NOTICE is hereby given of a meeting of the Youth Advisory Committee of the City of Murphy, Collin County, State of
Texas, to be held on February 19, 2024, at Murphy City Hall for the purpose of considering the following items. The
Youth Advisory Committee reserves the right to meet in Executive Session closed to the public at any time in the
course of this meeting to discuss matters listed on the agenda, as authorized by the Texas Open Meetings Act, Texas
Government Code, Chapter 551, including §551.071 (private consultation with the attorney for the City); §551.072
(discussing purchase, exchange, lease or value of real property); §551.074 (discussing personnel or to hear complaints
against personnel); and §551.087 (discussing economic development negotiations). Any decision held on such
Ishya Jain matters will be taken or conducted in Open Session following the conclusion of the Executive Session.

Notice of Possible Quorum: There may be a quorum of the Animal Shelter Advisory Committee,
the Board of Adjustment, the Building and Fire Code Appeals Board, the Capital Projects
Advisory Committee, the City Council, the Murphy Community Development Corporation, the
Murphy Municipal Development District Board, the Park and Recreation Board and/or the
Planning and Zoning Commission members who may be present at the meeting, but they will
not deliberate on any city or board business.

1. CALL TO ORDER
Kayla McFarland, Manager of Recreation Service called the meeting to order at 5:31 p.m.
2. PLEDGE OF ALLEGIANCE AND INVOCATION
Kayla McFarland, Manager of Recreation Services, led the Pledge of Allegiance, and Matt Foster,
Director of Parks and Recreation, gave the invocation.
3. STATEMENT OF APPOINTED OFFICERS AND OATH OF OFFICE
City Secretary Kandi Jackson administered the Oath of Office. Statement of Officers were signed
prior to the meeting.

Kelly Harr motioned to approver Kelly Harr as Youth Advisory Committee Secretary and Aniya
Jain motioned to approve Aniya Jain as Youth Advisory Committee Secretary. There was no
second. The vote was 6 ayes for Kelly Harr and 4 ayes for Aniya Jain.
D. Consider and/or act on nomination of Youth Advisory Committee Historian.
Kennedy Butler motioned to approver Kennedy Butler as Youth Advisory Committee Historian
and Liv Lambert motioned to approve Liv Lambert as Youth Advisory Committee Historian.
There was no second. The vote was 7 ayes for Kennedy Butler and 3 ayes for Liv Lambert.

7. PRESENTATIONS
A. Introduction of Parks and Recreation Department staff.

Consider and/or act on the bylaws for the Youth Advisory Committee.
Aniya Jain motioned to approve the bylaws for the Youth Advisory Committee. Seconded by
Kelly Harr. Motion passed unanimously. 10/0
9. DISCUSSION AND ACTION ITEMS
Introduction of each Youth Advisory Committee Member on the Youth Advisory Committee.
Each Board Member introduced themselves.
10. STAFF REPORTS
A. Update on upcoming events and projects.
Kayla McFarland, Manager of Recreation and Events
Kayla McFarland, Manager of Recreation Services, discussed the Parks and Recreation
Master Plan created in 2018 which requires updates every 5 years. Mrs. McFarland

asked the board to read and review the plan online and think about what future items
they want to see in our Parks and Recreation system. Mrs. McFarland encouraged the
Youth Advisory Committee ("YAC") to be involved with their ideas.
Mrs. McFarland suggested a Parks tour in the next year's term and suggested a joint meeting
with the Parks and Recreation Board in February or March where we would also host a public
input meeting. The YAC board members were encouraged by Mrs. McFarland to review the
current Parks and Recreation Board agendas and minutes as well as watch some recent City
Council meetings for input.
Mrs. McFarland gave a list of the current upcoming events including the Daddy Daughter Dance
on February 3, 2024. Mrs. McFarland noted that tickets are on sale for Murphy Residents only
and sales were 120 of 136 sold. Mrs. McFarland also mentioned that this would be a good
volunteer opportunity for the board and other teens looking for hours. Also on February 24th is
the Rainbow Trout Roundup fishing event from 9 am-12 pm which is another great volunteer
opportunity. The Mother Son Extravaganza on March 23rd will focus on interaction between the
mom and son rather than just dancing like the Daddy Daughter Dance. Volunteers and welcome
for this event as well. Lastly, the new Moonlight Movie Easter-Palooza will take place on
Thursday, March 28th.
Mrs. McFarland said in the past, the city has hosted a standard spring movie series until the City
Council had a strategic planning meeting and mentioned wanting to increase the quality of
events. This suggestion curated a movie for Easter, Back to School, Halloween, and Christmas.
Zootopia is the planned movie showing, and a mini-event will happen before the showing. Mrs.
McFarland said city staff will be stuffing 1000+ eggs, and the YAC board is welcome to volunteer
to stuff eggs at the event beginning at 6:30 pm.
Mrs. McFarland posed a question asking if a teen Easter egg hunt in the dark would be of
interest. YAC member Andrew Dickenson said yes, and the remaining board members said yes
and maybe.
11. FUTURE AGENDA ITEMS
No future agenda items were presented.
12. ADJOURNMENT
With no further business, Chair Ishya Jain adjourned the meeting at 6:12 p.m.
