CALL TO ORDER Chair Lopez called the meeting to order at 7:00 p.m. 2. ROLL CALL Present 5- Max Beckman-Harned, Vice Chair Phyllis Bismanovsky, Paul Donahue, Chair Nicole Vogt and Elena Lopez 3. MINUTES APPROVAL Motion - M/S Bismanovsky/Donahue to approve the Library Board minutes of the November 19, 2018 meeting. The motion carried by the following vote: Yes: 4- Vice Chair Bismanovsky, Donahue, Chair Vogt and Lopez Abstain: 1- Beckman-Harned 4. ORAL COMMUNICATIONS FROM THE PUBLIC - None 5. UNFINISHED BUSINESS 5.1 Bulletin Board Policy Attachments: Draft Policy Reviewed Bulletin Board policy. Motion - M/S Beckman-Harned/Donahue moved to approve the revised Bulletin Board policy with the mentioned amendment by Trustee Bismanovsky. The motion carried by the following vote: Yes: 5- Beckman-Harned, Vice Chair Bismanovsky, Donahue, Chair Vogt and Lopez City of Mountain View Page 1 Library Board Minutes December 17, 2018 5.2 Fines and Fees Attachments: Fines document Discuss Library fines and fees. Motion - M/S Beckman-Harned/Bismanovsky moved to recommend eliminating $10 processing fee. The motion carried by the following vote: Yes: 5- Beckman-Harned, Vice Chair Bismanovsky, Donahue, Chair Vogt and Lopez Motion - M/S Bismanovsky/Donahue moved to recommend to the City Council to eliminate all fines on all Library materials in Fiscal Year 2019/20. The motion carried by the following vote: Yes: 4- Beckman-Harned, Vice Chair Bismanovsky, Donahue and Lopez No: 1- Chair Vogt 6. NEW BUSINESS 6.1 Adult Services Program Guidelines Attachments: Program guidelines document Reviewed adult services program guidelines. Some discussion on whether Library programs should be a Library Board policy. 6.2 Study Rooms Summary Attachments: Report Discussed the summary of the study rooms in the attached report. 7. BOARD/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Trustee Beckman-Harned and Trustee Donahue both stated they have been reappointed to serve on the Library Board. Vice Chair Vogt asked to have a presentation in the future regarding the integrated library system. City of Mountain View Page 2 Library Board Minutes December 17, 2018 7.1 Director's Report Attachments: Report Director Gray updated the Library Board regarding staffing and recruitments. 8. DONATIONS Receive donation from: Jeanne Hsu $100 Motion - M/S Beckman-Harned/Bismanovsky to accept the donation. The motion carried by the following vote: Yes: 5- Beckman-Harned, Vice Chair Bismanovsky, Donahue, Chair Vogt and Lopez 9. AGENDA SETTING/PLANNING - Integrated library system presentation - January: Election of Chair and Vice Chair, Library Exhibits Policy, begin discussion of Customer Survey 10.
