Members Present: Mayor Will Haynie Howard Chapman, Brenda Corley,
Carl Ritchie
Staff Present: Brad Morrison, Eric DeMoura, James Aton
Also Present: Rob Perry, South Carolina Department of Transportation,

Transportation Committee Presentation
1. Call to order
Mayor Haynie called the meeting to order at 1:00 pm.
2. Approval of Minutes from the May 1, 2023 meeting
Mr. Chapman moved for approval of the minutes; motion seconded
by Ms. Corley. Motion carried unanimously.
3. Public Comments
Katie Zimmerman, Charleston Moves, 57 Cannon Street, opposed
any modifications to the current bike/pedestrian/travel lane
configuration on the Isle of Palms connector stating that the existing
configuration is best.
Bob Marcello, Seaside Farms, opposed any modifications to the existing
bike/pedestrian/travel lane configuration on the Isle of Palms connector
stating that the existing configuration is best.

Rick Hricik, 945 Pine Hollow Road, opposed any modifications to the
existing bike/pedestrian/travel lane configuration on the Isle of Palms
connector stating that the current existing configuration is best.
Sarah Hayes opposed any modifications to the existing
bike/pedestrian/travel lane configuration on the Isle of Palms connector
stating that the existing configuration is best.
Scott Schmitz, 1193 Sharpestowne Court, opposed any modifications to
the existing bike/pedestrian/travel lane configuration on the Isle of Palms
connector stating that the current existing configuration is best.
Mike Tinkey, 208 Venning Street, opposed any modifications to the
existing bike/pedestrian/travel lane configuration on the Isle of Palms
connector stating that the existing configuration is best.
4. South Carolina Department of Transportation (SCDOT) presentation
on Isle of Palms Connector Study
Mr. Perry reviewed the Isle of Palms Connector reconfiguration
concepts and public engagement overview.
Discussion between the Committee, Mr. Perry and staff.
5. Presentation of Town of Mount Pleasant Safety Action Plan
Mr. Aton reviewed the Mount Pleasant Safety Action Plan findings,
feedback and proposed recommendations.
Discussion between the Committee and staff.
Ms. Corley moved to recommend approval of the Mount Pleasant Safety
Action Plan by Full Council as presented by staff; motion seconded by Mr.
Chapman. Motion carried unanimously.
6. Initial Mobility Action Plan Study findings
Mr. Mitchell reviewed the initial Mobility Action Plan study findings
and recommendations.
Discussion between the Committee, Mr. Mitchell and staff.
7. Discussion and possible action regarding 516 Coleman site plan

Mr. Heinz reviewed the possible concepts regarding parking
improvements to the 516 Coleman site plan.
Discussion between the Committee and staff.
Ms. Corley moved that the 516 Coleman site plan improvements be
presented to the GREEN Commission (GReen spaces, Environment,
Ecology, and Natural resources) for their review; motion seconded by Mr.
Chapman. Motion carried unanimously.
8. Update – ongoing projects
Mr. Morrison provided an update on the pedestrian path on Deer
Creek Road.
Discussion between the Committee and staff.
Mr. Aton provided updates on the Patriots Point Gateway Intersection
Improvements, Vaughn Ed Kee Parkway, Billy Swails Boulevard 4B and All
American Boulevard projects.
Discussion between the Committee & staff.
9. Adjourn
There being no further business, the meeting adjourned at 2:21 pm.

a. R-05-23. Olive Branch AME Church Rezoning. Proposal to
rezone multiple parcels under the ownership of Olive Branch
AME, approximately totaling 5.5-acres indicated by TMS Nos.
558-00-00-922, 558-00-00-158 and a portion of 558-00-00-161.
Parcels are currently zoned R-1, Low Density Residential
District. Proposed is to rezone a portion to PI-1, Public
Institutional-1 District. The remaining 1-acre portion of TMS No.
558-00-00-161 is proposed to be incorporated into the Indigo
Square PD, Planned Development District Ordinance.
b. A-7-23 and R-06-23. Annexation and Zoning for St. Peter’s
Church. Request to Rezone five parcels, addressed as 1329,
1287, 1303 and 1307 Porcher’s Bluff Road, all under the
ownership of St. Peter’s Church, from R-1, Low Density
Residential District to CC, Community Conservation District.
Parcels are located off Porcher’s Bluff and indicated by TMS
Nos. 578-00-00-198, 578-00-00-181, 578-00-00-182, 578-00-00-
184, 578-00-00-320. Additionally, there is a request to Annex
and Zone the same, an unincorporated parcel contiguous to
this tract of land. This parcel is further identified by TMS No.
578-00-00-179. In total, assigning CC, Community

Conservation District Zoning to approximately 12.55-Acres of
land, with no request to modify overlay designations.
