TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION APRIL 8, 2024 MINUTES STAFF REPORT Present: David Creech, Chair, James Bakker, Meghan Gravitt, Corey Barber, Warren Player. Staff: Kate Miller, James Ward, Kevin Mitchell, Lynnette Lynes Mr. Creech called the meeting to order at 5:00 pm. I. Approval of Agenda Mr. Player moved for approval of the agenda. Mr. Barber seconded the motion. All in favor. II. Approval of Minutes – March 11, 2024 Mr. Bakker moved for approval of the minutes. Mr. Creech seconded the motion. All in favor. III. General Public Comment IV. Correspondence There being no comments, Mr. Creech continued with the agenda. All correspondence received was linked to the agenda. V. Consent Motions Mr. Player moved for approval by consent for the following item: ➢ 409 Church Street – Survey 6201/Historic – (TMS#5320100068) Applicant is seeking Final Review for changes to proposed window materials. Mr. Creech seconded the motion. All in favor. Mr. Barber moved for approval by consent for the following item: ➢ 907 Royall Avenue – Survey 5984/Non-Historic – (TMS#5321300125) Applicant is seeking Final Review for porch and deck alterations. Ms. Miller reviewed staff comments with the Commission. Ms. Linda Balzac, architect, reviewed the request with the Commission. Mr. Creech moved for approval of additional material regarding the clarification needed. Mr. Player seconded the motion. All in favor. Ms. Balzac reviewed the clarifications with the Commission. There being no comments, Mr. Creech closed public comment. Ms. Balzac provided her closing response for the Commission. Mr. Barber moved for approval based on the additional drawings and information submitted. Mr. Player seconded the motion. All in favor. b. 211 Haddrell Street – Survey 6262/Non-Historic – (TMS# 5171500048) Demolition of non-historic primary structure, new single-family home with front porch, front and rear screened porch, and rear uncovered deck. Ms. Miller reviewed staff comments with the Commission. Mr. Tim Winter,owner, reviewed the request with the Commission. There being no comments, Mr. Creech closed public comment and moved to Commission questions. The Commission provided comments. Ms. Miller reviewed staff comments with the Commission. Mr. Bennan Egan, owner, reviewed the request with the Commission. There being no comments, Mr. Creech closed public comment and moved to Commission questions. There being no rebuttal, Mr. Creech moved to deliberation. Mr. Player moved for approval. Mr. Creech seconded the motion. All in favor. d. 100 Ann Edwards Lane – No Survey/Non-Historic – (No TMS) Applicant is seeking Final Review for stormwater capacity improvements to the Edwards Basin. Ms. Miller reviewed staff comments with the Commission. Mr. Mitchell reviewed the request with the Commission. There being no comments, Mr. Creech closed public comment and moved to questions. Mr. Player moved for approval. Mr. Creech seconded the motion. All in favor. e. 107 Pitt Street – Survey 5933/Non-Historic – (TMS#5320100258) Applicant is seeking Preliminary Comment for exterior changes to the business structure, new business sign, and courtyard deck. Ms. Miller reviewed staff comments with the Commission. Mr. David Collins reviewed the request with the Commission. There being no comments, Mr. Creech closed public comment and moved to questions. Ms. Miller reviewed staff comments with the Commission. Mr. Balzac reviewed the request with the Commission. There being no comments, Mr. Creech closed public comment and moved to questions. The Commission offered comments. g. 409 Church Street – Survey 6201/Historic – (TMS#5320100068) Applicant is seeking Final Review for changes to proposed window materials. This item was approved by consent. h. 103 Hibben Street – Survey 6224/Non-Historic – (TMS#5320100001) Applicant is seeking Preliminary Comment for proposed cottage alterations. Ms. Miller reviewed staff comments with the Commission. Mr. Ross Ritchie, architect, reviewed the request with the Commission. There being no comments, Mr. Creech closed public comment and moved to questions. The Commission offered comments. i. 948 Pitt Street – Survey 5975/Non-Historic – (TMS#5321300047) Applicant is seeking Preliminary Comment for proposed carport alterations. There being no comments, Mr. Creech closed public comments and moved to questions. The Commission offered comments. j. 907 Royall Avenue – Survey 5984/Non-Historic – (TMS#5321300125) Applicant is seeking Final Review for porch and deck alterations. This item was approved by consent. VII. Staff Approvals a. 747 Pitt Street – Survey 5903/Non-Historic - (TMS#5320900045) Application approved for the installation of a fence. b. 202 Bennett Street – Survey 6148/Historic - (TMS#5320100066) Application approved for the replacement of existing standing seam metal roof with copper roof to match garage and addition. Replacement of white gutter and downspouts with copper. c. 709 Royall Avenue – No Survey/Non-Historic - (TMS#5320900251) Application approved for changes to prior COA to include changing roof material from metal to wooden cedar shingles. d. 103 Hibben Street – Survey 6224/Non-Historic - (TMS#5320100001) Application approved for replacing three tier bulkhead in rear of property. e. 213 King Street – Survey 6119/Historic - (TMS#5320500002) Application approved for the installation of hardscaping. f. 215 King Street – Survey 6118/Non-Historic - (TMS#5320500200) Application approved for the installation of hardscaping. g. 309 Hibben Street – Survey 4247/Historic - (TMS#5320100242) Application approved for roof replacement to fix leaking, to include replacement of existing metal roofing with in kind metal roofing. h. 833 Pitt Street – Survey 4219/Non-Historic - (TMS#5320900257) Application approved for changes to previously approved driveway material. VIII. Discussion of Bennett Street fencing This item was removed from the agenda by staff. Historic District Preservation Commission April 8, 2024 Page 6 of 6 IX. Discussion of changing or expanding the historic district boundaries. Ms. Miller introduced this item and stated that any changes or expansion of the historic district would require Town Council approval. The Commission discussed possible expansion of the historic district. The Commission asked staff to bring back additional information on the age of structures along Royall Avenue to determine the feasibility of expanding the historic district. X. Discussion of proposed changes to HDPC Guidelines. The Commission discussed proposed changes to the guidelines. The Commission discussed shed roofs and how it can be bettered clarified, including indicating proportions. The Commission discussed porches and suggested that there should be more direction included in the guidelines. The Commission discussed garages and accessory structures and suggested that it would be helpful to include diagrams in the guidelines. XI. Discussion of Items for Next Agenda The Commission agreed that the following items should included on next month’s agenda: ➢ Continued discussion on proposed changes to the guidelines ➢ Continued discussion on changing or expanding the historic district boundaries.
