September 1, 2009
1. Mayor Robert Mezzo called the meeting to order at 6:00 p.m. with the following

2. Mayor Mezzo led in the Pledge of Allegiance to the Flag.
3. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses approve
the minutes of the regular meeting of August 4, 2009, each
member having received copies for review.
4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully that the Board of Mayor and Burgesses approve
the monthly reports of August, each member having received
copies for review.
5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth to recess to Executive Session at 6:03p.m. for
discussion on the following: Pending Claim, Personnel (possible

positions of Animal Control Officer, Borough Clerk, Assessor,
Director of Public Works, Engineer and Assistant Engineer),
Collective Bargaining (Chapter 90, AFSCME, Public Works,
Police Dispatcher), Real Estate (Jesse Camille’s) inviting in
Attorney N. Grello, Controller W. McAllister and HR Assistant M.
Gaspar.
Mayor Mezzo reconvened the meeting at 7:02 p.m.
6. The following motion emanated from Executive Session.
Motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of
Mayor and Burgesses authorize Mayor Mezzo to accept the addendum to the
Employer Agreement between the Borough of Naugatuck and Engineer James
Stewart.

7. Public Comment
Several residents spoke on the following issues:
The Gunntown Property: in favor of it remaining passive open space, in favor of it
remaining as a field, in favor of selling the property, in favor of using a portion as
a park, in favor of sending it to a referendum and against a conservation easement.
Several residents spoke highly of Assistant Dog Warden Marilyn Weid and her
application to fill the vacant Dog Warden position.
A dog park was proposed.
8. Motion by Deputy Mayor Rossi and seconded by Burgess Fragoso that the Board
of Mayor and Burgesses approve to accept the appointment of Kristy Sturges as
the Animal Control Officer and set the salary at $30,000 per year.

9. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully that the Board of Mayor and Burgesses approve
to accept the appointment of Nancy DiMeo as the Borough Clerk
and set the salary at $45,000 per year.
10. Burgess Comments/Sub-Committee Reports
Burgess Campbell supports a field on the Gunntown property. He stated
thousands of kids have received sports scholarships.
Burgess Scully thanked Jay Carlson for his presentation at the special Borough
Board meeting regarding Renaissance Place. He would like to see a negotiator
between General Data Comm and Alex Conroy. He offered to be that person if
they are unable to find someone.
Burgess Fragoso is in favor of the Gunntown property remaining as passive open
space but is not in favor of an easement. She voted against Borough Engineer Jim
Stewart’s agreement because she opposes him having a Borough owned vehicle.
She spoke to Police Chief Edson regarding municipal parking tickets.
Burgess Burns wants the Gunntown property to stay under the ownership of the
Borough.
Deputy Mayor Rossi said an ordinance was created for the Blight Council.
Burgess Neth questioned the public’s perception of the vote for the Dog Warden
position. He stated the vote was to hire Kristy Sturges and because the vote failed,
it does not mean that Marilyn Weid would get the position.
Burgess Ciacciarella voted against Borough Engineer Jim Stewart’s agreement
because he opposes him having a Borough owned vehicle.
11. Mayor Mezzo appointed June Barakat, 27 Trout Brook Drive, Naugatuck, CT
06770, as a member of the Greater Waterbury Transit District, filling the
unexpired term of Lynn Donovan, term to expire November 1, 2010.
12. Mayor Mezzo removed the following appointment from the agenda.
Mayor shall appoint Christine Kuczenski, 310 North Hoadley Street, Naugatuck,
CT 06770, as a member of the Elderly Commission filling the unexpired term of
Loretta Schebell, term to expire June 1, 2010.
13. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses approve
to abate taxes on a 1976 Windsor Mobile Manufactured Home,
Model CK FL 14 x 70, ID No. 5174 owned by Randall Bioski at
82 Nancy Lane, Naugatuck, CT in the amount of $6,863.99, as
recommended by Tax Collector James Goggin.

14. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgess approve the
bid for “Apparatus Floor Repair-Naugatuck Fire Department”
to C. A. Reed Associates, 200 Saltonstall Street, Canandaigua, NY
14424 in the amount of $22,969.00 as recommended by Fire Chief
Charles Doback.
15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses adopt the
following resolution to apply for the Justice Assistance Grant
(CT Local JAG):
RESOLVED that Mayor Robert Mezzo is hereby authorized to make, execute
and approve on behalf of the Borough of Naugatuck, any and all contracts and
amendments and to execute and approve on behalf of this municipality other
instruments a part of or incident to such contracts and amendments, effective until
otherwise ordered by the Board of Mayor and Burgesses.

by Burgess Neth that the Board of Mayor and Burgesses adopt the
following resolution as recommended by Fran Dambowsky,
Director of Emergency Management and Homeland Security:
RESOLVED, that the Board of Mayor and Burgesses may enter into with and
deliver to the State of Connecticut Department of Emergency Management and
Homeland Security any and all documents which it deems to be necessary or
appropriate; and
FURTHER RESOLVED, that Mayor Robert Mezzo is authorized and directed
to execute and deliver any and all documents on behalf of the Board of Mayor and
Burgesses and to do and perform all acts and things which he deems to be
necessary or appropriate to carry out the terms of such documents, including but
not limited to, executing and delivering all agreements and documents
contemplated by such documents.

the week of September 17-23, 2009 as Constitution Week in the
Borough of Naugatuck.
18. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully that the Board of Mayor and Burgesses proclaim
September 11, 2009 to be St. Michael’s Day in the Borough of
Naugatuck.
19. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses join The
Leukemia & Lymphoma Society in designating the month of
September 2009 as Leukemia, Lymphoma & Myeloma
Awareness Month in the Borough of Naugatuck.
20. Discussion, possible action on the Gunntown property.
Motion by Burgess Campbell and seconded by Burgess Scully that the Board of
Mayor and Burgesses authorize work to be completed for a field on the Gunntown
property.

22. Public Comment
Residents thanked the Board for moving forward with the Gunntown property. A
resident was upset with the Board for not voting to send the Gunntown issue to a
referendum and another resident was upset over the hiring committee for the Dog
Warden position.
23. Burgess Comments/Sub-Committee Reports
Burgess Ciacciarella spoke about vacancies on various boards and commissions.

Burgess Ciacciarella made the following motions:
Motion by Burgess Ciacciarella that the Board of Mayor and Burgesses appoint
Marilyn Weid as the Animal Control Officer and set her salary at $30,000. a year.

Motion by Burgess Ciacciarella and seconded by Burgess Neth that the Board of
Mayor and Burgesses add to the agenda personnel to appoint Marilyn Weid as the
Animal Control Officer and set her salary at $30,000. a year.
Motion was rescinded
Burgess Neth said no one has had the fortitude or insight to purchase land for the
Borough.
Deputy Mayor Rossi said the Senior Center Carriage House Account will be
moving forward to apply for 501c3 status. (Deputy Mayor Rossi’s comments are
attached as submitted.)
Burgess Fragoso spoke about the MDP plan. She is concerned about the
comment that Marilyn Weid was the second runner up because it was discussed in
executive session.
Burgess Scully spoke about the comment a resident made regarding a referendum
on the Gunntown property issue.
Burgess Campbell doesn’t agree with the Gunntown vote this evening. He said
the previous vote by the Joint Boards was overturned.
24. VOTED: Unanimously on a motion by Burgess Scully and seconded by
Burgess Neth to adjourn the meeting at 10:20 p.m.

Burgesses approve to accept the appointment of Nancy DiMeo as the Borough

12. Mayor shall appoint Christine Kuczenski, 310 North Hoadley Street, Naugatuck,
CT 06770, as a member of the Elderly Commission filling the unexpired term of
Loretta Schebell, term to expire June 1, 2010.
13. Motion by Burgess that the Board of Mayor and Burgesses
approve to abate taxes on a 1976 Windsor Mobile Manufactured Home, Model
CK FL 14 x 70, ID No. 5174 owned by Randall Bioski at 82 Nancy Lane,
Naugatuck, CT in the amount of $6,863.99, as recommended by Tax Collector
James Goggin.
14. Motion by Burgess that the Board of Mayor and Burgess
approve the bid for “Apparatus Floor Repair-Naugatuck Fire Department” to
C. A. Reed Associates, 200 Saltonstall Street, Canandaigua, NY 14424 in the
amount of $22,969.00 as recommended by Fire Chief Charles Doback.
15. Motion by Burgess that the Board of Mayor and Burgesses
adopt the following resolution to apply for the Justice Assistance Grant (CT
Local JAG):
RESOLVED that Mayor Robert Mezzo is hereby authorized to make, execute
and approve on behalf of the Borough of Naugatuck, any and all contracts and
amendments and to execute and approve on behalf of this municipality other
instruments a part of or incident to such contracts and amendments, effective until
otherwise ordered by the Board of Mayor and Burgesses.

16. Motion by Burgess that the Board of Mayor and Burgesses
adopt the following resolution as recommended by Fran Dambowsky, Director of
Emergency Management and Homeland Security:
RESOLVED, that the Board of Mayor and Burgesses may enter into with and
deliver to the State of Connecticut Department of Emergency Management and
Homeland Security any and all documents which it deems to be necessary or
appropriate; and
FURTHER RESOLVED, that Mayor Robert Mezzo is authorized and directed
to execute and deliver any and all documents on behalf of the Board of Mayor and
Burgesses and to do and perform all acts and things which he deems to be
necessary or appropriate to carry out the terms of such documents, including but
not limited to, executing and delivering all agreements and documents
contemplated by such documents.

Burgesses join The Leukemia & Lymphoma Society in designating the month of
September 2009 as Leukemia, Lymphoma & Myeloma Awareness Month in
the Borough of Naugatuck.
