CALL TO ORDER Vice Chair Greg Unangst called the meeting to order at 6:30 p.m. 2. ORAL COMMUNICATIONS FROM THE PUBLIC Dale Kirstin, retired firefighter and walker, voiced his concerns about the unmarked Grant Rd. / Sleeper Ave. pedestrian crossing. Located near Cuesta Park and Huff Elementary, the unmarked crossing has Americans with Disabilities Act ramps and a pedestrian median island refuge, but motorists often speed by without yielding. Kirstin requested that a project to install beacons or other treatments be prioritized. His Waverly Park neighbors on Nextdoor provided 19 supportive and 1 negative comment in 2 days. Jim Evans from the Senior Advisory Committee introduced himself. 4. NEW BUSINESS 6.1 Transportation Development Act (TDA) Article 3 Funding Transportation Development Act (TDA) Article 3 Funding memo After a brief staff presentation, the Committee discussed the previously recommended Shoreline/Villa intersection project for Fiscal Year 2019-20 Transportation Development Act (TDA) Article 3 funding. Comments from the public: Dale Kirstin requested information about how projects are recommended to the City's Capital Improvement Program. Comments from the B/PAC: B/PAC members recalled their previous request, a year ago, to bank funds to support the project as proposed. They reiterated their support of the project due to the location's collision history and importance as a gateway into Downtown. They requested more options be developed for next year's funding. MOTION - MS - Tock/Fenwick - To: Support the staff recommendation to allocate all accumulated TDA funds (estimated at $241,768) to the Shoreline Boulevard/Villa Street Intersection Improvements Project. The motion carried by the following vote: Yes: 4- Committee Member Fenwick, Committee Member Shankari, Committee Member Tock, and Vice Chair Unangst Absent: 1- Chair Roddin 6.2 Mountain View City Code Chapter 19 Article VI Ordinance Update MVCC Chapter 19 Article VI Ordinance Update memo ATT 1 - Revised Ordinance ATT 2 - Classification and Ability to Regulate Devices under the CVC ATT 3 - Existing Ordinance ATT 4 - Proposed Resolution Transportation Manager Ria Hutabarat Lo provided a presentation and update on the proposed ordinance repealing, in its entirety, Article VI of Chapter 19 of the Mountain View City Code and adding a new Article VI related to Bicycles, Electric Bicycles, Motorized Scooters, and Transportation Devices. City of Mountain View Page 2 Bicycle/Pedestrian Advisory Committee MEETING MINUTES - Final 2/27/2019 Comments from the public: • The first commenter asked how signage would make the new rules clear. • Serge Bonte, while supportive of the new rules proposed, expressed concern about bicyclists, e-bicyclists, and e-scooter users, yielding to pedestrians. The new rules will require educational efforts so device users know what it means to yield, especially on narrow sidewalks. Also suggested that Mountain View act so that e-scooters can be banned from sidewalks should the State allow e-scooters in the future. • John Carpenter suggested that for trails, one side be assigned for pedestrians and one for bicyclists. Comments from the B/PAC: B/PAC discussed options for moving forward to recommend the ordinance language, seeking clarification on issues related to accessing destinations through public garages, riding on sidewalks, and the appropriate age at which to no longer provide exceptions to prohibited sidewalk riding for children. MOTION - MS - Fenwick/Unangst - To: Requested that staff review omni-directional riding on the sidewalks and report the issue and findings to City Council clearly. If revision to the City’s ordinance is needed to allow for omni-directional riding, B/PAC wants to include such a revision. The motion carried by the following vote: Yes: 4- Committee Member Fenwick, Committee Member Shankari, Committee Member Tock, and Vice Chair Unangst Absent: 1- Chair Roddin MOTION - MS - Fenwick/Unangst - To: Recommend that City Council introduce a proposed ordinance repealing, in its entirety, Article VI of Chapter 19 of the Mountain View City Code and adding a new Article VI related to Bicycles, Electric Bicycles, Motorized Scooters, and Transportation Devices as set forth in Attachment 1 with the following edits: * add language in Section 19.54 to clarify that this applies only to roadways; * add language in Section 19.55 to allow for bicycle riding through the parking structure to access destinations; * modify Section 19.57(c) to allow bicycle parking on non-landscaped areas of the furniture zone; and * change the age exemption in Section 19.53(c) to six (6) years or under; and Recommend City Council adopt a resolution as set forth in Attachment 4 amended to only include Castro Street. Motion passed by the following vote: Yes: 4- Committee Member Fenwick, Committee Member Shankari, Committee Member Tock, and Vice Chair Unangst City of Mountain View Page 3 Bicycle/Pedestrian Advisory Committee MEETING MINUTES - Final 2/27/2019 Absent: 1- Chair Roddin 6.3 Pedestrian Master Plan Review Pedestrian Master Plan Annual Review memo ATT 1 - PMP Annual Review Summaries Staff presented information about the Pedestrian Master Plan (PMP) and invited input from the Committee on topics/issues/concerns that should be considered for inclusion in the planned update for Fiscal Year 2020-21. Comments from the public: Serge Bonte commented that the ordinance proposal process is flawed as it did not consider the Pedestrian Master Plan. Comments from the B/PAC: B/PAC recommended considering requiring two separate curb cuts per curb return, adding more marked crosswalks, and eliminating driveway cuts where there are no longer driveways. 6.4 Fiscal Year 2018-19 Bicycle/Pedestrian Advisory Committee Work Plan B-PAC Work Plan FY 2018-19.pdf ATT 1 - TAL The Committee reviewed the Fiscal Year 2018-19 Work Plan and provided updates on recent and upcoming activities. 6.5 Valley Transportation Authority (VTA) Bicycle & Pedestrian Advisory Committee (BPAC) Update Vice Chair Unangst reported on items covered at the most recent VTA BPAC meeting. Topics included a transit speed policy, a transit service plan update, a review of Measure B funds available, and potential bicycle gap closure projects across the county. 7. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS 7.1. Staff Comments Lime is exiting from Mountain View to focus their operations on e-scooters. Another bike share operator has submitted a permit application. There were five Ask MV requests in January and four in February, including a variety of crosswalk requests and other issues. 7.2. Committee Comments Committee Member Fenwick inquired as to whether someone could purchase a Lime bike.
