Members Present: Mayor Will Haynie, Chair, Howard Chapman, GM

1. Call to order
Mayor Haynie called the meeting to order at 1:17pm.
2. Approval of Minutes from the June 1, 2022 special meeting
and the June 6, 2022 meeting
Mayor Haynie asked that the minutes from the June1, 2022 and June 6,
2022 meetings be approved. Ms. Whitley made the motion for approval
of the Minutes; seconded by Mr. Chapman. Motion carried
unanimously.
3. Public Comments
There were no public comments.
4. Police matters
a. Employee years of service recognition
Chief Arnold recognized Officers Alexander Sanford and Jonathan
Kinder for their 5 years of service.

b. Discussion and possible action regarding Memoranda of
Agreement (MOAs) for the School Resource Officer Program:
2022-2023 School Year between the Town of Mount Pleasant
Police Department and
i. East Cooper Montessori Charter School
ii. Charleston County School District
iii. Oceanside Collegiate Academy
Mr. Pagliarini stated that state law requires that the council approve
certain agreements, and these are memorandum of agreements with
the various schools and will allow for services within those schools.
He added that these schools are not covered by the school district as
they are charter schools and as such these contracts are no covered
by the school district.
Discussion followed.
Ms. Whitley made the motion to recommend the above MOUs be
approved and moved to full Council to appear on the agenda next
Tuesday. Mr. Ritchie seconded the motion. All present were in favor.

c. Update on Noise Ordinance Pilot Program
Chief Arnold gave an update on the pilot program for the month of
June to include citizen complaints and repeat locations. He added
that the average decibel readings for all categories was 58 decibels.

6. Legal matters
a. Discussion and possible action on a proposed ordinance
regarding decorum during public meetings
Mayor Haynie stated that the decorum was not just for public
meetings but would also cover Town property and it would not be
involving just elected officials.
Mr. Pagliarini stated that this comes back to the Committee as he
was asked to take look at the Town’s ordinance and those of other
jurisdictions to provide some guidance for this Committee and
ultimately Council in determining possible amendments or a new
ordinance.
Mr. Deford presented a sample ordinance that was prepared for this
Committee’s consideration.

b. Discussion and possible action regarding change to
qualifications for Design Review Board
Mr. Pagliarini stated this item came from last months discussion
about difficulties filling positions on the Design Review Board and the
proposed changes to the organization ordinance.

Ms. Whitley made the motion to recommend for approval the changes
to the ordinance with the additions by this Committee to full Council.
Mr. Chapman seconded the motion. All present were in favor.

A. R-15-22. Request to amend the Central Mt. Pleasant PD,
Planned Development District Ordinance. Proposed is to
incorporate three abutting parcels into the PD, increasing the
acreage by 2.23- acres within the Mixed-Use Center Tract. The
three parcels requested to be incorporated are currently zoned
AB, Areawide Business in the HNB-VR-OD, Hungryneck—
Venning Road Overlay District.
Planning Commission recommended approval
B. Highway 17 North Retail Village. Request to approve an Impact
Assessment and Conceptual Plan for the properties located
3236 North Highway 17. Proposed Mixed-Use Development
consists of approximately 14.6 acres comprised of eight
parcels located on Highway 17 North (across from Lowes at
Oakland). All parcels are zoned AB, Areawide Business
District.
Planning Commission recommended approval
5. Continued discussion and possible action regarding proposed
amendments to the Town’s Short Term Rental Ordinance.
6. Discuss Historic Preservation in Settlement Communities
7. Update on Zoning Code Rewrite and Livability Division efforts
