STAFF REPORT
Present: Louisa Montgomery, Chair, Gene Gallogly, Robert Crosland,
Corey Barber.
Absent: Anne Shaw.
Staff: Kate Miller, Jake Carter, Kristen Forbus, Sarah Mittermeier,
Lynnette Lynes
Ms. Montgomery called the meeting to order at 5: 00 pm.
I. Approval of Agenda
Mr. Crosland moved for approval of the agenda. Mr. Gallogly seconded the
motion. All in favor.
II. Approval of Minutes February 14, 2022, Meeting
Ms. Montgomery moved for approval of the minutes with the following
corrections:
➢ Page 1--South Carolina misspelled
➢ Page 1—Speaker is Towill not Tow
Mr. Crosland seconded the motion. All in favor.
III. Correspondence
All correspondence received was linked to the agenda and forwarded to the
Commission.
IV. General Public Comment
Mr. Mike Tinkey, 208 Venning, spoke regarding the enclosure on Pitt St from
last meeting, suggested that after-the-fact approvals should not be given and that
the construction was not completed due to an appeal. He suggested that the fence
as approved would be over seven feet tall and would not be in keeping with the
historic guidelines. He suggested that this sets a bad precedent and should come
before the Commission for approval.
There being no further comments, Ms. Montgomery closed public comment.
V. Consent Motions
Mr. Crosland moved for consent approval for the following items:
➢ Pitt Street Pier/Bridge – No Survey/Non-Historic – (No TMS) Applicant is
seeking final approval for structural repairs to pier/bridge.
➢ 319 Venning Street- Survey 6186/Historic- (TMS# 532-01-00-111) Applicant
is seeking Final approval for change to paint colors.
➢ 917 Royall Ave – Survey 5981/ Non-Historic – (TMS# 532-13-00-063)
Applicant is seeking Final approval for a rear addition.
Mr. Gallogly seconded the motion.

Ms. Montgomery moved to amend the motion to include the following item:
➢ 753 Pitt Street- Survey 5902/ Historic (TMS# 532-09-00-046) Applicant is
seeking Final approval for new accessory structure, accessory dwelling unit
(ADU) and pool.
Mr. Crosland seconded the amendment. Ms. Montgomery withdrew the
amendment. Mr. Crosland withdrew his second for the amendment.
Ms. Montgomery moved to amend the motion to include the following item:
➢ 110 Bennett Street- Survey 6146/ Historic (TMS# 517-15-00-090) Applicant is
seeking Final Approval for demolition of accessory structure, home addition,
new accessory structure and pool.
Mr. Barber seconded the amendment. All in favor.
Ms. Montgomery called for a vote of the amended motion. All in favor.
VI. Business - STAFF REPORT
a. Pitt Street Pier/Bridge – No Survey/Non-Historic – (No TMS) Applicant is
seeking final approval for structural repairs to pier/bridge.
b. 319 Venning Street- Survey 6186/Historic- (TMS# 532-01-00-111)
Applicant is seeking Final approval for change to paint colors.
These items were approved by consent.
c. 234 Middle Street - Survey 6011/ Non-Historic (TMS# 532-09-00-025)
Applicant is seeking Final Approval for demolition, new construction,
accessory structure, and pool.
Ms. Miller reviewed staff comments with the Commission.
Ms. Julie O’Connor, architect, and Mr. Craig Thomas, owner, reviewed the
request with the Commission. 155 Wingo Way
Ms. Cheryl Shoun, 241 Middle St, stated that architectural ambiance of the
Town and historic district should be upheld. She stated that the ordinance
stated that the setbacks and guidelines should be upheld when considering a
request and buildings should be harmonious with the existing streetscape.
She suggested that this request would destroy the existing streetscape.
Mr. Warren Player, 10 Pierates Cruz, stated that the drainage in this area
has been an issue for many years. He suggested that the neighboring homes
have been built to meet the streetscape setbacks. He suggested that this
request does not meet the guidelines. He stated that a drainage plan has not
been submitted to date and suggested that drainage can be designed and
engineered so that it does not affect the neighboring property. He suggested
that the drainage plan should be approved prior to the house design being
approved. He suggested that the setbacks can be met by designing a smaller
home and eliminating the pool. He asked that the request be denied.
Mr. David Creech, 212 Center St, he suggested that in looking at the design,
a portion of the home was not meeting the setbacks.

Mr. Mike Tinkey, 208 Venning, suggested that the drainage plan and TPZ
plan should be considered with the house design as they would have an effect.
He suggested that the approved TPZ appears to not meet the variance. He
expressed concern with preservation of the historic tree and that there should
be an arborist to monitor the construction of the home to ensure the historic
tree is not compromised.
Ms. Miller reiterated her comments for the Commission.
Ms. O’Connor rebutted that the homeowners have worked on this design
for over a year and the plan before the Commission is the best design given all
the constraints.
There being no further comments, Ms. Montgomery closed public
comment.
Mr. Crosland moved for a continuance to next month for more information
on the drainage in regard to setback relief. Mr. Barber seconded the motion.

d. 917 Royall Ave – Survey 5981/ Non-Historic – (TMS# 532-13-00-063)
Applicant is seeking Final approval for a rear addition.
This item was approved by consent.
e. 201 Bank Street- Survey 6109/ Non-Historic (TMS# 532-05-00-011)
Applicant is seeking Preliminary comment for additions and renovation
to home and new pool.
Ms. Miller reviewed staff comments with the Commission.
Ms. Victoria Goss and Ms. Kate Campbell with Beau Clowney Architects
reviewed the request with the Commission.
There being no comments, Ms. Montgomery closed public comment.
The Commission provided comments.

seeking Final approval for new accessory structure, accessory dwelling
unit (ADU) and pool.
Ms. Miller reviewed staff comments with the Commission.
Ms. Linda Balzac, architect, reviewed the request with the Commission.
Mr. David Creech, 212 Center St, suggested that this is a corner near
Alhambra Hall. He suggested that the design should be restudied.

There being no further comments, Ms. Montgomery closed public
comment.
Ms. Montgomery moved for approval as presented with exception that the
golf doors are redesigned to look different from the garage doors and to be
approved by staff. Mr. Barber seconded the motion. All in favor.
g. 110 Bennett Street- Survey 6146/ Historic (TMS# 517-15-00-090)
Applicant is seeking Final Approval for demolition of accessory structure,
home addition, new accessory structure and pool.
This item was approved by consent.
h. 235 Haddrell Street- Survey 6259/ Non-Historic (TMS# 517-15-00-110)
Applicant is seeking Preliminary comment for addition and renovation to
home and new pool.
Ms. Miller reviewed staff comments with the Commission.
Mr. Brian Smith and Mr. Beau Clowney, Beau Clownery architects,
reviewed the request with the Commission.
The Commission provided comments.
VII. Staff Approvals
a. 6 Pierates Cruz- Survey 6065/ Non-Historic (TMS# 532-09-00-011) Replace
roof on accessory structure.
b. 4 Pierates Cruz- Survey 6063/ Non-Historic - (TMS# 532-09-00-009) Replace
widows.
c. 109 Friend Street – Survey 4230/ Non-Historic (TMS# 532-05-00-068)
Replace fence.
d. 205 Queen Street – Survey 6099/ Historic (TMS# 532-05-00-026) Replace
driveway.
Ms. Miller stated that this item was removed from staff approval as approval
from SCDOT has not been given.
e. 809 Pitt Street – No Survey/Not Historic (TMS # 532-09-00-048) Fencing for
pool enclosure.
f. 840 Pitt Street – Survey 5966/ Historic (TMS # 532-09-00-057) Roof
replacement with same kind.
g. 301 Pitt Street – Survey 5922/ Historic (TMS # 532-05-00-004) Roof
replacement with same kind.
VIII. Discuss Plantings, Fencings and Screenings in Design Guidelines
The Commission discussed whether the guidelines should be revised regarding
screening and fencing for pools.
