1. CALL TO ORDER
Chair Capriles called the Environmental Planning Commission (EPC) meeting to order.
2. ROLL CALL
Present: EPC Members Baird, Cox, Hehmeyer, Matichak, Vice Chair Scarboro, Chair

Absent: EPC Member Kamei
3. MINUTES APPROVAL
Approve the Minutes for March 16, 2016.
Motion - M/S Cox / Scarboro - Carried 5-0 (Member Heymeyer abstain and Member Kamei
absent) - approve the minutes for March 16, 2016.
4. ORAL COMMUNICATIONS FROM THE PUBLIC - None.

5. PUBLIC HEARING
5.1 - Companion Unit Update.
Planner Pancholi gave an oral report.
Planner Pancholi and Senior Assistant City Attorney Chopra responded and to
questions raised by the EPC.

The EPC deliberated this item.
Option A: Motion - M/S Cox / Heymeyer - Carried 6-0 (Member Kamei absent) -
Recommendation to the City Council to amend the companion unit regulations.
Option B: Motion - M/S Cox / Matichak 5/1 – (Member Baird No and Member Kamei
absent) - The EPC provided input to City Council regarding the parkland dedication
in-lieu fee and the reduced fee option (Option B).
The EPC also provided the following comments to the City Council:
1) The City Council should consider the topic of regulating short term rentals in the
context of new companion unit development
2) The City Council should consider an ownership occupancy requirement for at least
one of the units (single-family home or companion unit) on a parcel in the context of new
companion unit development.

5. PUBLIC HEARING
5.1 Companion Unit Update.
Recommendation: A. Provide a Recommendation to City Council on an Ordiance to amend the
companion unit regluations (Section 36.12.70).
The proposed project is statutorily exempt from the provisions of the California
Environmental Quality Act (CEQA) Section 15282(h) - Adoption of revisions to a
second-unit ordinance.
B. Staff is also seeking input from the EPC on a potential text amendment to the park
land dedication in-lieu fee (Section 41.6) of the Mountain View city code. Staff will only
receive EPC input on this topic.
