3. SPECIAL PRESENTATIONS:
3.A. 1116-2017 Visit Napa Valley Presentation
Clay Gregory, President and CEO of Visit Napa Valley (VNV), gave
presentation to Council which reviewed VNV's long range plan and how
VNV strategically manages tourism, an overview of who the visitors are,
what are they spending, and what the benefits of tourism are to the
community and the residents.
Council questions and discussion ensued.
Mayor called for public comment.
James Hinton, resident - voiced concern regarding wages of those working
in the hospitality industry.

4. PUBLIC COMMENT:
Alex Shantz - Acting Co-coordinator for the Napa County Green Party
voiced concern over lead sheath cables in the ground.
James Hinton, resident - voiced concern over lead sheath cables in the
ground and a recent School Board incident.
Michael Bell, resident - voiced concern that not all residents are receiving
the water rate increase notices.
Lynn Bell, resident - voiced concern over the environmental issues that the
lead sheath cables pose and is concerned the lead is getting in to the
Napa River and our water supply. She referenced a concerning email she
received with an article from bestplaces.net that reports Napa water quality
is 27 out of 100, with 100 being the best.
Susan Rushing-Hart, resident - informed Council that she received a notice
that the Garfield Park presentation was to begin at 5:30 p.m., not 6:30 p.m.,
as posted on the agenda. She also commented on various issues to
include specific hours for the Sierra Drive extension, crosswalks downtown,
lead sheath cables, graffiti, and the history of Mr. Garfield.
In response to the public comments, Mayor Techel asked Assistant City
Manager Nancy Weiss to follow-up with staff regarding the possibility that
the timing of the Garfield Park presentation was incorrectly noticed, and
asked her to work with the Water Department to confirm the process in
which the rate increase mailings were sent out.
Mayor Techel also stated that she spoke with Water General Manager Joy
Eldredge regarding the article from bestplaces.net and will be looking in to
it. She noted the article stated that watersheds were 27 out of 100, not our
drinking water.
5. CONSENT CALENDAR:
Approval of the Consent Agenda
A motion was made by Councilmember Gentry, seconded by Vice Mayor Inman,
to approve the Consent Agenda. The motion carried by the following vote:

City Firefighters Association
Approved the second reading and final passage, and adopted Ordinance
O2017-014 amending the contract between the Board of Administration of the
California Public Employees Retirement System (CalPERS) and the City Council
of the City of Napa.

5.C. 1118-2017 Design Review Permit Process for Multi-Family Projects
Approved the second reading and final passage, and adopted Ordinance
O2017-015 amending Napa Municipal Code Section 17.62.050 “Design Review
Permits” regarding procedures for processing Multi-Family Projects and
determining that the actions authorized by this Ordinance are not subject to
CEQA.

5.D. 1107-2017 Road Repair and Accountability Act of 2017 (SB 1) Application
Adopted Resolution R2017-136 amending the FY2017-18 budget to incorporate a
project or list of projects funded by the Road Repair and Accountability Act of
2017 (SB 1).

5.E. 1113-2017 Financial Management Software License Maintenance and Application
Hosting Services
Authorized the Finance Director to execute Amendment No. 4 to Agreement No.
9407 in the amount of $787,190.33 (an aggregate of 5 years with total paid in
annual installments) with Superion, LLC, formerly Sungard Public Sector, Inc. for
Software License Maintenance and Application Hosting Services for the City’s
IFAS Financial Management and Enterprise Resource Planning System
5.F. 1125-2017 Gann Appropriation Limits for Fiscal Year 2017/18
Adopted Resolution R2017-137 establishing the Gann appropriations limit for
Fiscal Year 2017/18.

5.G. 1121-2017 Section 8 Landlord Mitigation and Incentives Program - Transfer of Funds
to Housing Authority
Adopted Resolution 2017-138 authorizing the transfer of, and associated budget
adjustment for, Successor Agency Housing Funds to the Housing Authority of the
City of Napa for a Section 8 Landlord Mitigation and Incentive Program.

6. COMMENTS BY COUNCIL OR CITY MANAGER:
Vice-Mayor Inman announced that the sale of her properties in Napa is
proceeding. She will be relocating to Salem, OR and will be retiring. While
she is sad to leave, she knows Napa is good hands. She requested that
the City Council place a discussion about council succession planning on
the next City Council agenda. She prefers to see the current council
appoint a caretaker member to serve her remaining term and suggested a
previous councilmember, and someone who is not running for a seat in the
upcoming election. She recommended that Jim Krider serve her remaining
term on Council, Councilmember Sedgley fill her position on LAFCO,
Councilmember Gentry serve on the local Flood Control Board, and that
Councilmembers Gentry and Sedgley take over as the Cityof Napa
Nomination Committee. She thanked the members of the Council and
expects her last meeting to be November 7th.
Council discussion ensued and council thanked Vice-Mayor Inman for her
service.

12. PUBLIC COMMENT:
James Hinton, resident - requested a special election to fill Vice Mayor
Inman's vacancy.
Gerry Raycraft, President of the Board of the Solano-Napa Habitat for
Humanity - provided an update to Council on the Saratoga Drive project;
the project is underway and they have begun the family selection process.
Margaret Niland, member of the Family Selection Committee with Habitat
for Humanity - provided an update on the selection process.
Mayor Techel thanked Mr. Raycraft and Ms. Niland for their efforts, and
informed Mr. Hinton that they will be discussing the process for filling the
vacancy of Vice-Mayor Inman at the October 17, 2017 Council Meeting.
13. ADMINISTRATIVE REPORTS:
13.A. 780-2017 Garfield Park Master Plan Presentation
Brent Reed, Parks and Recreation Department Management Analyst II,
introduced Ben Woodside and Melissa Ruth, the design team from
Callander Associates.
Mr. Woodside provided staff report outlining the Master Plan Process,
previous efforts and project history, summary of outreach efforts,
community and Commissioner feedback from previously held meetings,
and the proposed Master Plan alternatives.
Council questions ensued.
Mayor Techel called for public comment.
Susan Rushing-Hart, resident - voiced concern regarding flooding.
Gale Giorgi, President of Community Garden - spoke in favor of
Community Garden.
David Baum, resident - spoke in favor of Community Garden and provided
the Council with an article from The Washington Post.
Gary Thompson, resident - would like to know how the traffic is being
addressed.
John Durham, resident - spoke in favor of Community Garden.

Mayor Techel brought discussion back to Council.
Council discussion and comments ensued regarding use of high school for
additional parking, a more centralized crossing location, involvement of the
Little League, traffic concerns, use of the community garden and upkeep of
the garden.
Mr. Woodside thanked the Council for their comments and reviewed the
next steps.
14. PUBLIC HEARINGS/APPEALS:
14.A. 1032-2017 Redwood Duets Project Amendments a 34-unit townhouse development at
2033 Redwood Road
Mayor Techel announced the item; City Councilmembers provided
disclosures.
A staff report was provided by Associate Planner Mike Allen, which
included project background and requested amendments from the
applicant.
Larry Florin with Burbank Housing thanked the council and stated they are
excited to begin work on the project.
Mayor Techel called for public comment.
Nereida Arroyo, resident - spoke in support of the project.
Jerrica Saldivar, resident - spoke in support of the project
John Bertolini, Headmaster of Kolbe Academy & Trinity Prep, which is
located next to the project site- spoke in support of the project
Liz Allesio, resident - spoke in support of the project and suggested
incorporating the pocket park/open space back into the design.
Councilmember Sedgley moved to close the Public Hearing,
seconded by Councilmember Mott. The motion was carried
unanimously.
City Council questions and comments ensued, which included the
statement that the project would remain affordable, parking enforcement,
and open space and storage.

A motion was made by Vice Mayor Inman, seconded by Councilmember
Sedgley, to adopt Resolution R2017-139 approving amendments to the Redwood
Duets Project Use Permit, Design Review Permit and Tentative Subdivision Map,
including the grant of a parking concession under the Density Bonus statute and
ordinance and determining that the actions authorized by this resolution are
exempt from CEQA. The motion carried by the following vote:

CONDUCT OF CITY COUNCIL MEETINGS:
Meetings are conducted in accordance with the requirements of state law (the “Ralph M. Brown Act,” California
Government Code Sections 54950, et seq.) and the City’s Rules of Order (Council Policy Resolution 19).
Members of the public may address the Council at designated times and are expected to conduct themselves with
courtesy and respect. Speakers should direct comments to the Mayor and City Councilmembers, not the audience .
Speakers are expected to yield the floor when the time limit is identified and comply with the City ’s Rules of Order.
Speaking times are limited to no more than three minutes per person, with the exception of certain hearings and
appeals, or at the discretion of the Mayor or City Council.
PUBLIC COMMENT (INCLUDING CONSENT CALENDAR AND ADMINISTRATIVE REPORTS):
The public may directly address the City Council on any subject within the Council ’s subject matter jurisdiction,
including any matter that is not on the agenda. Speaking time is limited to no more than three (3) minutes per
person, unless modified at the discretion of the Mayor or City Council.
If the matter is not on the agenda, or if the matter is on the Consent Calendar, or is an Administrative Report,
submit a speaker card or request to speak during the Public Comment portion of the meeting.
Speaker cards are not required if the speaker otherwise makes a clear and timely request to address the Council,
but do promote the efficient and orderly progress of the meeting. Information on Speaker Cards is subject to
disclosure under the California Public Records Act.
CONSENT CALENDAR:
These items are considered routine and may be approved by a single vote. Only the Mayor or a majority of the City

Council may authorize public input after the consent calendar is introduced.
ADMINISTRATIVE REPORTS
Only the Mayor or a majority of the City Council may authorize public input after an administrative report item is
introduced.
CONSENT HEARINGS:
These items are considered routine and may be approved by a single vote; however, any member of the public or
City Council may remove an item for consideration during the public hearing portion of the agenda.
PUBLIC HEARINGS/APPEALS
During any public hearing or appeal, any person may directly address the City Council. Applicants (or appellants)
are allowed 10 minutes to present testimony at the beginning of the public hearing, and if needed, 5 minutes to
present rebuttal at the end of the public hearing. All other speakers will be limited to 3 minutes.
CLOSED SESSION
The City Council is authorized to meet in closed session, without attendance by the public, on limited
confidential topics such as pending litigation, real property negotiations, or personnel or labor matters.
CALIFORNIA ENVIRONMENTAL QUALITY ACT:
The California Environmental Quality Act (“CEQA”) is the state law that requires the City to evaluate and document
the potential environmental consequences of discretionary decision. (See, California Public Resources Code
Sections 21000 - 21189.3; and the “CEQA Guidelines” at California Code of Regulations Title 14, Division 6,
Chapter 3, Sections 15000 - 15387). For each item that requires a CEQA determination by City Council, there is a
reference to that determination on this agenda, and more information regarding the CEQA analysis is included in
the documents that accompany this Agenda. To the extent that City staff determines that particular items are not
subject to CEQA, there will be no indication of a CEQA action on this Agenda.
CHALLENGES TO DECISIONS MADE BY THE CITY COUNCIL:
If a person wishes to file a legal challenge to any decision made by the City Council, you may be limited to raising
only those issues which you or someone else raised during the meeting, or in a written communication received by
the City Clerk prior to or during the meeting. In addition, a legal challenge may be limited or barred where the
interested party has not sought and exhausted all available administrative remedies. The time limit to commence
any legal challenge may be subject to strict timing requirements, and failure to comply with applicable timing
requirements may result in a legal challenge being barred. Any lawsuit or legal challenge to any quasi -adjudicative
decision made by the City Council is governed by Section 1094.6 of the Code of Civil Procedure, unless a shorter
limitation period is specified by any other provision. Under Section 1094.6, any lawsuit or legal challenge to any
quasi-adjudicative decision made by City Council must be filed no later than the 90th day following the date on
which such decision becomes final.
