City of Mountain View Minutes Human Relations Commission Thursday, February 4, 2021 6:30 PM Video Conference with No Physical Meeting Location 1. CALL TO ORDER Chair Sylvester called the meeting to order at 6:35 pm. 2. ROLL CALL Commissioner Webb joined the meeting at 7:00 pm. Present 7- Commissioner Kevin Ball, Commissioner Annette Lin, Commissioner Nirvana Nwokidu, Commissioner Julie Solomon, Commissioner Xavier Webb, Vice Chair Fernando Romero, and Chair IdaRose Sylvester 3. MINUTES APPROVAL 3.1 Minutes approval for January 7, 2021 M/S - Romero/Ball - Minutes for the January 7, 2021, regular meeting were approved with the following corrections: Item 5.2 - Correct spelling of plan Item 6.3 - Correct spelling of Nwokidu Yes: 6- Commissioner Ball, Commissioner Lin, Commissioner Nwokidu, Commissioner Solomon, Vice Chair Romero, and Chair Sylvester Absent: 1- Commissioner Webb 4. ORAL COMMUNICATIONS FROM THE PUBLIC Speaking from the floor, expressions of concern, support, and recommendations were received from: -Sophia Kovaleva -Tim MacKenzie -Janet Werkman 5. UNFINISHED BUSINESS 5.1 Safe Parking Subcommittee Update Commissioner Lin and Vice Chair Romero and Chair Sylvester provided an update. The subcommittee continues to work on a safe parking storytelling series that highlights how the safe parking program has positively impacted its participants. 5.2 Immigrant Resources Needs and Assets Subcommittee City of Mountain View Page 1 Human Relations Commission Minutes February 4, 2021 Commissioner Solomon and Vice Chair Romero provided an update. The Subcommittee presented the needs and assets assessment findings and recommendations to the City Council at its January 26 meeting. 6. NEW BUSINESS None. 7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Assistant City Manager Ramberg provided an overview of the Council Team Building Retreat and the strategic roadmap process that the Council will discuss at its February 6 meeting. More information can be found at mountainview.gov/strategicroadmap. Assistant City Manager Ramberg announced that recruitments for the Public Safety Advisory Board will begin on February 26, and that the City Council approved changes to Council Policy K-2 at its January 26 meeting. The Commission affirmed the Civility Roundtable subcommittee appointments: -Commissioner Webb -Commissioner Nwokidu -Chair Sylvester Commissioner Webb, Vice Chair Romero and Chair Sylvester attended the CAHRO webinar about the rise of extremism on January 26. Chair Sylvester attended an event organized by the Peninsula Democratic Club titled "It's A Problem Here Too"; attended the City of Palo Alto Human Relations Commission report on race; and shared information about the 21 Day Racial Equity Challenge organized by the Palo Alto School District. 8. All members of the Human Relations Commission will participate in the meeting by video conference, with no physical meeting location. ORAL COMMUNICATIONS FROM THE PUBLIC This portion of the meeting is reserved for persons wishing to address the Commission on any matter not on the agenda. Speakers are limited to three minutes. State law prohibits the Commission from acting on non-agenda items. 5. UNFINISHED BUSINESS 5.1 Safe Parking Subcommittee Update Recommendation: The Safe Parking Subcommittee will present an oral update. No action will be taken on this item. 5.2 Immigrant Resources Needs and Assets Subcommittee Recommendation: The Immigrant Resources Needs and Assets Subcommittee will provide an oral update. No action will be taken on this item. 6. NEW BUSINESS None. 7.
