Mac Jenkinson reviewed the request with the Commission. Ms. Balzac stated that she was a previous neighbor and was amenable to the fence as it exists. Ms. Montgomery moved for approval of the pool with the condition that the fence be brought back for approval and that the pool equipment is Historic District Preservation Commission January 10, 2022 Page 3 of 3 appropriately placed and screened. Mr. Gallogly seconded the motion. All in favor. g. 918 Pitt Street – Survey 5971/ Historic – (TMS # 532-13-00-057) Applicant is seeking Final Approval for addition/renovation, pool, and demolition of accessory structures. Mr. Bennett reviewed staff comments with the Commission. Mr. Phil Clark reviewed the request with the Commission. Ms. Montgomery moved for approval as it meets the guidelines based on the percentage allowed for the property and it will not adversely affect the neighboring properties. Ms. Shaw seconded the motion. Motion passed on a 3 to 1 vote with Ms. Shaw, Mr. Gallogly, and Ms. Montgomery in favor; Mr. Barber opposed. h. 957 Pitt Street – No Survey/Non-historic – (TMS # 532-13-00-031) Applicant is seeking Final Approval for addition/alteration to previously approved plans. This was approved by consent. VII. Staff Approvals a. none VIII. Adoption of 2022 Rules of Procedure (Bylaws) Ms. Miller reviewed changes to the rules of procedure with the Commission. Ms. Montgomery moved for approval of the 2022 Rules of Procedures. Mr. Gallogly seconded the motion. All in favor. IX. Election of 2022 Chair and Vice-Chair Mr. Gallogly moved for approval of Ms. Montgomery as chair. Ms. Shaw seconded the motion. All in favor. Ms. Montgomery moved for Mr. Crosland as vice-chair. Mr. Gallogly seconded the motion. All in favor. X. Discussion of Items for Next Agenda The Commission agreed that the following item should be included on the agenda: ➢ Discuss fences and living fences, screening, etc. There being no further business, the meeting adjourned at 7:08 pm.
