MINUTES BOARD OF MAYOR AND BURGESSES REGULAR MEETING June 1, 2010 1. Mayor Robert Mezzo called the meeting to order at 6:00 p.m. with the following in attendance: BURGESSES: RESIDENTS: T. K. Rossi H. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the minutes of the regular meeting of May 4, 2010 and the special meetings of May 13, 2010 and May 17, 2010. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the monthly reports of May. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth to recess to Executive Session at 6:05 p.m. for discussion on the following: Collective Bargaining (Local 1219 Firefighters Union and UPSEU) Real Estate (Jesses Camille’s) inviting in Human Resources Director J. Deschesnes. Mayor Mezzo reconvened the meeting at 6:56 p.m. -2- Minutes – Board of Mayor and Burgesses Regular Meeting – June 1, 2010 VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth to recess to Executive Session at 6:58 p.m. inviting in Human Resources Director J. Deschesnes and R. Fitzpatrick, CBC Kane Partners. Mayor Mezzo reconvened the meeting at 7:39 p.m. 6. The following motion emanated from Executive Session. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Mayor Robert Mezzo to enter into various memorandums of agreement with the Firefighters Local 1219 IAFF, AFL-CIO regarding a Drug and Alcohol Free Workplace Policy, Acting Officers, Firefighter/ Driver Mechanic and HSA. 7. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses recess to Retirement Board at 7:41p.m. Mayor Mezzo reconvened the meeting at 8:03 p.m. 8. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses accept the stipulated agreement dated March 31, 2010 between James Hennessey and the Borough of Naugatuck subject to the approval of the stipulated agreement by the Connecticut Workers’ Compensation Commission. 9. Public Comment – None 10. Burgess Comments/Sub-Committee Reports Burgess Scully thanked everyone for attending the Memorial Day Parade. Burgess Fragoso also thanked everyone for attending the Memorial Day Parade. She was broken hearted and embarrassed to see a tattered American flag raised on the pole outside of Town Hall during the Memorial Day ceremonies. She was upset watching people cross in front of the children marching at the end of the parade. She suggested asking for the Police Department’s assistance in preventing this from occurring next year. Burgess Burns echoed Burgess Fragoso’s comments with regard to the tattered American flag. He feels it is a disgrace. Burgess Burns thinks the children should lead off the parade. He thanked the Mayor for his kind words toward Veterans. -3- Minutes – Board of Mayor and Burgesses Regular Meeting – June 1, 2010 Mayor Mezzo took responsibility for the tattered flag. He apologized for not noticing the flag since it flies outside his office window. Deputy Mayor Rossi said the responsibility for the flag is the Board’s since it is in front of the Town Hall. The number of teachers retiring this year will have a tremendous impact on the Borough. She commended Michelle Kalogrides for all of her efforts every year with the National Day of Prayer. She congratulated the graduates from the Adult Education program and the DARE program. The Deputy Mayor thanked everyone involved with the dedication ceremony for Frank Johnson, Sr. She thanked all Borough departments involved in making the parade a success. She spoke about an incident that occurred on Memorial Day with a resident reporting an alleged rabid raccoon in their yard. The resident was told by the Animal Control Department that he was getting off duty and to check the internet for information on contacting the DEP. DEP was not helpful and she ultimately called the Police Department that put down the raccoon. The Deputy Mayor spoke to Chief Edson and she will update the Board with his findings. Burgess Woodfield asked if anything is being done about the lack of funds to hold the Fourth of July fireworks this year. Burgess Neth said he hopes the Board of Education’s budget gets finalized by the end of the week so the Borough is not in the same situation as last year. Burgess Ciacciarella thanked all the organizers of the parade. He suggested organizing a post parade clean up crew for next year. He said Robin Hayden and her son Nikko began cleaning the green after the parade. He attended the Eagles Mother of the Year ceremony. Burgess Ciacciarella commended his fellow Burgesses and Finance Board members for the long and arduous task putting together the budget. Burgess Kuczenski thanked everyone for coming to the parade. He was disturbed by the fact that two political candidates wanted to march in our parade. He said our parade is not about politics but to honor Veterans who fought and died for our country. He thanked Fran Dambowsky for not allowing them to march in the parade. 11. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the reappointment of Patrick Wagner, (D) 226 Maple Street, Naugatuck, CT 06770 as a regular member of the Park Commission, term to expire June 1, 2015. 12. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Joseph E. Kusiak, 59 Adella Street, Naugatuck, CT 06770 as an alternate member of the Board of Assessment Appeals, term to expire June 1, 2013. -4- Minutes – Board of Mayor and Burgesses Regular Meeting – June 1, 2010 13. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the appointment of Gary Myers, (D) 45 Visconti Drive, Naugatuck, CT 06770 as an alternate member of the Golf Commission, filling the unexpired term of Gary Myers, term to expire June 1, 2011. 14. Mayor Mezzo reappointed Steven Smith, (R) 39 Alison Avenue, Naugatuck, CT 06770 as a regular member of the Police Commission, term to expire June 1, 2015. 15. Mayor Mezzo reappointed Kathryn Green, 317 Field Street, Naugatuck, CT 06770 as a regular member of the Naugatuck Elderly Commission, term to expire June 1, 2011. 16. Mayor Mezzo reappointed Al Pistarelli, Beacon Brook Health Care, 89 Weid Drive, Naugatuck, CT 06770 as a regular member of the Naugatuck Elderly Commission, term to expire June 1, 2011. 17. Mayor Mezzo reappointed Edna Talmadge, 53 Conrad Street 32-A, Naugatuck, CT 06770 as a regular member of the Naugatuck Elderly Commission, term to expire June 1, 2011. 18. Mayor Mezzo approved the reappointment of Debbie Manfredi, 39 Olivia Lane, Naugatuck, CT 06770 to the Naugatuck Day Care Board of Directors, term to expire April 1, 2011. 36. Mayor Mezzo approved the appointment of Maria Oliveira, 66 Jolie Road, Naugatuck, CT 06770 to the Naugatuck Day Care Board of Directors, term to expire April 1, 2011. 37. Motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses adopt the following resolution for Long Meadow Brook (110 Rubber Avenue) as recommended by Wayne Zirolli, Borough Engineer: RESOLVED, that Robert A. Mezzo, Mayor of the Borough of Naugatuck be and hereby is authorized to execute on behalf of this municipal corporation a Grant Agreement with the State of Connecticut for financial assistance to Long Meadow Brook (110 Rubber Avenue) CUAP 2007-11. IN ADDITION, that Robert A. Mezzo, Mayor is hereby authorized to enter into such agreements, contracts and execute all documents necessary to said grant with the State of Connecticut. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Campbell that the Board of Mayor and Burgesses approve the bid for “Long Meadow Brook – Brookside Improvements at the Club Uniao Portuguesa” to Grasshopper Lawns Inc., 25 Mallane Lane, Naugatuck, CT 06770 in the amount of $105,950.06 as recommended by Wayne Zirolli, Borough Engineer. -7- Minutes – Board of Mayor and Burgesses Regular Meeting – June 1, 2010 39. Motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses adopt the following resolution to support the Proposed Traffic Signal Improvements at Maple Street and Old Firehouse Road as recommended by James Stewart, Director of Public Works: WHEREAS, the traffic signal at the intersection of Maple Street and Old Firehouse Road originally installed in 1986 was removed in November 2005 due to structural deficiencies in the signal support system; and WHEREAS, the Borough of Naugatuck qualifies and has been selected for funding under the Local Road Accident Reduction Program of the Federal Surface Transportation Program, the construction funding ratio being 90% Federal, 10% Local; and WHEREAS, the Borough of Naugatuck has funded 100% of the preliminary Engineering costs; and WHEREAS, the Borough of Naugatuck held a fourteen day public review and comment period that ended May 24, 2010 during which the public had an opportunity to voice their concerns. A legal notice being published and posted on its website announcing the public review and comment period; and WHEREAS, the Board of Mayor and Burgesses find that Maple Street and Old Firehouse Road Traffic Signal Improvements are in the best interest of the Borough of Naugatuck and will promote the health, safety and general welfare of its residents and provide for the convenience and safety of the motoring public; NOW THEREFORE, BE IT RESOLVED that the Board of Mayor and Burgesses of the Borough of Naugatuck based on the above information and by virtue of this Resolution hereby fully support the proposed project. Burgess Comments/Sub-Committee Reports Burgess Kuczenski said politics has no place in our parade. Burgess Ciacciarella said the Zoning Commission is discussing an application for a new Industrial Park on Route 68 on the Prospect line as well as the Gunntown Road application. The Union City Revitalization Committee will meet on June 23rd. Deputy Mayor Rossi said the Business Merchants Association and the Beautification Committee met and developed a great partnership. The VNA Advisory Committee met and they are very upset with the misinformation given at the Joint Boards meeting. (Deputy Mayor Rossi’s comments are attached as submitted.) Burgess Fragoso said she is very happy to see water flowing again in the fountain on the green. She encouraged everyone to take some time throughout the year to visit disabled veterans in the hospital. The Farmers Market will begin the first Wednesday in July on the green. Senior Center Director Harvey Frydman once again acquired coupons for qualifying seniors to use at the Farmers Market. Burgess Fragoso suggested supporting the new restaurants that opened in the Borough. Burgess Campbell commended the Mayor and Attorney Grello for their excellent negotiations with all the unions. 51. Motion by Burgess that the Board of Mayor and Burgesses adopt the following resolution to support the Proposed Traffic Signal Improvements at Maple Street and Old Firehouse Road as recommended by James Stewart, Director of Public Works: WHEREAS, the traffic signal at the intersection of Maple Street and Old Firehouse Road originally installed in 1986 was removed in November 2005 due to structural deficiencies in the signal support system; and WHEREAS, the Borough of Naugatuck qualifies and has been selected for funding under the Local Road Accident Reduction Program of the Federal Surface Transportation Program, the construction funding ratio being 90% Federal, 10% Local; and -5- Agenda – Board of Mayor and Burgesses Regular Meeting – June 1, 2010 WHEREAS, the Borough of Naugatuck has funded 100% of the preliminary Engineering costs; and WHEREAS, the Borough of Naugatuck held a fourteen day public review and comment period that ended May 24, 2010 during which the public had an opportunity to voice their concerns. A legal notice being published and posted on its website announcing the public review and comment period; and WHEREAS, the Board of Mayor and Burgesses find that Maple Street and Old Firehouse Road Traffic Signal Improvements are in the best interest of the Borough of Naugatuck and will promote the health, safety and general welfare of its residents and provide for the convenience and safety of the motoring public; NOW THEREFORE, BE IT RESOLVED that the Board of Mayor and Burgesses of the Borough of Naugatuck based on the above information and by virtue of this Resolution hereby fully support the proposed project.
