Members Present: Mayor Will Haynie, Chair, Howard Chapman, GM

1. Call to order
Mayor Haynie called the meeting to order at 9:48am.
2. Approval of Minutes from the October 3, 2022 meeting and
the October 26, 2022 special meeting.
Mayor Haynie asked that the minutes from the October 3, 2022 meeting
and the October 26, 2022 meeting be approved. Mr. Chapman made a
motion for approval of the Minutes; Ms. Whitley seconded. Motion
carried unanimously.
3. Public Comments
Chris Coleman of 118 Pitt Street spoke in reference to the Noise Ordinance
and recommended several changes and also hiring an experienced noise
consultant.
Shannon Carter of 334 Hook Lane spoke in reference to the Noise
Ordinance and stated that he appreciated the continued effort with this
ordinance as it is not a one size fits all.

Louisa Montgomery of 404 Church Street spoke in reference to the Noise
Ordinance and stated that she would like the committee to consider the
noise being at their own homes.
Louis Horton of 138 Live Oak Drive spoke in reference to the Noise
Ordinance and stated that he would like to urge the committee to assign an
ad hoc committee and pull together businesses and residences to see if
they can come up with a common ground.
Mike Tinkey of 208 Venning Road spoke in reference to the Noise
Ordinance and stated that he had 4 basic things for the committee to
consider.

5. Judicial matters
a. Recommendation to appoint two Municipal Judges
Mayor Haynie stated that the committee had spent an afternoon in
executive session listening to applicants for 2 judgeships that were up. He
added that he believed there was a motion that resulted in what the
committee heard and deliberated on in that executive session.
Ms. Whitley moved that the committee re-appoint Judges Thurmond and
Richter as municipal judges. Mr. Chapman seconded the motion. All
present were in favor.
6. Legal matters
a. Discussion and review of three-month timetable regarding an
ordinance to repeal and replace Section 132.03 titled Noise of
the Mount Pleasant Code of Ordinances (Ord. No. 22049)

Mayor Haynie stated that this was a discussion and review, and the
committee would not be voting on anything today.
Discussion followed.
7. Adjourn
There being no further business, the meeting adjourned at 10:15am

recorded by the Charleston County ROD office in Plat Book
S11, Page 0198.
B. 3935 Colonel Vanderhorst Circle. Request to annex an
approximately 1.46-acre tract of land located at 3935 Colonel
Vanderhorst Circle, further identified by TMS No. 594-03-00-025
and depicted on a plat recorded by the Charleston County ROD
office in Plat Book CF, Page 017.
5. Review of Planning Commission recommendations from October
19, 2022 meeting
A. R-19-22. Village Park Planned Development. Request to annex
and zone PD, Planned Development District, an approximately
9.66-acre tract of land comprised of two parcels. Property is
located off the future Vaughn Ed Kee Parkway and behind the
Pointe at Primus development, further identified by TMS No’s.
578-00-00-005 and 578-00-00-006. Additionally, the proposed
mixed-use development will require approval of an Impact
Assessment and Conceptual Plan. Planning Commission
recommended denial

B. R-20-22. The Point Planned Development. Request to annex an
approximately 8.31-acre tract of land comprised of one parcel
in its entirety, and a portion of a second parcel, and zone PD,
Planned Development District, an approximately 9.37-acre
tract of land comprised of two parcels, in their entirety.
Properties are located at the intersection of Long Point Road
and Belle Point Drive, further identified by TMS No’s. 556-00-
00-525 and 556-00-00-278. Additionally, the proposed
development will require approval of an Impact Assessment
and Conceptual Plan. Planning Commission recommended
approval
C. 963 Houston Northcutt Impact Assessment. Request approval
for an Impact Assessment and Conceptual Plan for an
approximately 7.0-acre tract of and located at 963 Houston
Northcutt Boulevard, identified by TMS No. 517-00-00-050, and
zoned AB, Areawide Business District. Proposed is
redevelopment for General and Medical Office uses all a
permitted use in the current zoning district. Planning
Commission recommended approval
6. Continued discussion and possible action on outstanding short-
term rental amendments
7. SC Building Codes Amendment. Proposal to amend Town of Mount
Pleasant Code Sections 92.01 and 150.01 to update the South
Carolina Fire Code reference from the 2018 edition to the 2021
edition, per SC Building Codes Council.
