REVISED MINUTES SPECIAL MEETING BOARD OF MAYOR AND BURGESSES OCTOBER 13, 2009 1. Mayor Robert Mezzo called the meeting to order at 6:00 p.m. with the following in attendance: BURGESSES: RESIDENTS: One T. K. Rossi H. Kuczenski R. Burns R. Neth PRESS: None A. Campbell P. Scully M. Mayor Mezzo led in the Pledge of Allegiance to the Flag. 3. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns to recess to Executive Session at 6:01 p.m. for discussion on the following: Collective Bargaining (UPSEU). No one outside of the Board was invited in. Mayor Mezzo reconvened the meeting at 6:07 p.m. 4. Mayor Mezzo reappointed Arlene Schwartz Regan, (D) 114 Evelyn Drive, Naugatuck, CT 06770 as a regular member of the Zoning Board of Appeals term to expire September 1, 2014. 5. Mayor Mezzo appointed Fernando Branco, 124 Coen Street, Naugatuck, CT 06770 as a regular member of the Economic Development Commission filling the expired term of Charles Marenghi, term to expire June 1, 2014. 6. Mayor Mezzo appointed John Burian, 265 City Hill Street #3, Naugatuck, CT 06770 as an alternate member of the Economic Development Commission filling the unexpired term of Fernando Branco, term to expire November 1, 2012. 7. Mayor Mezzo reappointed William Hass, 104 Evelyn Drive, Naugatuck, CT 06770 as a regular member of the Economic Development Commission term to expire June 1, 2014. 8. Mayor Mezzo reappointed Robert Hill, 143 Hickory Lane, Naugatuck, CT 06770 as a regular member of the Economic Development Commission term to expire March 1, 2014.  -2- Revised Minutes - Board of Mayor and Burgesses Special Meeting - October 13, 2009 9. Mayor Mezzo reappointed Douglas B. Brinkerhoff, 116 Walnut Street, Naugatuck, CT 06770 as a regular member of the Economic Development Commission term to expire December 3, 2012. 10. Mayor Mezzo reappointed Laurie Jackson, 204 Margaret Circle, Naugatuck, CT 06770 as a regular member of the Naugatuck Housing Authority term to expire October 1, 2014. 11. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the appointment of Richard Cool, (R) 240 Hillside Avenue, Naugatuck, CT 06770 as a regular member of the Zoning Commission, filling the unexpired term of Jeffrey Litke, term to expire May 2, 2011. 12. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the modifications to the five year LOCIP (Local Capital Improvement Program) fiscal year period 2009-2010 through 2013-2014 adding to the fiscal year period 7-1-09 through 6-30-10 $20,000. for the WWI Monument, $1,500. for a Town Hall defibrillator and to the fiscal year period 7-1-10 through 6-30-11 $20,000. for the update to the Plan of Conservation and Development. 13. Discussion on the Borough of Naugatuck hiring policy was tabled until Mayor Mezzo reviews the proposed policy drafted by our Borough Attorney. 14. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns to adjourn the meeting at 6:45 p.m. A tape recording of this meeting is available in the office of the Borough Clerk for further review.
