This meeting was conducted in accordance with State of California Executive Order N-29-20, dated March 17, 2020. All
Committee members participated in the meeting by video conference, with no physical meeting location.
1. CALL TO ORDER
Lada Adamic called the meeting to order at 6:30 p.m.

Staff members present: Transportation Planner Aruna Bodduna, Transportation Manager
Ria Hutabarat Lo, Assistant Public Works Director Damian Skinner, Lieutenant Scott

3. ORAL COMMUNICATIONS FROM THE PUBLIC
Bruce England requested that the committee roster be updated and information on Hetch
Hetchy access.
High school sophomore Leonard Fomin raised a pedestrian safety concern at
Rengstorff/Junction intersection. He noted that the intersection is used by people
reaching the bus and shops and that there is poor visibility for pedestrians at nighttime.

6.2 Brown Act Training and Bicycle/Pedestrian Advisory Committee Members’
Manual
Senior Deputy City Attorney Diana Fazely provided a presentation on the Brown Act.
Transportation Manager Ria Hutabarat Lo also provided a presentation on the B/PAC
Members Manual.
Committee comments:
Members confirmed that the Brown Act covers Whatsapp and Signal groups and social
media comments.
6.3 Local Road Safety Plan and Pedestrian and Bicycle Collision Data
Transportation Planner Aruna Bodduna and Consultant Tracy McMillan provided a
presentation on the Local Road Safety Plan analysis.
Public comment:
Ken Joye, a member of Palo Alto Bicycle and Pedestrian Advisory Committee (PABAC),
suggested that collision data be collected for trails as well as collisions between
bicyclists and pedestrians.
Bruce England, Mountain View Coalition for Sustainable Planning, asked about near miss
data, requested that the City adopt speed reduction strategies such as road diets on
roadways like El Monte, and requested information on Hetch Hetchy access.
Committee comment:
Valerie Fenwick, James Kuszmaul and Terry Barton all supported a focus on road design
countermeasures such as speed reduction strategies, road diets, improved crosswalks
across four lane arterials, and safety improvements near schools.
Valerie Fenwick requested enhanced enforcement, more complete near miss data, and
explanation of why most bike collisions occurred on roadways with bike lanes. Terry
Barton supported benchmarking against regional metrics. Lada Adamic requested
analysis of collisions by time of day or light conditions. James Kuszmaul cautioned
against interventions targeting vulnerable road users e.g. jaywalking or cyclist violations.
Shankari requested information on whether the over-representation of Latinx communities
in collisions was related to mode share or other factors. She also noted gaps in
movement data in the posted City Police data relative to the final mapped data, and
requested data collection for pedestrian and bicycle collisions not involving motorists.
6.4 Appointment to the Santa Clara Valley Transportation Authority Bicycle &
Pedestrian Advisory Committee
Greg Unangst provided information on VTA BPAC. Meetings are held on the first
Wednesday after the first Thursday of each month. There are normally held at VTA in

River Oaks, San José and finish by 9 p.m. Membership allows you to understand what is
going on in VTA and across the County, and to have a voice in funding discussions.
MOTION: Forward a recommendation to the City Council for the appointment of Lada
Adamic as Mountain View’s representative to the VTA BPAC for the remainder of the
term ending June 30, 2022. (Fenwick/Shankari - 5/0/0)

6.5 B/PAC Fiscal Year 2020-21 Work Plan
Members confirmed the Council member suggestion for an integrated approach to
updating the Pedestrian Master Plan and Bicycle Transportation Plan.
6.6 Santa Clara Valley Transportation Agency (VTA) Bicycle & Pedestrian
Advisory Committee (BPAC) Update
Greg Unangst discussed the VTA BPAC meeting from December 9, 2020 covering
intersection improvements at Page Mill/Oregon/El Camino. These pedestrian/bicycle
improvements were funded by Measure B expressway funds.
He also discussed the January 13, 2021 meeting which highlighted TFCA funding for 141
bike racks in Mountain View, and Mountain View Safe Routes to School program. There
was also an interesting presentation on a study completed in early 2020 (pre-COVID)
regarding bicyclists in Silicon Valley (https://bikesiliconvalley.org/?s=survey).

REPORTS
7.1. Staff Comments
Damian Skinner provided an update on the Measure C Narrow Streets program including
new guidance on sign placement.
7.2. Committee Comments
Shankari noted that there is discussion about expanding the e-bate program from cars to
e-bikes, similar to in the State of Colorado. Lada Adamic commented on the
buy-nothing project which allows people to give or get items locally. Valerie Fenwick and
James Kuszmaul expressed interest in revisiting guidance on sign placement as part of
the narrow streets program to ensure that there is good pedestrian access.
