1. Call to order
Mayor Haynie called the meeting to order at 9:09 am.
2. Approval of Minutes from the October 31, 2022 meeting
Mayor Haynie asked that the minutes from October 31, 2022, meeting
be approved.
Mr. Chapman made the motion for approval of the minutes
seconded by Ms. Whitley. All in favor. Motion Carried unanimously.
3. Public Comments
Joe Fersner at 505 Antebellum Lane; discussed the issue of a
business throwing plastic bags with pebbles into driveways to
advertise. He stated that this is creating an environmental concern
and an ordinance violation.
Mike Tinkey at 208 Venning; stated he is here representing a group
that met on Friday, based on Committee members recommendation
regarding the noise ordinance. He looks forward to discussing a
recap of the meeting to Committee members during the order of
business.
4. Police matters
a. Employee years of service recognition
Chief Arnold recognized Becky Tapia-Cooper, Senior Victim
Advocate, for 5 years of service.

b. Announcement of Re-Accreditation by The Commission
on Accreditation for Law Enforcement Agencies, Inc.
(CALEA®)
Chief Arnold announced that the Police Department has achieved
the 10th year of Re-Accreditation by The Commission on
Accreditation for Law Enforcement Agencies.
Chief Arnold also recognized Bill Martin for his contribution toward
the Re-Accreditation.

a. Discussion and possible action regarding an ordinance
titled Memorials and Monuments Policy of the Mount
Pleasant Code of Ordinances
David Pagliarini presented an overview of a policy regarding
Memorials and Monuments.

Discussion followed.
Ms. Whitley made a motion to send this to Council with a
recommendation to approve. Mr. Chapman seconded the motion.
Mayor Haynie added an amendment to change the word may to
shall…page 4 item 2 large memorials from subsection 2 -
“recommendation of approval or denial of the application “may” to
“shall”. Mayor Haynie made a motion. Mr. Chapman seconded the
motion.
All in favor of the amendment.
Discussion continued.
Mr. Ritchie made an amendment to add language to
address popup and spontaneous monuments to include a time
limit and language of discretion for our law enforcement. Mr.
Ritchie made a motion. Mr. Chapman seconded the motion.
All in favor. Motion passes unanimously.

Discussion continued.
Mayor Haynie made a motion to add to section 3 that it would
require super majority of Council after due diligence which would
include advice from the applicable committee or group as
mentioned elsewhere in the ordinance. Seconded by Mr.
Chapman. All in favor. Amendment passes unanimously.
All in favor of approving as amended the draft ordinance. Motion
passes unanimously.
b. Discussion regarding Chapter 53 of the Mount Pleasant
Code of Ordinances pertaining to Environmentally
Acceptable Packaging and Products
Mr. Ward provided a presentation and review of the Ordinance
pertaining to Environmentally Acceptable Packaging and Products
and the suggested amendments.

Mr. Pagliarini stated that the recommendation from legal is to not
address this as part of the plastic bag ordinance. The
enforcement mechanism through our littering and handbill is
exactly what is necessary to solve this particular issue, parts A
and B jointly but not C.
Discussion followed.
Ms. Whitley recommended to move to full Council the
amendments to items A and B as proposed by legal. Mr. Ritchie
seconded the motion. All in favor. Motion passes unanimously.
c. Continued discussion regarding an ordinance to repeal
and replace Section 132.03 titled Noise of the Mount Pleasant
Code of Ordinances (Ord. No. 22049)

Mayor Haynie stated that committee members asked the
community to work together. Members of the community met and
are here to talk to committee members.

Mayor Haynie stated that Legal provided detailed information from
three states, South Carolina, Georgia, and North Carolina
regarding their noise ordinances. He stated that no State has a
one size fits all ordinance.
Discussion followed.
Mayor Haynie welcomed Wade Boals, from Saltwater Cowboys
and Mike Tinkey to discuss the results from the meeting that
occurred on Friday with the community. The takeaway word,
overall is, harmony. Both, Wade Boals and Mike Tinkey agreed
that working together creates a better environment between
businesses and residents.
Cheryl Shoun of 241 Middle Street and here on behalf of the
owners of the Post House. She acknowledged that efforts were
made but more is needed, and due diligence is necessary.
Mike Tinkley wanted to thank everyone who worked together. He
stated that decibel levels reading have to have nationally
recognized base frequency component to it. He stated that they
are looking for agreement for the mass major. He also stated
there needs to be language raising levels of fines or loss of
license for repeat offenders.

There being no further business, the meeting adjourned at 10:11
