CITY HALL City of Mountain View 500 CASTRO STREET Minutes Environmental Planning Commission Commissioners Baird, Capriles, Cox, Kamei, Ramirez, Vice Chair Hehmeyer, Chair Scarboro Wednesday, April 5, 2017 7:00 PM Council Chambers 1. CALL TO ORDER Vice Chair Hehmeyer called the Environmental Planning Commission (EPC) hearing to order at 7:04 p.m. 2. ROLL CALL Present: 5 - Commissioners Baird, Cox, Kamei, Ramirez, and Vice Chair Hehmeyer Absent: 2 - Commissioner Capriles and Chair Scarboro 3. MINUTES APPROVAL ITEM 3.1 - MINUTES FOR MARCH 1, 2017 Motion - M/S - Ramirez/Cox - That the EPC approve the minutes for March 1, 2017 with minor clarifying edits. Vice Chair Hehmeyer opened the floor for public testimony and made note there was nobody present in the audience. The motion carried by the following vote: Yes: 5 - Commissioners Baird, Cox, Kamei, Ramirez, and Vice Chair hehmeyer No: 0 - None Absent: 2 - Commissioner Capriles and Chair Scarboro City of Mountain View Page 1 Environmental Planning Minutes April 5, 2017 Commission ITEM 3.2 - MINUTES FOR MARCH 15, 2017 Motion - M/S - Ramirez/Baird - That the EPC approve the minutes for March 15, 2017 with minor clarifying edits. Vice Chair Hehmeyer opened the floor for public testimony and made note there was nobody present in the audience. ORAL COMMUNICATIONS FROM THE PUBLIC - None. 5. NEW BUSINESS 5.1 - ANNUAL HOUSING ELEMENT PROGRESS REPORT (2015-2023 HOUSING ELEMENT). Planner Wordell gave an oral report. Vice Chair Hehmeyer opened the floor for public testimony and made note there was nobody present in the audience. Planning Staff responded to questions raised by the EPC members. The EPC members deliberated this item. 5.3 - INPUT ON CITY COUNCIL MAJOR GOALS Assistant Community Development Director/Planning Manager Blount gave an oral report. Vice Chair Hehmeyer opened the floor for public testimony and made note there was nobody present in the audience. Planning Staff responded to questions raised by the EPC members. The EPC members deliberated this item. 6. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Assistant Community Development Director/Planning Manager Blount gave an oral report. 7. ADJOURNMENT At 9:13 P.M. Vice Chair Hehmeyer adjourned to the Regular meeting of Wednesday, April 19, 2017, in the Plaza Conference Room, Second Floor, City Hall, 500 Castro Street. Recommendation: That the Environmental Planning Commission (EPC) approve the minutes for: Item 3.1 - March 1, 2017 Item 3.2 - March 15, 2017 Copies of the minutes for the above-noted meetings have been delivered to Commissioners and copies are available at City Hall. If there are no corrections or additions, a motion is in order to approve these minutes. Attachments: Minutes for March 1, 2017 Minutes for March 15, 2017 4. ORAL COMMUNICATIONS FROM THE PUBLIC This portion of the meeting is reserved for persons wishing to address the Commission on any matter not on the agenda. Speakers are limited to three minutes. State law prohibits the Commission from acting on non-agenda items. 5. NEW BUSINESS 5.1 ANNUAL HOUSING ELEMENT PROGRESS REPORT (2015-2023 HOUSING ELEMENT). Annual Review of the Housing Element Progress Report. Recommendation: The EPC will hear a presentation and provide comments. No formal action will be taken by the EPC on this item. Annual Review of the General Plan Action Plan. Recommendation: The EPC will hear a presentation and provide recommendations on the deletion, modification, or addition of action items to help implement the General Plan. No formal action will be taken by the EPC on this item. Attachments: Memo Exhibit 1 Exhibit 2 Exhibit 3 Exhibit 4 5.3 INPUT ON CITY COUNCIL MAJOR GOALS. EPC input on City Council Major Goals (FY 2017-2019) Recommendation: The EPC will hear a presentation and provide input on potential specific projects that fulfill the priority theme-based goals over the next two fiscal years. Attachments: Memo Exhibit 1 Exhibit 2 6. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS No action will be taken on any questions raised by the Commission at this time. 7.
