VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the minutes of the regular meeting of October 6, 2009 and the special meeting of October 13, 2009 each member having received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the monthly reports of October, each member having received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns to recess to Executive Session at 6:01p.m. for discussion on the following: Real Estate (Renewal and Modification to the Naugatuck Day Care Lease with the Borough of Naugatuck and Discussion/possible action on Jesse Camille’s; Potential Leases), Collective Bargaining (UPSEU), Pending Litigation/Pending Claim (Defending the Borough against a claim) inviting in Attorney E. Fitzpatrick, Attorney N. W. Hess III and Controller W. McAllister.  -2- Minutes - Board of Mayor and Burgesses Regular Meeting - November 3, 2009 Mayor Mezzo reconvened the meeting at 7:12 p.m. 6. The following motions emanated from Executive Session. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Mezzo to enter into a real property lease between the Borough of Naugatuck and Naugatuck Daycare Center. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Mezzo to enter into an early retirement incentive program memorandum of agreement dated October 28, 2009 between the Borough of Naugatuck and the Borough of Naugatuck United Public Service Employees Union Local 424 Unit 15, subject to changes and minor revisions as discussed. 7. Public Comment Mayoral Aide Ed Carter reported 11,778 tablets and capsules were collected on October 24th at the Medication Take Back Program. He thanked Jennifer Dewitt of the Central Naugatuck Valley Regional Action Council, Naugatuck Officer Jay Pugliese, Tom Rembish of Ford Pharmacy, Jerry Russo of Nelson’s Pharmacy and the many volunteers who coordinated and assisted with the event. He announced the following events taking place in the month of November: the Veteran’s Day Parade on November 11th at 2:30 p.m., the Naugatuck Greenway meeting will be in the Naugatuck High School Cafeteria on November 17th at 7 p.m. and the Thanksgiving Day football game will be held in Naugatuck this year. A resident questioned the status of the deed restriction for the Gunntown property and if there was any consideration in forming a Conservation Commission. 8. Burgess Comments/Sub-Committee Reports Burgess Kuczenski questioned the job description for the Street Superintendent and the number of duties listed in the description. He wanted to know what was being done to remedy the field situation at the high school. Burgess Ciacciarella thanked Coca Cola, Yofarms, Dogshack, Prospect Street School PSA, Anna Dontes Restaurant, Home Town Buffet, Terry Ramos and his daughter Angela, Sheila Baummer, Rachel’s Bistro, Carrie Welton’s, Naugatuck Merchants Association, Reynolds Café, Central Avenue School Girl Scout Troop 64525, Graven Imagery, Old Corner Café, Bob Clark’s Golf Academy and Moe’s Ice Cream Truck for their donations and assistance with the Union City Clean up on October 10th. He congratulated Mary Davis for being named the Municipal Land Use Official of the Year by the Southwest Conservation District.  -3- Minutes - Board of Mayor and Burgesses Regular Meeting - November 3, 2009 Burgess Neth spoke to Pat Wagner regarding the Gunntown deed restriction. After the details are finalized, the Park Commission will vote and then make a presentation to the Borough Board in January. He felt the presentation by the Naugatuck Sports Group was fantastic. He applauded the Mayor for a positive start towards a solution for the field space issue. Burgess Woodfield congratulated the Mayor for bringing the Borough Board and the Board of Education together. Deputy Mayor Rossi thanked the Mayor and the Controller for organizing the Tri-Board meeting so we can move forward. She thanked all of the Veterans who have served our community and country. Deputy Mayor Rossi recognized the Fire Department, Police Department, Public Works Department and Ambulance Corporation for their incredible graciousness by participating in the TRIAD Fashion Show. She also thanked Burgess Kuczenski, Burgess Burns, Nardellis, Naugatuck Savings Bank, Naugatuck Valley Savings and Loan and the Naugatuck Police Union for their contribution towards the success of the show. Mayor Mezzo thanked Deputy Mayor Rossi for the fantastic job she did with TRIAD. He also thanked Burgesses Kuczenski, Ciacciarella and Neth for their work on the Union City clean up. The Naugatuck Sports and Support Group have a website www.naugatucksportsandsupportgroup.com. The Mayor also thanked the Engineering Department for the information they provided for the presentation at the NSSG meeting. Burgess Burns thanked Mayoral Aide Ed Carter for his help with several street lights. He thinks we need to look forward and not in the past regarding the Board of Education issue. Burgess Fragoso announced the Arts Commission will be having a free concert November 5th, 7 p.m. at the United Methodist Church. She expressed residents’ concerns regarding the building inspection process. Burgess Scully said the Jesse Camille’s Sub Committee is still working on plans for remodeling. He encouraged everyone to attend the parade to honor the veterans for Veterans Day. Burgess Campbell commended the Mayor, Wayne McAllister and Attorney Nick Grello for their excellent negotiating skills on the union retirements. 9. Mayor Mezzo reappointed Wendy Hozer, 140 Fulkerson Drive #13A, Waterbury, CT 06708 as a regular member of the Mayor’s Commission for the Handicapped term to expire October 1, 2012. 10. Mayor Mezzo reappointed Philip Rickertsen, 41 Locust Street, Naugatuck, CT 06770 as a regular member of the Mayor’s Commission for the Handicapped term to expire October 1, 2012. 13. Mayor Mezzo appointed Elaine Russell, 71 Osborn Road, Apt. 5-B, Naugatuck, CT 06770 as a member of the Naugatuck Housing Authority, filling the vacancy of Louise Morgan, term to expire October 1, 2010. 14. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Ciacciarella that the Board of Mayor and Burgesses rescind the following motion approved on October 6, 2009: VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the appointment of Richard Cool, (R) 240 Hillside Avenue, Naugatuck, CT 06770 as a regular member of the Zoning Commission, filling the unexpired term of Jeffrey Litke, term to expire May 2, 2011. 15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the appointment of Richard Cool, (R) 240 Hillside Avenue, Naugatuck, CT 06770 as a alternate member of the Zoning Commission, filling the unexpired term of Walter Bertotti, term to expire February 1, 2012. 16. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the appointment of Richard Cool, (R) 240 Hillside Avenue, Naugatuck, CT 06770 as a regular member of the Zoning Commission, filling the unexpired term of Jeffrey Litke, term to expire May 2, 2011. 17. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses adopt the following proclamation:  -5- Minutes - Board of Mayor and Burgesses Regular Meeting - November 3, 2009 WHEREAS an accurate census count is vital to our community and residents’ well-being by helping planners determine where to locate schools, day care centers, roads and public transportation, hospitals and other facilities, and achieving an accurate and complete count of the nation’s growing and changing population; WHEREAS more than $400 billion per year in federal and state funding is allocated to states and communities based, in part, on census data; WHEREAS census data help determine how many seats each state will have in the U.S. House of Representatives and often is used for the redistricting of state legislatures, county and city councils and voting districts; WHEREAS the 2010 Census creates jobs that stimulate economic growth and increase employment; WHEREAS the information collected by the census is confidential and protected by law; Now, therefore, we proclaim that the Borough of Naugatuck, Connecticut is committed to partnering with the U.S. Census Bureau to help ensure a full and accurate count in 2010. As a 2010 Census partner, we will: 1. Support the goals and ideals for the 2010 Census and disseminate 2010 Census information to encourage those in our community to participate. 2. Encourage people in our community to place an emphasis on the 2010 Census and participate in events and initiatives that will raise overall awareness and ensure a full and accurate census. 3. Support census takers as they help our community complete an accurate count. 4. Create or seek opportunities to collaborate with other like-minded groups in our community by participating in Complete Count Committees and/or utilizing high-profile, trusted voices to advocate on behalf of the 2010 Census. 18. Motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses adopt the following resolution authorizing Mayor Robert Mezzo to sign an application for the EECBG Energy Efficiency Block Grant as recommended by Edward Carter, Mayoral Aide: RESOLVED that Robert A. Mezzo, Mayor, is hereby an authorized representative for the Borough of Naugatuck to sign the application for funding  -6- Minutes - Board of Mayor and Burgesses Regular Meeting - November 3, 2009 under the Office of Policy and Management Municipal Energy Efficiency and Conservation Block Grant and understand that funding under this program is from Connecticut’s allocation of funds under the American Recovery and Reinvestment Act Energy Efficiency and Conservation Block Grant and attests to the truthfulness of all information provided to the Office of Policy and Management in the application. Motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses adopt the following nondiscrimination resolution as recommended by Kevin Knowles, Housing Authority Director: RESOLVED: That the policies of the Borough of Naugatuck comply with the nondiscrimination agreements and warranties of Connecticut General Statutes §§ 4a-60(a)(1) and 4a-60a(a)(1), as amended. Public Comment - None 31. Burgess Comments/Sub-Committee Reports Burgess Fragoso thanked everyone for making the Farmers Market a success. She said the Naugatuck Sports and Support Group presentation was exceptional. A promotion and education plan is being made for the fundraising needed to meet the goal for the WWI Monument. Tommy Moore was named Firefighter of the Year. She told everyone to have a Happy Thanksgiving. Burgess Burns wished everyone a Happy Thanksgiving and good luck to the Naugatuck Football Team against Ansonia. Deputy Mayor Rossi said the Naugatuck Economic and Development Corporation is doing a huge advertising campaign. They are associated with Renaissance Place but they do so much more than that project. Burgess Woodfield thanked the Mayor for approving the contract. Burgess Neth wished everyone a Happy Thanksgiving. Burgess Ciacciarella said Prospect Street School is planning on raising money for a new playground. He believes a Conservation Commission would be a great idea. The Water Pollution Control Board is reviewing the odor study to fix the odor problems with Veolia Water. Burgess Ciacciarella wants to state for the record that his no vote last month for Wayne Zirolli’s promotion as the Borough Engineer was not against Wayne but against the eleven percent increase in pay he would be receiving. He did not think it was a prudent decision because of the state of the economy. Burgess Kuczenski wished everyone a Happy Thanksgiving. 32.
