The meeting was called to order by Mayor Boudreau at 7:00 p.m.
Present: Councilmembers Beaton, Brocksmith, Carías, Hudson, Hulst, Lindquist and
Molenaar
Staff Present: Development Services Director Phillips, City Attorney Rogerson and Finance
Director Volesky, Library Director Huffman, Project Development Manager

Councilmember Lindquist moved to strike items A & C from
the agenda. Motion seconded by Councilmember Beaton.
Motion carried 7-0.
Councilmember Hulst moved to add Budget Amendment
Overview item to the agenda. Motion seconded by
Councilmember Hudson. Motion carried 7-0.
Councilmember Lindquist moved to add Voting Rights to the
agenda. Motion seconded by Councilmember Hudson. Motion
carried 7-0.
A. Adoption of Technology Fee – 1st Reading: Mr. Phillips held the 1st reading of the Technology Fee
Ordinance. This ordinance will revise fees based on the approved 2019 City budget.
B. Budget Amendment Overview: Mr. Volesky reviewed upcoming budget amendments.
C. Voting Rights Act Briefing: Mr. Donovan gave an overview of the findings of the WVRA
committee.
The meeting was convened into executive session at 7:28 p.m. and was estimated to last 25
minutes.
D. Executive Session: Potential litigation.
There being no further business the meeting was adjourned at 7:57 p.m.
