CALL TO ORDER Chair Kamei called the meeting to order at 7:00 p.m. 2. ROLL CALL Commissioners Present: Commissioners Cox, Fernandez, Matichak, Scarboro, Trontell, Vice Chair Capriles, and Chair Kamei. Staff Present: Planner Pancholi, Planner Burke, Pricipal Planner Alkire, Development Services Coordinator Woodworth, Assistant City Attorney Chopra 3. MINUTES APPROVAL Item 3.1 - March 18, 2015 No members of the public wished to speak. Minutes will return to the EPC for review on October 7, 2015. Item 3.2 - June 3, 2015 No members of the public wished to speak. Motion - M/S Capriles / Cox - Carried 7-0 - Approve the minutes with minor clarifying edits. Item 3.3 - June 17, 2015 No members of the public wished to speak Motion - M/S Cox / Fernandez- Carried 7-0 - Approve the minutes with minor clarifying edits. 4. PUBLIC HEARING ELECTRIC VEHICLE READINESS ORDINANCE That the EPC recommends that the City Council adopt an Electric Vehicle Readiness Ordinance amending Chapter 8 of the City Code requiring that all new construction provide for the current or future installation of electric vehicle chargers Planner Burke gave an oral staff report and responded to questions raised by the EPC. Development Services Coordinator Woodworth responded to questions raised by the EPC. SPEAKING FROM THE FLOOR: One unidentified male speaker The EPC deliberated this item. Motion - M/S Fernandez / Cox - Carried 6-1 – (Matichak No) - That the City Council adopt an Electric Vehicle Readiness Ordinance as written with recommended changes: 1. Rebuilds of one-family dwellings with attached private parking will be required to install one “Conduit-Only” space. Remodels that qualify as a rebuild are those that include a panel upgrade or construction between the panel and the parking area. 2. The proposed requirement for 15% of spaces to be “EVSE Installed” for New Multi-Family Guest Parking and New Nonresidential Parking be increased to 20% of the spaces. 6. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Principal Planner Alkire gave an oral staff report. 7. ADJOURNMENT Chair Kamei adjourned the meeting at 9:06 p.m. to the next Regular Meeting of September 16, 2015, in the Plaza Conference Room, 500 Castro Street.
