CALL TO ORDER Vice Chair Lopez called the meeting to order at 7:30 p.m. 2. ROLL CALL Present 4- Max Beckman-Harned, Randall Stock, Nicole Vogt, and Vice Chair Elena Lopez Absent 1- Chairperson Paul Donahue 3. MINUTES APPROVAL Motion - M/S Stock/Beckman-Harned to approve the Library Board minutes of the January 23, 2017 meeting as amended. In section 6.1, the second vote indicated a "Yes" vote of 5 as follows: Lopez, Stock, Vogt, Vice Chair Donahue, and Chairperson Beckman-Harned. However, this was after Donahue had been elected Chair so the vote should read: Lopez, Stock, Vogt, Chair Donahue, Beckman-Harned. The motion carried by the following vote: Yes: 4- Beckman-Harned, Stock, Vogt, and Vice Chair Lopez Absent: 1- Chairperson Donahue 4. ORAL COMMUNICATIONS FROM THE PUBLIC - None 5. UNFINISHED BUSINESS 5.1 Library Budget and Benchmark Report Director Macek reported on the upcoming City Council meeting dates and said that, per the City Clerk, the meeting packet for the April 27 meeting would be available early enough for the Library Board discussion at the meeting on April 24. Trustee Stock reported that he devised a structure that will make it easier to collect the services data for the benchmark report and that a draft of the report will be available for the March 27 meeting. 6. NEW BUSINESS City of Mountain View Page 1 Library Board Minutes March 2, 2017 6.1 Feedback on City Council's Goals Motion - M/S Beckman-Harned/Stock to provide the following feedback to the City Council for goal #1: In support of goal #I, the Library Board recommends the City Council support the upcoming CIP projects for the Library to improve Internet access and remodel the building to increase programming and children’s spaces. The motion carried by the following vote: Yes: 4- Beckman-Harned, Stock, Vogt, and Vice Chair Lopez Absent: 1- Chairperson Donahue 6.2 Library Performance Measures There was general discussion of the performance measures. The Board requested to see the surveys that the Library is using to collect input on programs. 6.3 Introduction to Corporation for Education Network Initiatives in California (CENIC) Director Macek gave a high level overview of the CENIC network and the effort to include public libraries in the State of California. 6.4 Behavior Policy Various changes to the policy were discussed. The policy will be brought back to the Board at the April meeting for additional discussion and approval. City of Mountain View Page 2 Library Board Minutes March 2, 2017 7. BOARD/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Trustee Beckman-Harned reported briefly on the February 16 Mayor’s meeting. Trustee Vogt mentioned that the March and April Library Board meetings are not on the City of Mountain View calendar. Trustee Vogt suggested that, in conjunction with the library remodel, an ADA automatic door opening button should be added to the park door entrance for easier stroller access. Trustee Beckman-Harned reported on the first VITA tax event and said that everything went smoothly. The Board indicated interest in a Mountain View City map showing the location of Library cardholders and circulation data. Director Macek and staff are meeting next week with City IT staff to discuss this project. Trustee Beckman-Harned suggested that the Library Card and Borrowing Policy be updated to reflect the new electronic Library card. Director Macek proposed that the City Council do a proclamation this year to recognize National Library Week. The Board supported this, so Director Macek will check on deadlines to submit content for the April 4 City Council meeting. 7.1 Director's Report Director Macek presented the report and answered questions. 8. DONATIONS Motion - M/S Beckman-Harned/Stock to accept the donations. The motion carried by the following vote: Yes: 4- Beckman-Harned, Stock, Vogt, and Vice Chair Lopez Absent: 1- Chairperson Donahue 9. AGENDA SETTING/PLANNING - CIP Budget - Benchmark report 10.
