CALL TO ORDER The meeting was called to order at 7:04 p.m. 2. ROLL CALL Present 5- Committee Member Susyn Almond, Committee Member Julian Pardo de Zela, Vice Chair Emily Ramos, Chair Nicole Haines-Livesay, and Alternate Matthew Grunewald Absent 1- Committee Member Guadalupe Rosas 3. CONSENT CALENDAR Committee Member Pardo de Zella pulled item 3.2 for discussion. SPEAKING FROM THE FLOOR WITH COMMENTS: No public comments received. 3.1 Approve the Minutes for September 19, 2022, RHC Meeting 3.3 Amendments to CSFRA Regulations Chapter 3, Rules of Conduct and CSFRA Chapter 6/MHRSO Chapter 7 Upward Adjustments. MOTION: M/S - Ramos/Almond - To approve Consent Calendar items 3.1, Approve the Minutes for September 19, 2022 RHC Meeting, and 3.3, Amendments to CSFRA Regulations Chapter 3, Rules of Conduct and CSFRA Chapter 6/MHRSO Chapter 7 Upward Adjustments. Failed for a lack of second. ORAL COMMUNICATIONS FROM THE PUBLIC SPEAKING FROM THE FLOOR WITH COMMENTS: Steven Goldstein complimented the RHC on continuing virtual RHC meetings. 5. APPEAL HEARINGS - None 6. PUBLIC HEARINGS - None 7. NEW BUSINESS 7.1 Review Monthly Status Report September 2022 The RHC reviewed the Monthly Status Report for September 2022 and provided feedback to staff. 7.2 Amendments to CSFRA Regulations Chapter 5 - Hearing Procedure Amendments to MHRSO Regulations Chapter 6 - Hearing Procedure Nazanin Salehi, Special Counsel, Goldfarb and Lipman, presented an oral report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: No public comments received. MOTION: M/S - Ramos/Almond - To adopt amendments to CSFRA Regulations Chapter 5: Hearing Procedure and MHRSO Regulations Chapter 6: Hearing Procedure, to provide processes for determining compliance with final decisions of Hearing Officers or the Rental Housing Committee. Yes: 4- Committee Member Almond, Vice Chair Ramos, Chair Haines-Livesay, and Alternate Grunewald Absent: 1- Committee Member Rosas Abstain: 1- Committee Member Pardo de Zela City of Mountain View Page 2 Rental Housing Committee Minutes October 17, 2022 7.3 Update on the Tenant Relocation Assistance Ordinance and the Housing Crisis Act of 2019 (SB 330) Analyst Kennedy presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: No public comments received. The RHC received an update on the activities in Fiscal Year 2021-22 under the Tenant Relocation Assistance Ordinance and the Housing Crisis Act of 2019. 7.4 Draft Rental Housing Committee Work Plan for Calendar Year 2023 To review the draft Work Plan for the Rental Housing Committee for calendar year 2023 and provide feedback to staff, both in terms of content and timeline. Program Manager van Deursen presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: Joshua Howard The RHC reviewed the draft Work Plan for the Rental Housing Committee for calendar year 2023 and provided feedback to staff, both in terms of content and timeline. 8. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE 8.1 Upcoming Monthly Workshops, Clinics and Office Hours Analyst Kennedy presented on the monthly workshops, clinics and office hours. Vice Chair Ramos represented the RHC at the Celebration of Service and reported on the RHC activity over the last year. Committee Member Almond also attended the Celebration of Service and enjoyed meeting with other committees. Committee Member Almond had the opportunity to attend the Willy Nelson concert at Shoreline through free tickets provided by the City for members who serve on public committees. Committee Member Almond felt very appreciated by the City and will send a thank you letter. 9. ADJOURNMENT - At 8:57 p.m., Chair Haines Livesay adjourned the meeting to the next RHC meeting to be held on Monday, November 14, 2022 at 7:00 p.m. via video conference. City of Mountain View Page 3

Amend CSFRA Regulations Chapter 6 and MHRSO Chapter 7: Upward Adjustments, to clarify that qualified capital improvements must have a useful life of at least five years. 3.
