CALL TO ORDER Chair Capriles called the Environmental Planning Commission (EPC) Meeting to order. 2. ROLL CALL Commissioners Present: Members Baird, Cox, Matichak, Hehmeyer, Vice Chair Scarboro, Chair Capriles Commissioners Absent: Member Kamei 3. MINUTES APPROVAL Approve the Minutes for April 6, 2016. No members of the public wished to speak. Motion - M/S Matichak / Cox - Carried 6-0 (Member Kamei absent) - approve the minutes for April 6, 2016. Approve the Minutes for April 20, 2016. No members of the pubilc wished to speak. Motion - M/S Scarboro / Matichak - Carried 6-0 (Member Kamei absent) - approve the minutes for April 20, 2016 with minor clarifying edits. 4. ORAL COMMUNICATIONS FROM THE PUBLIC - None. City of Mountain View Page 1 Environmental Planning Minutes May 18, 2016 Commission 5. PUBLIC HEARING 5.1 1701 West El Camino Real Planner Shapiro gave an oral report. The Applicants and Architect, Candace Gonzales and Jessica DeWitt of Palo Alto Housing, and Fred Pollack with Van Meter Williams Pollack Architects, were present and gave a presentation. The Applicants and Architect, Candace Gonzales and Jessica DeWitt of Palo Alto Housing, and Fred Pollack with Van Meter Williams Pollack Architects, and staff answered questions raised by the EPC. SPEAKING FROM THE FLOOR Cindy Newman Ken Newman Terry V. Bush Kathleen Mathias The EPC deliberated this item. Motion - M/S Cox / Matichak - Carried 6-0 (Member Kamei absent) - That the EPC adopt: 1. A Resolution Recommending the City Council Approve a Planned Community Permit and Development Review Permit for a Five-Story, 67-Unit Affordable Studio Apartment Development Including One, 1-Bedroom Manager's Unit) with One Level of Underground Parking and a 25 Percent Density Bonus Request with Waivers, a Provisional Use Permit for roof-top amenities above the third floor and residential accessory uses utilizing the ground-floor commercial setback, and a Heritage Tree Removal Permit to Remove Three Heritage Trees (including two City street trees) at 1701 - 1707 West El Camino Real. City of Mountain View Page 2 Environmental Planning Minutes May 18, 2016 Commission 6. STUDY SESSION 6.1 North Bayshore Precise Plan Policy Discussion Principal Planner Alkire gave an oral report. Project Consultants, Rick Williams, Architect, and Libby Seifel, Fiscal Consultant, were present and gave a presentation. City staff and consultants answered questions raised by the EPC. SPEAKING FROM THE FLOOR Jan Sterkly, Housing Choices The EPC deliberated this item. 7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Assistant Community Development Director / Planning Manager Blount gave an oral report. 8. Recommendation: Public Hearing for Consideration of a Planned Community Permit and Development Review Permit to construct a five-story, 67-unit affordable studio apartment development (including one, 1-bedroom manager's unit) and a 25 percent density bonus request with waivers; a Provisional Use Permit for roof-top amenities above the third floor and residential accessory uses utilizing the ground-floor commercial setback; a Heritage Tree Removal Permit to remove three Heritage trees (including two City street trees); and a determination that the project is exempt pursuant to Section 15194 of the CEQA Guidelines (Affordable Housing Exemption). That the Environmental Planning Commission (EPC) adopt: 1.
