City of Mountain View Minutes Performing Arts Committee Wednesday, August 17, 2022 6:15 PM Video Conference with No Physical Meeting Location During this declared state of emergency, the meeting was conducted in accordance with California Government Code §54953(e) as authorized by resolution of the City Council. Please contact city.clerk@mountainview.gov to obtain a copy of the applicable resolution. All members of the Performing Arts Committee participated in the meeting by video conference, with no physical meeting location. 1. CALL TO ORDER Chair Donahue called the meeting to order at 6:17 p.m. 2. ROLL CALL Present 4- Committee Member Sukanya Kumar, Committee Member John McAlister, Committee Member Yao Yao, and Chair Carol Donahue Excused 1- Committee Member Li-Leng Au 3. MINUTES APPROVAL 3.1 Approval of Minutes To approve the minutes of the July 18, 2022 meeting. Yes: 4- Committee Member Kumar, Committee Member McAlister, Committee Member Yao, and Chair Donahue Excused: 1- Committee Member Au 4. ORAL COMMUNICATIONS FROM THE PUBLIC April Webster discussed the public piano project. City of Mountain View Page 1 Performing Arts Committee Minutes August 17, 2022 5. UNFINISHED BUSINESS 5.1 Work Plan for Fiscal Year 2022-2023 The following member of the public spoke: April Webster. To approve the Work Plan with the outlined edits. Yes: 4- Committee Member Kumar, Committee Member McAlister, Committee Member Yao, and Chair Donahue Excused: 1- Committee Member Au 5.2 Mountain View Film Festival 2023 To add Committee Member Kumar to the Mountain View Film Festival Planning Subcommittee. Yes: 4- Committee Member Kumar, Committee Member McAlister, Committee Member Yao, and Chair Donahue Excused: 1- Committee Member Au 6. NEW BUSINESS 6.1 AB 361 Resolution to Continue Remote Public Meetings During State of Emergency No action was required because Mountain View City Council adopted Resolution 18700 on August 16, 2022 authorizing and continuing virtual meetings of the City Council, Committees, Boards, and Commissions pursuant to AB 361 and making required finding. 6.2 National Arts and Humanities Month October 2022 To have MVCPA Staff draft a proclamation for National Arts and Humanities Month in October. Yes: 4- Committee Member Kumar, Committee Member McAlister, Committee Member Yao, and Chair Donahue Excused: 1- Committee Member Au 6.3 Election of Officers To have Chair Donahue continue as Chair until the next term. Yes: 4- Committee Member Kumar, Committee Member McAlister, Committee Member Yao, and Chair Donahue Excused: 1- Committee Member Au City of Mountain View Page 2 Performing Arts Committee Minutes August 17, 2022 To appoint Committee Member Kumar as Vice Chair until the next term. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS AND COMMITTEE REPORTS Committee Member McAllister requested a more streamlined method for logging into Zoom meetings. Committee Member McAllister requested adding an item to future agendas on the MVCPA budgeting, fee structure, and criteria in relationship to the City's general budget. Chair Donahue requested an in-person gathering. Director Marchant stated the Board, Commission, and Committee dinner is to be held in September. Director Marchant thanked April Webster for her donation of a piano. City Staff are still working on details on how to make the piano accessible to the public. Director Marchant announced the new Performing Arts Manager/Executive Director for MVCPA is Theresa Yvonne with a start date of August 23, 2022. Chair Donahue thanked Operations Manager Justin Hall for his work as Interim Executive Director. 7.1 PAC Revenue and Expense Spreadsheet Informational Item Only 8. ADJOURNMENT At 8:04 p.m., Chair Donahue adjourned the meeting to the next regular Performing Arts Committee meeting to be held on September 21, 2022, in either the Atrium Conference Room, 500 Castro Street or remotely via video conference with no physical location. MINUTES APPROVAL 3.1 Approval of Minutes Recommendation: The Performing Arts Committee (PAC) approve the minutes of the July 18, 2022 meeting. Attachments: 2022-07-18 PAC Minutes -DRAFT 4. ORAL COMMUNICATIONS FROM THE PUBLIC This portion of the meeting is reserved for persons wishing to address the Committee on any matter not on the agenda. Speakers are limited to three minutes. State law prohibits the Committee from acting on non-agenda items. 5. UNFINISHED BUSINESS 5.1 Work Plan for Fiscal Year 2022-2023 Recommendation: Background: At the June 15, 2022 meeting staff reviewed suggested modifications for the PAC Work Plan for Fiscal Year 2022-2023. Committee to review the final PAC Work Plan FY 2022-2023. Attachments: PAC Work Plan FY 2022-2023 5.2 Mountain View Film Festival 2023 Recommendation: Background: In April of 2021 PAC hosted its first online film festival. On June 15, 2022 PAC decided to cancel the 2022 Mountain View Film festival due to unforeseen circumstances. Committee to discuss the feasibility of hosting a 2023 Mountain View Film Festival. NEW BUSINESS 6.1 AB 361 Resolution to Continue Remote Public Meetings During State of Emergency Recommendation: Adopt a resolution of the Performing Arts Committee of the City of Mountain View authorizing the continuation of virtual meetings pursuant to AB 361. Attachments: PAC Memo - August 17, 2022 ATT 1 - Resolution 6.2 National Arts and Humanities Month October 2022 Recommendation: Background: PAC's Work Plan for Fiscal Year 2022-2023 has a work item to participate in or create an event to celebrate the National Arts and Humanities month celebrated in October. Discuss potential ideas for celebrating National Arts and Humanities Month and or create a Subcommittee to work on executing an event. 6.3 Election of Officers Recommendation: Background: Committee bylaws require an annual election of a Chairperson and Vice Chairperson. Elect a new Chairperson and Vice Chair person. 7. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS AND COMMITTEE REPORTS No action will be taken on questions raised by the Committee at this time. 7.1 PAC Revenue and Expense Spreadsheet Recommendation: Informational Item Only Attachments: PAC Revenue Expenses 8. Special meetings may be called as necessary by the Committee Chair and noticed at least 24 hours in advance of the meeting. Interested persons may review the agenda and staff reports at the Mountain View Center for the Performing Arts beginning the Friday before each regular meeting. Staff reports are also available during each meeting. Notification of 48 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility to this meeting. (28 CFR 35.160 (b) (1)). The Committee may take action on any matter noticed herein in any manner deemed appropriate by the Committee. Their consideration of the matters noticed herein is not limited by the recommendations indicated herein. SPECIAL NOTICE: Any writings or documents provided to a majority of the Performing Arts Committee regarding any item on this agenda will be made available for public inspection in the Center for the Performing Arts office, located at 500 Castro Street, during normal business hours and at the meeting location noted on the agenda during the meeting. ADDRESSING THE COMMITTEE Interested persons are entitled to speak on any item on the agenda and should make their interest known to the Chair. Anyone wishing to address the Committee on a nonagenda item may do so during the “Oral Communications” part of the agenda. Speakers are allowed to speak one time on any number of topics for up to three minutes.
