CALL TO ORDER Chair Capriles called the Environmental Planning Commission (EPC) meeting to order. 2. ROLL CALL Commissioners Present: EPC Members Baird, Cox, Kamei, Matichak, Vice Chair Scarboro, Chair Capriles Commissioners Absent: EPC Member Hehmeyer 3. MINUTES APPROVAL - None. 4. ORAL COMMUNICATIONS FROM THE PUBLIC - None. City of Mountain View Page 1 Environmental Planning Minutes May 4, 2016 Commission 5. PUBLIC HEARING 5.1 - 580 and 620 Clyde Avenue. Planner Anderson gave an oral report. The Applicant, John Duquette of ArcTec, was present and gave a presentation. The Applicant, John Duquette of ArcTec, and staff responded to questions raised by the EPC. SPEAKING FROM THE FLOOR Rev. Michael Love Leslie Carmichael Bob Lee Michael Fischetti Marilyn Winkleby The EPC deliberated this item. Motion - M/S Cox / Kamei - Carried 6-0 (Hehmeyer absent) - That the EPC adopt: 1. A recommendation to City Council to adopt the Initial Study/Mitigated Negative Declaration for the 580 and 620 Clyde Avenue Office Project per the California Environmental Quality Act (CEQA); 2. A Resolution Recommending the City Council Approve a Zoning Map Amendment and P District Standards for the Properties at 580 and 620 Clyde Avenue from the ML (Limited Industrial) Zoning District to the P (Planned Community) Zoning District; and 3. A Resolution Recommending the City Council Approve a Planned Community Permit to construct a five-story, 178,477 square foot office building and four-level parking garage, and a Heritage Tree Removal Permit to remove 29 Heritage Trees at 580 and 620 Clyde Avenue. And make the following amendments: Applicants should study whether additional trees can be preserved by relocating them on-site. The EPC requested follow-up information on: 1) the number of companies in the Mountain View Transportation Management Association (9); and 2) the number of employees occupying the Samsung buildings across the street (currently about 1,000, but could be as much as 1,200).
