CALL TO ORDER: 3:30 P.M. 1.A. Roll Call: Present: 5- Councilmember Gentry, Councilmember Mott, Councilmember Sedgley, Vice Mayor Inman, and Mayor Techel 2. AGENDA REVIEW AND SUPPLEMENTAL REPORTS: City Clerk Roberts announced the following supplemental information: PowerPoint presentations from staff for Items 7A and 8A. 3. SPECIAL PRESENTATIONS: 3.A. 885-2017 Building Safety Month City Council read the proclamation, which was received by Keith Marks, Deputy Building Official. Mr. Marks announced there would be a Building Safety Event on May 24th at Yountville Community Center. 4. PUBLIC COMMENT: Joe Imboden, resident, discussed the issue of the need for safe sidewalks in his neighborhood. James Hinton, resident, thanked Council for the decisions made regarding the marijuana issue at the last meeting. Stuart Marks, Plenary Properties Consortium, introduced himself and stated he was looking forward to the Special Meeting on May 30th to discuss his group's Civic Center proposal. CONSENT CALENDAR: Councilmember Sedgley pulled Item 5A, Councilmember Gentry pulled Item 5K. 5.A. 911-2017 City Council Meeting Minutes Councilmember Sedgley stated the Minutes should be amended to change the words "Vine Trail" to "Vine Hill Drive". A motion was made by Councilmember Sedgley, seconded by Councilmember Gentry to approve the May 2, 2017 Regular City Council Meeting Minutes as amended. The motion was carried by the following vote: Aye: 5- Gentry, Mott, Sedgley, Inman, and Techel Approval of the Consent Agenda A motion was made by Councilmember Mott, seconded by Vice Mayor Inman, to approve the Consent Agenda with Items 5A and 5K pulled for discussion. The motion carried by the following vote: Aye: 5- Gentry, Mott, Sedgley, Inman, and Techel 5.B. 784-2017 Parking Citation Processing Services Agreement Adopted Resolution R2017-052 authorizing the City Manager to execute Amendment 2 to Agreement C2013 11 extending the term of agreement with Data Ticket, Inc. for parking citation processing through June 30, 2018. Enactment No: R2017-052 5.C. 883-2017 Public Art Steering Committee Membership Approved the recommendation of City Manager to: (1) Appoint Evy Warshawski as a practicing professional to the Public Art Steering Committee to fill the unexpired term ending June 30, 2018; and (2) appoint current member John Hannaford as the Arts Council Napa Valley Nominee to fill the vacant position created by the resignation of Tom Walker ending June 30, 2020. 5.E. 882-2017 Trower Avenue Storm Drain Improvements Project - Phase 1 Adopted Resolution R2017-054 rejecting all bids for the Trower Avenue Storm Drain Improvements Project - Phase 1. Enactment No: R2017-054 5.D. 772-2017 Public Art Master Plan Amendment Adopted Resolution R2017-053 approving the May 2017 Amendment to the City of Napa Public Art Master Plan to recognize the Napa Valley Vine Trail’s Rail Arts District Plan. CITY OF NAPA Page 2 Printed on 5/22/2017 CITY COUNCIL MEETING MINUTES - Draft - May 16, 2017 Unapproved Enactment No: R2017-053 5.F. 899-2017 Asphalt and Aggregate Materials Purchase Contract Authorized the Public Works Director to approve a contract and issue a purchase order to Syar Industries, Inc., for asphalt and aggregate materials required for the Street Resurfacing Program and other city maintenance needs for the remainder of FY2017, FY2018, and FY2019, in an amount not to exceed $4,827,000. 5.G. 900-2017 Concrete Material Purchase Contract Authorized the Public Works Director to approve a contract and issue a purchase order to Shamrock Materials, Inc., for concrete material required for the Sidewalk Improvement Program and other city maintenance needs for the remainder of FY2017, FY2018, and FY2019, in an amount not to exceed $900,000. 5.H. 901-2017 Trucking Services Agreement for Hauling Materials (1) Determined that the proposed agreement with V. Dolan Trucking for trucking services to haul materials for City operations meets the requirements for acquisition of a specialty item, as set forth in Napa Municipal Code Section 2.91.050; and (2) approved a multi-year agreement with V.Dolan Trucking for the remainder of FY2017, FY2018, and FY2019 for trucking services to haul materials for City operations in an amount not to exceed $1,017,000, and authorize the Public Works Director to execute the agreement on behalf of the City. 5.I. 898-2017 Citywide Landscape Maintenance Assessment District, FY 2017-2018 1. Adopted Resolution R2017-55 to order the City Engineer to prepare and file the Preliminary Engineer’s Report describing the improvements to be maintained by the Citywide Landscape Maintenance Assessment District for Fiscal Year 2017-2018, and determining that the actions authorized by this resolution are exempt from CEQA. 2. Adopted Resolution R2017-56 a resolution of intention to approve the Preliminary Engineer’s Report, levy and collect assessments, and give notice of a Public Hearing to consider approval of the Citywide Landscape Maintenance Assessment District for Fiscal Year 2017-2018, and determining that the actions authorized by this resolution are exempt from CEQA. Enactment No: R2017-055 and R2017-056 5.J. 902-2017 Napa Valley Corporate Park Landscape and Lighting Assessment District, Fiscal Year 2017-2018 1. Adopted Resolution R2017 57 to order the City Engineer to prepare and file the Preliminary Engineer’s Report describing the improvements to be maintained by the Annual and Supplemental Napa Valley Corporate Park Landscape and Lighting Assessment District for Fiscal Year 2017-2018, , and determining that the actions authorized by this resolution are exempt from CEQA. 2. Enactment No: R2017-057 and R2017-058 5.K. 927-2017 Escheatment of Unclaimed Funds Councilmember Mott asked for clarification as to the process of contacting those individuals or businesses that have not claimed city checks. Brian Cochran Finance Director, and Elizabeth Cabell, Finance Manager responded. A motion was made by Councilmember Gentry, seconded by Councilmember Mott, to adopt Resolution R2017-59 approving the escheatment of unclaimed funds held by the City in accordance with government statutes.. The motion carried by the following vote: Aye: 5- Gentry, Mott, Sedgley, Inman, and Techel Enactment No: R2017-059 5.L. 918-2017 Monthly Budget and Investment Statement Received and filed the Monthly Budget and Investment Statements for February 28, 2017 and March 31, 2017. 6. CONSENT HEARINGS: In response to a question by Councilmember Sedgley, Rick Tooker, Community Development Director, provided details regarding the process, timelines and procedures for tentative map extensions. Mayor Techel called for public comment, there being none, she asked for a motion to close the public comment period. A motion was made by Councilmember Mott, seconded by Councilmember Inman to close the Public Hearings. The motion was carried unanimously. Approval of the Consent Agenda A motion was made by Vice Mayor Inman, seconded by Councilmember Sedgley, to approve the Consent Hearing Items as presented. The motion carried by the following vote: Aye: 5- Gentry, Mott, Sedgley, Inman, and Techel 6.A. 761-2017 Giamo Tentative Subdivision Map Extension Adopted Resolution R2017-060 approving a two-year extension to the previously approved Use Permit, Design Review Permit and Tentative Subdivision Map for CITY OF NAPA Page 4 Printed on 5/22/2017 CITY COUNCIL MEETING MINUTES - Draft - May 16, 2017 Unapproved the Giamo Subdivision and determining that the actions authorized by this resolution were adequately analyzed by a previous CEQA action. Enactment No: R2017-060 6.B. 762-2017 Golden Gate Village Townhomes Tentative Subdivision Map Extension Adopted Resolution R2017-061approving a two year extension to the previously approved Variance, Design Review Permit and Tentative Subdivision Map for the Golden Gate Village Townhomes and determining that the actions authorized by this resolution are exempt from CEQA. Enactment No: R2017-061 7. PUBLIC HEARINGS/APPEALS: 7.A. 773-2017 Public Art Ordinance Amendment Shari Cooper, Development Project Coordinator with Economic Development and staff Liaison to the Public Art Steering Committee (PASC), explained the current ordinance and the proposed change to remove the Napa County Art and Culture Commission appointment and change it to an at-large member. Mayor Techel then acknowledged Evy Warshawski , who was appointed to the Committee on the Consent Calendar. Councilmember Gentry stated she would appreciate more balance in the art pieces. Councilmember Mott asked various questions, and commented on the current public art ordinance. Mayor Techel stated she supported PASC involvement in the Napa Art Walk; she added she would be interested in hearing more about the drafting of a handbook for developers, which one member had mentioned to her. Vice Mayor Inman responded to Councilmember Mott's previous comments about the current ordinance and the option for developers to contribute to the fund in order to place art off-site. General discussion ensued. A motion was made by Councilmember Mott, seconded by Vice Mayor Inman, to approve the first reading and introduction of an ordinance amending Napa Municipal Code Chapter 15.108 to modify the selection criteria for members of the City's Public Art Steering Committee. ADMINISTRATIVE REPORTS: 8.A. 839-2017 Budget Workshop - City of Napa Fiscal Years 2017-18 and 2018-19 Proposed Budget Indexes: Budget City Manager Parness thanked the Finance Department for their work on the comprehensive document before City Council, and stated there were many employees new to the City that prepared it. Mr. Parness reviewed the proposed departmental budgets. Questions and comments ensued with regard to the document, including the newly proposed position of Assistant City Manager/Development Services, the Community Foundation allocation, Parks and Recreation fees, the proposed parking program and parking manager, Section 8 Housing and funds to assist landlords and repair Lengthy discussion ensued regarding the city's contribution to affordable housing and the pending federal budget cuts to the Housing and Urban Development (HUD) Program that funds affordable housing. Councilmember Mott stated he felt the city should look at more programmatic funding for affordable housing such as a specific allocation thought Transient Occupancy Tax. Lark Ferrell, Housing Manager commented on HUD and the potential loss of federal funding. Further discussion ensued during the course of the departmental proposals. After the departmental budgets were reviewed, due to the hour, Mayor Techel called for public comment. Sharon Macklin, resident and member of Napa County Housing Coalition, stated industries that create the need for affordable housing should provide the housing and urged City Council to consider utilizing TOT as a dedicated revenue stream. Grania Lindberg, resident and member of the Napa County Housing Coalition, stressed the need for a more aggressive look at properties downtown for affordable housing, stating there was a direct nexus between TOT and the need for affordable housing. Mayor Techel announced a Break at 6:00 P.M. and stated Council would reconvene to complete the review of the preliminary budget. Meeting Recessed: 6:00 P.M. Meeting Reconvened: 6:10 P.M. John Ferons, Senior Civil Engineer reviewed the Capital Improvement Program and Projects (CIP). Discussion ensued throughout his presentation with regard to sidewalk improvements, the downtown parking garage and parking manager, the City Hall consolidation project, the Opera Housing Recycling enclosure, flashing lights for crosswalks, and the new funding from gas tax which would provide needed funding for road improvements. Other comments were related to arterial gateway enhancements, Oxbow Commons, and interagency transfers. A motion was made by Vice Mayor Inman, seconded by Councilmember Sedgley, to approve their direction to staff as discussed regarding the Proposed Budget for Fiscal Years 2017-18 and 2018-19, and schedule public hearings to receive additional public comments on June 6, 2017 and June 20, 2017. COMMENTS BY COUNCIL OR CITY MANAGER: Mayor Techel stated Napa County scheduled a meeting on May 31st to get a report from Amy Jenkins and Paul Smith regarding issues pertaining to cannabis. Councilmember Sedgley agreed to attend with Mayor Techel. Councilmember Sedgley commented on an upcoming proclamation to honor a Napa High student. Councilmember Gentry announced that the following day Kennedy Golf Course would hold a 50th Anniversary celebration. Mayor Techel announced there would be a Special City Council meeting on the 30th of May at 2:00 p.m. to review proposals for the City Civic Center project. 10. ADJOURNMENT: 6:47 P.M.
