City of Mountain View Minutes Human Relations Commission Thursday, March 4, 2021 6:30 PM Video Conference with No Physical Meeting Location 1. CALL TO ORDER Chair Sylvester called the meeting to order at 6:34 p.m. 2. ROLL CALL Commissioner Ball left the meeting at 10:00 p.m. Present 7- Commissioner Kevin Ball, Commissioner Annette Lin, Commissioner Nirvana Nwokidu, Commissioner Julie Solomon, Commissioner Xavier Webb, Vice Chair Fernando Romero, and Chair IdaRose Sylvester 3. MINUTES APPROVAL 3.1 Minutes approval for February 4, 2021 M/S - Solomon/Romero - Minutes for the February 4, 2021, regular meeting were approved with no corrections. Yes: 7- Commissioner Ball, Commissioner Lin, Commissioner Nwokidu, Commissioner Solomon, Commissioner Webb, Vice Chair Romero, and Chair Sylvester 4. ORAL COMMUNICATIONS FROM THE PUBLIC None. 5. UNFINISHED BUSINESS None. 6. NEW BUSINESS 6.1 Recommendations for Fiscal Year 2021-22 Annual Action Plan Senior Planner Orlando Reyes-Rodas gave a presentation on the guidelines for use of the CDBG and General Fund Public Services funds, summarized the applications, and provided direction for public hearing protocols. CDBG/General Fund Public Service applicants commented on their proposals. Motion: M/S – Romero/Webb – Accept staff’s recommendation for the allocation of CDBG and Home Investment Partnership Program funding for Fiscal Year 2021-22 and Fiscal Year 2022-23 with the following modifications: Increase the amount for the Bill Wilson Center by $1,000 resulting in a total grant of City of Mountain View Page 1 Human Relations Commission Minutes March 4, 2021 $70,000; Increase the amount for CSA by $2,400 resulting in a total grant of $78,400; and Reduce Catholic Charities by $3,400 resulting in a total grant of $15,600. The HRC recommends that the City Council find a way to support Life Moves and the Day Workers Center for Fiscal Year 2021-22 and Fiscal Year 2022-23. Yes: 5- Commissioner Nwokidu, Commissioner Solomon, Commissioner Webb, Vice Chair Romero, and Chair Sylvester No: 1- Commissioner Lin Absent: 1- Commissioner Ball Motion: M/S – Solomon/Sylvester – Accept staff’s recommendation to allocate $171,000 of General Funds for Fiscal Year 2021-22 for public service funds to the United Way of the Bay Area, Parents Helping Parents, and Child Advocates of Silicon Valley (CASA). Apply a 10% reduction in all other staff recommended amounts resulting in funding amounts as follows: Community Services Agency (CSA) $31,500; The Health Trust $27,432; Ravenswood Family Health Network $22,500; Healthier Kids Foundation $11,245.50; Day Worker Center $18,000; and Community Legal Services in East Palo Alto $18,000. Apply the balance of $14,300 to be split evenly between the YWCA for $7,150 and the Community School of Music and Arts for $7,150. City staff will follow up with the YWCA and the Community School of Music and Arts to confirm whether they will accept the reduced grant amount and their revised activity goal as a result of the reduced funding. If one or both-agencies rejects the funding allocation, then the HRC recommends that the $7,150 or $14,300 be redistributed to the agencies whose funding was reduced by 10%. The HRC recommends that the City Council find a way to support the full funding of the partially funded YWCA and the Community School of Music and Arts proposals. Yes: 6- Commissioner Lin, Commissioner Nwokidu, Commissioner Solomon, Commissioner Webb, Vice Chair Romero, and Chair Sylvester Absent: 1- Commissioner Ball Motion: M/S – Nwokidu/Sylvester – Accept staff’s recommendation to allocate approximately $3.7 million of available Community Development Block Grant and Home Investment Partnership Program funds for capital projects, including the potential rehabilitation of the Crestview Hotel, a project that would meet various housing needs. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Assistant City Manager Ramberg announced that the Human Relations Commission will have the opportunity to provide input on the Mountain View Strategic Roadmap and potential projects for Fiscal Years 2021/22 and 2022/23 at it's April meeting. 8. State law prohibits the Commission from acting on non-agenda items. 5. UNFINISHED BUSINESS None. 6. NEW BUSINESS Recommendations for Fiscal Year 2021-22 Annual Action Plan Recommendation: 1. Allocate an estimated $340,000 total of Community Development Block Grant funds for Fiscal Year 2021-22 and Fiscal Year 2022-23 for public service applicants recommended for funding as shown in Table A. 2. Related to Recommendation No. 1, if the actual grant amount received from the U.S. Department of Housing and Urban Development for CDBG Federal Program Year 2021 is different from the estimated amount, then the increase or decrease will be proportionally allocated to public service applicants based on their awarded funding levels and up to the amount requested. 3. Allocate an estimated $171,000 of General Funds (composed of City of Mountain View Page 2 Printed on 2/26/2021 Human Relations Commission Agenda March 4, 2021 $163,500 from the City’s General Operating Fund and $7,500 from the City’s General Housing Fund) for Fiscal Year 2021-22 for public service applicants recommended for funding as shown in Table B. Awarded General Fund applicants would be allocated only for Fiscal Year 2021-22 with conditional funding for Fiscal Year 2022-23, subject to satisfactory performance in the first fiscal year and the availability of General Funds for Fiscal Year 2022-23. 4. Related to Recommendation No. 3, if the adopted Fiscal Year 2021-22 City budget includes a General Fund amount different from the estimated $171,000, then the increase or decrease will be proportionally allocated to public service applicants based on their awarded funding levels and up to the amount requested. 5. Allocate approximately $3.7 million of available Community Development Block Grant and Home Investment Partnership Program funds for capital projects, including the potential rehabilitation of the Crestview Hotel, a project that would meet various housing needs. Anyone wishing to address the Commission on an item not on the agenda may do so during the Oral Communications portion of the agenda. For any agenda item or for Oral Communications on nonagenda items, if there appears to be a large number of speakers, the Chair may reduce speaking time to no less than 1.5 minutes per speaker unless there is an objection from the Commission by majority vote. Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a member of the public who utilizes a translator.
