NOTICE is hereby given of a meeting of the Youth Advisory Committee of the City of Murphy, Collin
County, State of Texas, to be held on January 27, 2025, at the Murphy Community Center, Homer and
Marie Room, for the purpose of considering the following items. The Youth Advisory Committee
reserves the right to meet in Executive Session closed to the public at any time in the course of this
meeting to discuss matters listed on the agenda, as authorized by the Texas Open Meetings Act, Texas
Government Code, Chapter 551, including §551.071 (private consultation with the attorney for the
City); §551.072 (discussing purchase, exchange, lease or value of real property); §551.074 (discussing
Anjana Vankayalapati personnel or to hear complaints against personnel); and §551.087 (discussing economic development
Chair negotiations). Any decision held on such matters will be taken or conducted in Open Session following
the conclusion of the Executive Session.

Corporation, the Murphy Municipal Development District Board, the Park and Recreation
Board and/or the Planning and Zoning Commission members who may be present at the
meeting, but they will not deliberate on any city or board business.

1. CALL TO ORDER
Chair, Anjana Vankayalapati called the meeting to order at 5:30 P.M.

4. INDIVIDUAL CONSIDERATION
A. Consider and/or approve the minutes from the October 21, 2024, Youth Advisory
Committee
COMMISSION ACTION: (Item 4.A.) APPROVED
Ishya Jain moved to approve the October 21, 2024, Regular meeting
minutes. Aniya Jain seconded the motion. For: Unanimous. Absent:
Kennedy Butler and Imani Yarbough. The motion carried by a vote of
7-0.
B. Discussion regarding End-of-Year Appreciation dinner.
Kayla McFarland, Recreation Superintendent, presented options for the committee’s
end-of-year appreciation celebration in December, allowing them to choose between an
offsite or onsite event at the Community Center. After reviewing school schedules and

exam days, the committee decided on an offsite event at Strike N Reel in Garland on
December 20th at approximately 1:00 PM.
C. Discuss incorporating cultural celebrations into city events.
Kayla McFarland, Recreation Superintendent, opened the discussion about
incorporating cultural celebrations into city events. One member suggested hosting a
talent show during Sounds at Sundown, sharing that she is a classical vocalist and dancer
who would like to showcase her talents. Another member proposed providing space for
different cultures and religious groups to have their own booths at the Christmas in the
Park celebration, allowing them to share their beliefs and traditions. The idea of
including food trucks with multi-cultural cuisines at events was also brought up as a way
to celebrate culinary diversity and engage the community.
5. STAFF REPORTS
A. Parks, Recreation and Events updates.
Cody Clark, Parks Superintendent, reported that the Parks Department is now fully
staffed. The Christmas tree is being installed this week at City Hall by the pond. Mowing
continues throughout the city. Special projects include installing a backboard at North
Hill Park, replacing soccer goal nets, and preparing for colder weather with the addition
of a new robotic mower.
Kayla McFarland, Recreation Superintendent, updated the board that the library at the
Murphy Community Center has been removed, with all books donated to a new school in
Plano. A game room will replace the library and feature console gaming systems and
game tables. The room currently holding the ping pong table will be converted into a
small fitness center. The inaugural Murphy Campout, held the previous weekend,
was a sold-out success. Christmas in the Park is scheduled for Saturday,
December 7th, from 2:00 PM to 6:00 PM, with a Candy Land theme. Activities
include ice skating, vendors, bounce houses, Santa Claus, reindeer, and the tree
lighting at the event's conclusion. The Jingle Jog run will take place earlier that
day. There will be no YAC meeting in December; meetings will resume in
January. Shahrzad Rizvi from the Murphy Finance Department will present at
the January meeting. Ms. McFarland reminded members to respond promptly to
meeting notifications to ensure a quorum can be certified.

With no further business, a motion was entertained by the Chair, Anjana Vankayalapati,
and the Youth Advisory Committee meeting adjourned at 05:52 pm.
