TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION NOVEMBER 14, 2022 MINUTES Staff Report Present: Louisa Montgomery, Chair, Robert Crosland, Anne Shaw, Corey Barber, Gene Gallogly Staff: Kristen Forbus, Kate Miller, Joe Juan, Lynnette Lynes Ms. Montgomery called the meeting to order at 5:00 pm. I. Approval of Agenda Mr. Crosland moved for approval of the agenda. Mr. Gallogly seconded the motion. All in favor. II. Approval of Minutes October 10, 2022 Meeting Ms. Shaw moved for approval of the minutes. Mr. Barber seconded the motion. All in favor. III. Correspondence All correspondence was linked to the agenda and distributed to the Commission. IV. General Public Comment There being no comments, Ms. Montgomery continued with the agenda. V. Consent Motions Ms. Montgomery moved for consent approval of the following item: ➢ 111 Live Oak Drive- Survey 6244/ Historic (TMS# 517-15-00-058) Applicant is seeking Final Approval for removal and rebuild of pool. Business- A. 200 Hibben Street- Survey 6217/ Historic (TMS# 517-15-00-088) Applicant is seeking Final Approval for pool installation, hardscaping, shed removal, and installing fence. Ms. Forbus reviewed staff comments with the Commission. Since the applicant was not present, Ms. Montgomery moved to Commission questions. Ms. Linda Balzac, 422 Hobcaw Drive, suggested that the existing picket fence would be more appropriate. There being no further comments, Ms. Montgomery closed public comment. Mr. Crosland moved for denial. Mr. Barber seconded the motion. All in favor. B. 111 Live Oak Drive- Survey 6244/ Historic (TMS# 517-15-00-058) Applicant is seeking Final Approval for removal and rebuild of pool. This item was approved by a consent motion. C. 111 Hyer Street- Survey 6077/ Non-Historic (TMS# 532-09-00-059) Applicant is seeking Final Approval for demolition and construction of primary residence and accessory structure. Ms. Forbus reviewed staff comments with the Commission. Mr. Damian Busillo, architect, reviewed the request with the Commission. Mr. George Grice, 234 Pitt St, spoke regarding the proposed removal of trees and asked that they be preserved. He stated that some of the trees are on the property line and therefore co-owned. Ms. Montgomery moved for approval as presented with staff recommendations and addition of a pool cover and fencing. Ms. Shaw seconded the motion. All in favor. D. 310 Bank Street- Survey 6113/ Historic (TMS# 532-05-00-049) Applicant is seeking Final Approval for alteration to previously approved plans. Ms. Forbus reviewed staff comments with the Commission. Mr. Clay Tucker, architect, reviewed the request with the Commission. Ms. Montgomery closed public comment. Mr. Crosland moved for approval as presented with the Carr St elevation to reduce column to a newel post with final approval by staff. Ms. Montgomery seconded the motion. All in favor. E. 111 Live Oak Drive- Survey 6244/ Historic (TMS# 517-15-00-058) Applicant is seeking Preliminary Comment for replacing windows and siding. Ms. Forbus reviewed staff comments with the Commission. Mr. Joe Tucker, architect, and Ms. Karen Lawson-Johnston reviewed the request with the Commission. Ms. Linda Balzac, 422 Live Oak, agreed that the windows should be replaced and is amenable to the request. The Commission provided comments. F. 713 Royall Avenue- Survey 5989/ Non- Historic (TMS# 532-09-00-091) Applicant is seeking Final Approval for demolition and construction of primary residence and accessory structure. Ms. Liz Stanton and Mr. Phil Clarke reviewed the request with the Commission. There being no comments, Ms. Montgomery continued to Commission questions. Ms. Montgomery closed public comment. Mr. Crosland moved for approval. Ms. Montgomery seconded the motion. All in favor. G. 201 Bank Street- Survey 6109/ Non-Historic (TMS# 532-05-00-011) Applicant is seeking Final Approval for additions and new pool. Ms. Forbus reviewed staff comments with the Commission. Ms. Kate Campbell reviewed the request with the Commission. Mr. Miles Martschink, 135 Toomer Lane, suggested that the garbage can enclosure does not conform with the guidelines. Ms. Montgomery closed public comment. Mr. Crosland moved for approval. Mr. Gallogly seconded the motion. All in favor. The Commission convened for a short break at 6:31 pm and reconvened at 6:40 pm. H. 317 Queen Street- Survey 6095/ Non-Historic (TMS# 532-05-00-062) Applicant is seeking Final Approval for addition, new siding, and pavers. Ms. Forbus reviewed staff comments with the Commission. Ms. Montgomery moved for approval as presented. Mr. Crosland seconded the motion. Motion passed on a 4 to 1 vote with Ms. Shaw, Mr. Gallogly, Ms. Montgomery, and Mr. Crosland in favor; Mr. Barber opposed. I. 603 Royall Street- Survey 5995/ Non-Historic (TMS# 532-09-00-081) Applicant is seeking Final Approval for addition. Ms. Forbus reviewed staff comments with the Commission. Ms. Balzac reviewed the request with the Commission. Ms. Montgomery closed public comment. Ms. Shaw moved for approval. Ms. Montgomery seconded the motion. All in favor. J. 922 Pitt Street- Survey 5972/ Historic (TMS# 532-13-00-054) Applicant is seeking Final Approval for fencing. Ms. Forbus reviewed staff comments with the Commission. Since the application was not present, and there were no comments, Ms. Montgomery closed public comment. Mr. Gallogly moved for denial of the existing fence. Ms. Montgomery seconded the motion. All in favor. Ms. Montgomery moved for approval of 36 inch painted picket fence and denial of a wire fence. Mr. Barber seconded the motion. All in favor. K. 924 Pitt Street- Survey 6266/ Non-Historic (TMS# 532-13-00-053) Applicant is seeking Final Approval for fencing. Ms. Forbus reviewed staff comments with the Commission. Staff Approvals Ms. Forbus reviewed staff approvals as follows: A. 957 Pitt Street- Survey 5891/ Non-Historic (TMS# 532-13-00-031) Fence installation. B. 245 Bennett Street- Survey 6133/ Historic (TMS# 532-01-00-016) Lantern installation. C. 11 Pierates Cruze- Survey 6071/ Non-Historic (TMS# 532-09-00-017) Alterations to previously approved plans. D. 214 Middle Street- Survey 6014/ Non-Historic (TMS# 532-09-00-239) Alterations to previously approved plans and fencing. E. 320 McCants Drive- Survey 6085/ Non-Historic (TMS# 532-05-00-204) Alterations to previously approved plans. VIII. Discussion and Action of Changes to Design Guidelines Ms. Forbus reviewed the proposed changes with the Commission. Mr. Miles Martschink, 135 Toomer Lane, suggested that the guidelines should be adhered to, specifically, pool and HVAC equipment, trash cans, and fences. He suggested that the current fence guidelines should be kept and if additional height is desired, then it should be done with plantings and not taller fences. Ms. Montgomery moved to allow an additional two minutes to Mr. Martschink for comments. Mr. Barber seconded the motion. All in favor. Mr. Martschink suggested that more care should be taken to where outdoor equipment and trash cans are located. He suggested that they should not be allowed in the front yard. He also stated that the trash cans are taller than 42 inches, which means that they are seen over fencing. He suggested that the current guidelines should be kept. Commission Training and Discussion of Procedure The Commission agreed to defer training to the next meeting. X. Discussion of Items for Next Agenda No additional items.
