TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORICAL COMMISSION APRIL 11, 2024 MINUTES Present: Deborah Sutherland, Chair, Brian Blalock, Courtney Theis, Pamela Gabriel, William Hine Absent: Danielle Cox. Staff: Kate Miller, Maddox Allen, Lynnette Lynes Ms. Sutherland called the meeting to order at 8:08 am. She expressed condolences for the loss of recent Commission member, Mr. Hopper who recently passed away and asked for a moment of silence. 1. Approval of Agenda Mr. Blalock moved for approval of the agenda. Ms. Theis seconded the motion. All in favor. 2. Approval of Minutes Ms. Theis moved for approval of the minutes. Mr. Blalock seconded the motion. All in favor. 3. Public Comment 4. History Room Intern update and Action Ms. Allen updated the Commission on the items that have been recently received. She stated that there are some minute books that need to be rebound. A. Discussion and action on History Room Policy and Procedure Manual Ms. Allen reviewed the new manual with the Commission. The Commission agreed to provide feedback on the draft policy to staff prior to the next meeting. 5. Staff Update Ms. Miller reviewed the staff update with the Commission. Update and possible action on the Budget Ms. Theis moved for approval to replace the I’On state marker with a Town marker, using the existing state text. Mr. Blalock seconded the motion. All in favor. Ms. Theis moved for approval of up to $1,000 for minute book binding. Mr. Blalock seconded the motion. All in favor. B. Historical Markers and Interpretation Committee. 1. Action on Memorial Tree Request for Gibson Hopper The Commission discussed the application and how to proceed. Ms. Theis moved for approval for up to $300 for a memorial tree and plaque. Mr. Blalock seconded the motion. All in favor. 2. Discussion and possible action on 4 Mile School Marker Ms. Miller and Ms. Allen reviewed the draft marker text with the Commission. C. Special Collection and Research Committee Report—No update D. Marketing, Tourism and Community Outreach Committee 1. Discussion and possible action on 1706 French and Spanish Invasion project and event Mr. Blalock provided an update on the event. 2. Discussion on SC250—no update 3. Discussion and Action on Blessing of the Fleet Mr. Blalock updated the Commission on the upcoming event. Historical Commission April 11, 2024 Page 3 of 3 Mr. Blalock moved for approval of up to $600 for supplies for Blessing of the Fleet. Ms. Theis seconded the motion. All in favor. E. Black History Month Committee—no update 7. Discussion of Next Month’s Agenda Items The Commission agreed that the following items should be included on next month’s agenda: ➢ Discussion and action on Policy and procedure manual ➢ Discussion and possible action on the Deaccession and disposal of archive items ➢ Discussion and possible action on 4 Mile School Marker ➢ Discussion and possible action on 1706 French and Spanish Invasion project and event ➢ Update and possible action on the Budget ➢ Update and possible action on Gibson Hopper memorial ➢ Discussion on SC250 ➢ Update on Blessing of Fleet There being no further business, the meeting adjourned at 9:18 am.
