MINUTES BOARD OF MAYOR AND BURGESSES REGULAR MEETING OCTOBER 5, 2010 1. Mayor Robert Mezzo called the meeting to order at 6:00 p.m. with the following in attendance: BURGESSES: RESIDENTS: T. K. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the minutes of the regular meeting of September 7, 2010 and the special meeting of September 28, 2010. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the monthly reports of September. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully to recess to Executive Session at 6:03 p.m. for discussion on the following: Personnel (Deputy Police Chief) Pending Litigation (Risdon Property). No one outside of the Board was invited in. Mayor Mezzo reconvened the meeting at 7:00 p.m. 6. There were no motions emanating from Executive Session. -2- Minutes – Board of Mayor and Burgesses Regular Meeting – October 5, 2010 7. Public Comment – None 8. A presentation on the Regional Naugatuck River Greenway Study was given by Samuel Gold from the Council of Governments, Phil Goff from Alta Planning & Design and Kent Schwendy, Fuss O’Neill. It is a proposed 22 mile regional trail running along side the Naugatuck River from Thomaston to Beacon Falls. The greenway is planned to be 3.3 miles through Naugatuck with three river trail crossings. South of Breen Field to Linden Park is recommended for development first. They suggest having a group embrace the project tying the river to the community. This group could then seek federal funds for various stages of development. 9. Burgess Comments/Sub-Committee Reports Burgess Ciacciarella said the next Union City Clean Up will be on October 16th. He said the Zoning Commission reviewed the proposed blight ordinance and made changes to the verbiage. Deputy Mayor Rossi said the Mayor inquired about her question regarding the Board of Education truck parked on Baldwin Street every day in Waterbury. He told her the vehicle is being used by an employee who is on call. Burgess Fragoso thanked the Street Commission for changing the regulations regarding additional garbage bags. Burgess Scully said the gas company performing utility work on several roads in town is doing a terrible job finishing the road. He hopes the road will be paved properly before winter arrives. 10. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the appointment of Marco Gaspar, 38 Hopkins Hill Road, Naugatuck, CT 06770 as a member of the Non Union Pension Board, filling the vacancy of C. Doback, indefinite term. 11. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the appointment of Marya DiPerna, 25 Walnut Street, Naugatuck, CT 06770 as a member of the Non Union Pension Board, filling the vacancy of B. Lewis, indefinite term. 12. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the appointment of Marya DiPerna, 25 Walnut Street, Naugatuck, CT 06770 as a member of the Board of Education and AFSCME Pension Board, filling the vacancy of B. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the reappointment of Steven Rosenblatt, 1 Elaine Court, Prospect, CT 06712 as a member of the Human Resource Development Board, term to expire October 1, 2013. 14. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Maria DaSilva, 171 Lorann Drive, Naugatuck, CT 06770 as a member of the Human Resource Development Board, term to expire October 1, 2012. 15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Robert Genovese, 157 Birch Lane, Naugatuck, CT 06770 as a member of the Human Resource Development Board, term to expire October 1, 2012. 16. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Neal Hanlon, 1204 Winslow Drive, Watertown, CT 06795 as a member of the Human Resource Development Board, term to expire October 1, 2012. 17. Mayor Mezzo reappointed Domingos A. Branco, (U) 27 North Ridge Road, Naugatuck, CT 06770 as an alternate member of the Police Commission, term to expire October 1, 2015. 18. Mayor Mezzo reappointed Robert E. Lauer, (D) 51 Tanglewood Lane, Naugatuck, CT 06770 as a member of the Code of Ethics Commission, term to expire October 1, 2012. 19. Motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the road acceptance of Graham Ridge Road and Westover Drive as described in the warranty deed and release the subdivision road bond as recommended by Borough Engineer Wayne Zirolli and the Planning Commission. Motion was withdrawn and tabled pending answers regarding unpaid taxes. 20. Motion by Deputy Mayor Rossi and seconded by Burgess Fragoso that the Board of Mayor and Burgesses approve the bid and authorize Mayor Robert Mezzo to -4- Minutes – Board of Mayor and Burgesses – Regular Meeting – October 5, 2010 execute all contracts and documents for the “Overhead Garage Door” to Naugatuck Garage Doors Inc., 203 Margaret Circle, Naugatuck, CT 06770 in the amount of $12,400. as recommended by Kenneth Hanks, Fire Chief. Motion was withdrawn and tabled until the Fire Chief was contacted to answer questions. (The vote occurred after the following motion.) 21. Burgess Comments/Sub-Committee Reports Burgess Fragoso reported the following from the last Fire Commission meeting. An officers’ meeting was held and a mission statement was developed. The sixty year old Fire Department logo/letterhead is being used again. The annual boot drive raised $7,186. The fire rescue truck will be sent automatically to fires. The Fire Department’s budget will be reported to the Fire Commission monthly. Local 1219 donated $1,000. to the cheerleaders for their trip to the Gatorbowl. She will pass it along to her fellow Burgesses. The Carriage House Account Committee has $21,500.99 in their account. They voted to pay to have the rest rooms painted and to buy an intercom system between the office and the kitchen for a $100. Burgess Kuczenski attended the Housing Authority meeting and there were concerns regarding Weid Drive. He said he spoke to the Zoning Enforcement Officer concerning the white building on the corner of Maple Street and South Main Street. The ZEO said the building is undermined. 38.
