1. Mayor Robert A. Mezzo called the meeting to order at 6:31 p.m. with the

2. Mayor Mezzo led in the Pledge of Allegiance to the flag.
3. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses approve
the minutes of the regular meeting of May 3, 2011 and the special
meetings of May 16, 2011 and May 26, 2011. Each member
received copies for review.
4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses approve
the monthly reports of May. Each member received copies for
review.
5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully to recess to Executive Session at 6:32 p.m. for
discussion on the following: Collective Bargaining (Chapter 90 –
Animal Control Officer). No one outside of the Board was invited
in.
Mayor Mezzo reconvened the meeting at 7:00 p.m.

VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses authorize
Mayor Robert Mezzo to enter into a Memorandum of Agreement
dated June 3, 2011 between the Borough of Naugatuck and the
Borough of Naugatuck Supervisors Chapter 90 CSEA Local
2001 SEIU, hereafter referred to as the Union.

8. Burgess Comments/Sub-Committee Reports
Deputy Mayor Rossi thanked everyone involved with organizing the Memorial
Day Parade. She said it was an honor to be in attendance at the twenty-one gun
salute tribute before the parade. She thanked the Elks Lodge for providing
breakfast. The Deputy Mayor congratulated all of the graduates in the Adult
Education program. She wished Joan Lamb well on her retirement. The Deputy
Mayor thanked Chief Hanks, Deputy Chief Murray, Fire Commission Chairman
Wayne Malicki and Union President Jim Ricci for welcoming her as burgess
liaison and answering all of her questions.
Burgess Scully thanked everyone for attending the parade in the rain.
Burgess Jackson thanked Officer Fidanza and Officer Scoffield for all of the
work they did with the DARE program. She also congratulated the students who
went through the program. Burgess Jackson congratulated the Naugatuck High
School baseball and softball teams for an outstanding season.
9. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses approve
the appointment of Marcia Puc (R), 17 Webb Road, Naugatuck,
CT 06770 as a regular member of the Inland Wetlands
Commission, filling the expired term of R. Bertotti, term to expire
January 1, 2015.
10. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses approve
the appointment of Alexander Olbrys (R), 608 Maple Hill Road,
Naugatuck, CT 06770 as a regular member of the Inland
Wetlands Commission, filling the expired term of J. Hayden, term
to expire January 1, 2015.
11. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses approve
the appointment of Marya DiPerna, 25 Walnut Street, Naugatuck,
CT 06770 as an elector, of the Non Union Pension Board, filling
the vacancy of E. Curran, indefinite term.

by Burgess Neth that the Board of Mayor and Burgesses approve

CT 06770 as a non union member, of the Non Union Pension
Board, filling the vacancy of M. Gaspar, indefinite term.
13. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses approve
the appointment of Dorothy Neth-Kunin, 40 Donovan Road,
Naugatuck, CT 06770 as a Board of Education representative, of
the Non Union Pension Board, filling the vacancy of M. DiPerna,
indefinite term.
14. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully that the Board of Mayor and Burgesses approve
the appointment of Dorothy Neth-Kunin, 40 Donovan Road,
Naugatuck, CT 06770 as a Board of Education representative, of
the Board of Education and AFSCME Pension Board, filling
the vacancy of M. DiPerna, indefinite term.
15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses approve
the reappointment of Eileen Gordon, 354 King Street, Naugatuck,
CT 06770 as a member of the Visiting Nurses Association
Advisory Committee, term to expire June 1, 2014.
16. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses approve
the reappointment of Joseph Nagrabski, 44 Ash Road,
Naugatuck, CT 06770 as a member of the Visiting Nurses
Association Advisory Committee, term to expire June 1, 2014.
17. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully that the Board of Mayor and Burgesses approve
the appointment of Daniel Sheridan, Jr. (R), 32 General Dalton
Drive, Naugatuck, CT 06770 as a regular member of the Finance
Board, filling the unexpired term of N. Hein, term to expire June
2, 2012.

the reappointment of Glenn R. Petelle (R), 24 Hickory Lane,

Commission, term to expire June 1, 2014.

following resolution:
RESOLVED, any financial institution designated by the Borough of Naugatuck,
depository for this municipality, be and it is hereby requested, authorized and
directed said depository honor checks, drafts or other orders for the payment of
money drawn in this municipality name, including those payable to the individual
order of any two persons whose names appear there on as signers thereof, when
bearing or purporting to bear the facsimile signatures (s) of any two of the
following: Mayor Robert A. Mezzo, Treasurer Judith E. Anderson, and
Controller Wayne McAllister.
The financial institution shall be entitled to honor and to charge this municipality
for such checks, drafts or other orders, regardless of by whom or by what means
the actual or purported facsimile signature or signatures thereon may have been

by Burgess Neth that the Board of Mayor and Burgesses authorize
Mayor Mezzo to execute all contracts and related documents for
the proposed Access Easement from the Borough of Naugatuck
to the Connecticut Department of Transportation on 500
Cherry Street based on a favorable report from the Planning
Commission pursuant to Section 8-24 of the General Statutes; in a
form approved by Public Works Director James Stewart and
subject to Land Use approvals.

38. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses refer the
proposed Temporary Access and Construction Easement for
the purpose of repairing clogged catch basins and driveway to
the property of Carol Doody to the Planning Commission for a
report pursuant to Section 8-24 of the General Statutes as
recommended by Borough Engineer Wayne Zirolli.
39. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses refer the
proposed Temporary Access and Construction Easement for
the purpose of repairing the breached drainage ditch to the
property of Indian Hill South Homeowners’ Association, Inc.
to the Planning Commission for a report pursuant to Section 8-24
of the General Statutes as recommended by Borough Engineer
Wayne Zirolli.
P. Scully was not present for the vote.

R. San Angelo “In some cases, residents spend ten/fifteen thousands dollars
trying to repair these things. In other cases people come in and
we just take care of the problem for them. And that’s where, I
said last time when Ned was here; we have to come up with
some policy or some thought as to how we are going to deal
with this. Because, I don’t want to be recommending that to
people that they should sue the town because for this person it
didn’t happen but somebody else it did.”
40. Motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of
Mayor and Burgesses authorize Mayor Mezzo to execute all contracts and related
documents regarding the Uniform Hold Harmless and Indemnification
Agreement regarding Adopt-A-Spot following approval by the Street
Commission.

VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses authorize
Mayor Mezzo to execute all contracts and related documents
regarding the Uniform Hold Harmless and Indemnification
Agreement regarding Adopt-A-Spot following approval by the
Street Commission and the NEDC Adopt a Spot Agreement on
behalf of the borough if necessary.

41. Motion by Burgess that the Board of Mayor and Burgesses
approve the bid and authorize the Mayor to execute all contracts and related
documents for the “Nettleton Avenue Neighborhood Storm Drain
Improvements” to M. Rondano, Inc., 49 East Avenue, Norwalk, CT 06851 in the
amount of $444,648.00 as recommended by Public Works Director James
Stewart.
Motion tabled.
42. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses adopt the
LOCIP (Local Capital Improvement Program) for the five year
fiscal period 2011-2012 through 2015-2016, as recommended by
Public Works Director James Stewart.
43. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses authorize
Mayor Robert Mezzo, on behalf of the Borough of Naugatuck, to
enter into a memorandum of agreement between the Borough of
Naugatuck and the Connecticut Department of Emergency
Management and Homeland Security regarding the Regional
Intelligence Liaison Officer as recommended by Christopher
Edson, Chief of Police.
44. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses authorize
Mayor Robert Mezzo, on behalf of the Borough of Naugatuck, to
enter into an Addendum to Employment Contract for the
Business Manager by and between the Borough of Naugatuck
Board of Education and Wayne McAllister.
45. Discussion/possible action regarding Elected Official Compensation.
Mayor Mezzo appointed Burgess R. San Angelo, Burgess R. Burns, Burgess P.
Scully and Burgess M. Bronko to an Ordinance 83 Subcommittee. He
instructed the subcommittee to report their status at the next borough board
meeting.
46. VOTED: Unanimously on a motion by Burgess Deputy Mayor Rossi and
seconded by Burgess Scully that the Board of Mayor and
Burgesses authorize Mayor Mezzo to execute all contracts and
related documents regarding the repairs to the WWI Memorial
Flagpole.

Minutes – Board of Mayor and Burgesses
Regular Meeting – June 7, 2011
Mayor Mezzo said the Long Term School Facility Planning Committee is
looking into the future of the school system. He said the parade was a fantastic
event. Mayor Mezzo said the ceremony in the early morning depicts the ultimate
sacrifice.
Deputy Mayor Rossi thanked VNA Director Teresa Stieber and the entire staff.
Due to professional obligations, the Deputy Mayor had to switch as liaison. The
Fire department reported there were 116 incidents in May. Parcel C is completed.
Burgess Neth recognized and thanked Jim Miele for cleaning the sidewalks and
gutters on High Street.
Burgess Bronko said he had a wonderful time marching in the parade. It was
disconcerting to him that the governor of the State of Connecticut came to march
in our parade and he had to listen to derogatory statements and cat calls towards
him.
FOR THE RECORD: “I would like to apologize to the governor for the actions
of our residents that had done that to him. Whether or not you agree with the man
because of his policies, you have to respect the office. I would just hope that next
time we have any type of dignitaries that we would show that respect during a
parade or any type of other public function.”
Burgess Ernsky said there were over two hundred people in attendance at the
Veterans Concert sponsored by the Arts Commission. She said they did a
phenomenal job. Burgess Ernsky said it was a wonderful parade considering the
day.
Burgess San Angelo thanked the organizers of the parade. The parade symbolizes
the best of Naugatuck. He thanked the firemen for rescuing his sister-in-law and
aiding in her survival. He recognized the quick actions of Fran Dambowsky on
dispatch and the firemen who did a phenomenal job responding to the call.
Burgess San Angelo said it was nice of them to rise up and risk their lives to come
and help.
50. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully to adjourn the meeting at 8:55 p.m.

36. Motion by Burgess that the Board of Mayor and
Burgesses adopt the following resolution:
RESOLVED, any financial institution designated by the Borough of Naugatuck,
depository for this municipality, be and it is hereby requested, authorized and
directed said depository honor checks, drafts or other orders for the payment of
money drawn in this municipality name, including those payable to the individual
order of any two persons whose names appear there on as signers thereof, when
bearing or purporting to bear the facsimile signatures (s) of any two of the
following: Mayor Robert A. Mezzo, Treasurer Judith E. Anderson, and
Controller Wayne McAllister.
The financial institution shall be entitled to honor and to charge this municipality
for such checks, drafts or other orders, regardless of by whom or by what means
the actual or purported facsimile signature or signatures thereon may have been
affixed thereto, if such signature or signatures resemble the facsimile specimens
duly certified to or filed with said financial institution by the Borough Clerk or
other official of this municipality, effective June 7, 2011.

37. Motion by Burgess that the Board of Mayor and Burgesses
authorize Mayor Mezzo to execute all contracts and related documents for the
proposed Access Easement from the Borough of Naugatuck to the
Connecticut Department of Transportation on 500 Cherry Street based on a
favorable report from the Planning Commission pursuant to Section 8-24 of the
General Statutes; in a form approved by Public Works Director James Stewart and
subject to Land Use approvals.
38. Motion by Burgess ___________ that the Board of Mayor and Burgesses refer the
proposed Temporary Access and Construction Easement for the purpose of
repairing clogged catch basins and driveway to the property of Carol Doody

to the Planning Commission for a report pursuant to Section 8-24 of the General

39. Motion by Burgess ___________ that the Board of Mayor and Burgesses refer the
proposed Temporary Access and Construction Easement for the purpose of
repairing the breached drainage ditch to the property of Indian Hill South
Homeowners’ Association, Inc. to the Planning Commission for a report
pursuant to Section 8-24 of the General Statutes as recommended by Borough
Engineer Wayne Zirolli.
40. Motion by Burgess that the Board of Mayor and Burgesses
authorize Mayor Mezzo to execute all contracts and related documents regarding
the Uniform Hold Harmless and Indemnification Agreement regarding
Adopt-A-Spot following approval by the Street Commission.
41. Motion by Burgess that the Board of Mayor and Burgesses
approve the bid and authorize the Mayor to execute all contracts and related
documents for the “Nettleton Avenue Neighborhood Storm Drain
Improvements” to M. Rondano, Inc., 49 East Avenue, Norwalk, CT 06851 in the
amount of $444,648.00 as recommended by Public Works Director James
Stewart.
42. Motion by Burgess that the Board of Mayor and Burgesses
adopt the LOCIP (Local Capital Improvement Program) for the five year
fiscal period 2011-2012 through 2015-2016, as recommended by Public Works
Director James Stewart.
43. Motion by Burgess that the Board of Mayor and Burgesses
authorize Mayor Robert Mezzo, on behalf of the Borough of Naugatuck, to enter
into a memorandum of agreement between the Borough of Naugatuck and the
Connecticut Department of Emergency Management and Homeland Security
regarding the Regional Intelligence Liaison Officer as recommended by
Christopher Edson, Chief of Police.
44. Motion by Burgess that the Board of Mayor and Burgesses
authorize Mayor Robert Mezzo, on behalf of the Borough of Naugatuck, to enter
into an Addendum to Employment Contract for the Business Manager by and
between the Borough of Naugatuck Board of Education and Wayne
McAllister.
45. Discussion/possible action regarding Elected Official Compensation.
46. Motion by Burgess that the Board of Mayor and Burgesses
authorize Mayor Mezzo to execute all contracts and related documents regarding
the repairs to the WWI Memorial Flagpole.
