The meeting was called to order by Chair Mark Hulst.
Public Safety Meeting Minutes from 08/05/15 were approved and adopted.
POLICE CHIEF JERRY DODD
PERSONNEL UPDATE
Hired half-time Records Specialist who is currently in training
o Works 20 hours per week
o Will be working on specific projects
Three vacancies in Patrol
o Conducting two backgrounds at this time
One candidate lives in California
Lieutenant position to fill
Eric Kivi graduated from BLEA in June
o Eric will go solo in approximately 30 days
Chris Carlson graduated from BLEA on June 15
o Chris will go solo in approximately 45 days
Elizabeth Paul graduates from BLEA next Thursday
o To go solo first of year
Tomorrow will be swearing in new Officer Tyler Clark
Lieutenant exam put out call for applications
o Only received one application
Suspended process
In past had to have two candidates to move forward
Will meet with Civil Service on 09/16/15 for direction
Will continue hiring process over next six months

LYNN MURPHY – COMMUNITY SERVICE MANAGER – PUGET SOUND ENERGY (PSE)
Here to provide update on storm; overview on what PSE has done over the past five
days and provide a clearer understanding on what PSE does.
o Intense storm
Drought stricken trees
Breaks poles, cross arms, wires
Widespread damage
Had over 150 repair jobs after this storm
o Largest storm PSE has ever experienced in Skagit and Whatcom Counties
o 124 customers still without power in Skagit County
o Initially had 81,000 customers without power
o Five crews out working
Crew is four person team who repairs all infrastructure
o 15 service men out
o Damage people looking for unreported damage
o Hope all customers will be restored by 6:00 today
o Another storm also came through today
Anticipate additional customers
Lynn will return in October for another update

2014 ANNUAL REPORT
Brief overview of highlights of 2014 Annual Report
o Will provide in depth review at next week’s City Council Meeting
o Have had no real issues with marijuana legalization
o New police vehicles are a great success
o Calls for service up from last year
o Mount Vernon PD is accountable for 31% of all police calls in Skagit County
o Traffic accidents down six percent from last year
o Ten percent decrease in Type A crimes
o National use of force average is 0.7% to 0.4 %
MVPD use of force average is 0.263%
o DUI arrests involving marijuana has had no impact in Mount Vernon
o Operation Talk Meetings identify problem areas and problem individuals
Representatives from all divisions of Department in attendance
Ops Talk has been successful in eliminating various community issues
o Majority (42.9%) of traffic collisions occur on Riverside Drive
o Developed and implemented monthly Directed Traffic Missions
o Discussed future (2016 and beyond) Department plans and concerns

Provided update on noise and nuisance issues on North 16 Street

Reviewed MVMC 9.28.070.1 – Public Disturbance
Cited at North 16th Street
Only one or two noise issues at any given time in Mount Vernon
Code Amendment Options
Variance procedure
EDNA Class for publically zoned sites could be changed from Class A
to Class B (55 dBA to 57 dBA)
Modify 50 foot rule
Complainant to go before Foothills Christian School Board in an attempt to
remedy this issue
Listed “Guidelines for Daycares” from Redwood City, CA

Per CED Director Hyde, the daycare should be relocating by June of next year.
