REVISED MINUTES BOARD OF MAYOR AND BURGESSES REGULAR MEETING JULY 5, 2011 1. Mayor Robert A. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the minutes of the regular meeting of June 7, 2011 and the special meeting of June 22, 2011. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the monthly reports of June. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns to recess to Executive Session at 6:01 p.m. for discussion on the following: Attorney-Client Privilege Communication inviting in Attorney N. Grello, J. Deschesnes, Human Resources Director and Wayne McAllister, Controller. Mayor Mezzo reconvened the meeting at 7:00 p.m. 6. The following motion emanated from Executive Session.  -2- Minutes – Board of Mayor and Burgesses – Regular Meeting – July 5, 2011 VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Mayor Mezzo to enter into a general release and settlement agreement between Allene Granja and the Borough of Naugatuck on behalf of the Borough and the Naugatuck Board of Education. 7. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses recess to Retirement Board at 7:01 p.m. Mayor Mezzo reconvened the meeting at 7:04 p.m. 8. Public Comment Local 1219 President James Ricci told the board that Deputy Mayor Rossi and Burgess Bronko participated in a live burn. It was a training exercise on a donated building for several fire departments. Mr. Ricci gave both burgesses a Naugatuck Fire Department T-shirt as a token of the department’s appreciation. 9. Burgess Comments/Sub-Committee Reports Deputy Mayor Rossi attended a live burn on Sunday with Burgess Bronko. She gave flow charts to the board showing the responsibilities firefighters have during a fire. She said due to our skilled and trained firefighters, we do not have structural fires in Naugatuck. The Deputy Mayor said our fire department is grossly understaffed. Burgess Ernsky reported the Arts Commission will be sponsoring an Arts Festival in October. Burgess San Angelo gave praise to the organizers of the fireworks display. Burgess Jackson gave her condolences on the passing of Delores Avellani. She will be missed. She congratulated Sophie Morton on her retirement and said Michelle Dowling will do a good job. Burgess Jackson said the fireworks were excellent. Burgess Ciacciarella congratulated Sophie Morton on her retirement. He attended the Flag Day Ceremony sponsored by the Elks Lodge. Burgess Scully said Delores Avellani will be missed. He congratulated Sophie Morton. Burgess Burns gave his condolences on the passing of Delores Avellani. He thanked the Mayor for attending the session on the green for the Veterans. 10. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the reappointment of Sebastian Barbosa (D), 42 Victoria Lane, Naugatuck, CT 06770 as a member of the Street Commission, term to expire July 1, 2016.  -3- Minutes – Board of Mayor and Burgesses Regular Meeting – July 5, 2011 11. Francis Dambowsky, 35 Moonlight Circle, Naugatuck, CT 06770 as the director of Emergency Management & Homeland Security, term to expire June 1, 2014. 13. Mayor Mezzo reappointed Kenneth Hanks, 19 Hillcrest Avenue, Naugatuck, CT 06770 as the assistant director of Emergency Management & Homeland Security, term to expire June 1, 2014. 14. Mayor Mezzo approved the reappointment of Dr. Geoffrey Drawbridge, 21 Briarwood Circle, Naugatuck, CT 06770 to the Naugatuck Youth Services Bureau Advisory Board, term to expire July 1, 2012. 15. Mayor Mezzo approved the reappointment of John Roman, 67 Glenview Drive, Kensington, CT 06037 to the Naugatuck Youth Services Bureau Advisory Board, term to expire July 1, 2012. 16. Mayor Mezzo approved the reappointment of Jane Walsh, 315 Millville Avenue, Naugatuck, CT 06770 to the Naugatuck Youth Services Bureau Advisory Board, term to expire July 1, 2012. 17. Mayor Mezzo reappointed Joseph Richard (R), 25 Counselor Drive, Naugatuck, CT 06770 as a regular member of the Code of Ethics Commission, term to expire July 1, 2013. 18. Mayor Mezzo appointed Elizabeth Forlenzo, 365 Spring Street, Naugatuck, CT 06770 to the Blight Citation Hearing Board, term to expire July 1, 2012. 19. Mayor Mezzo appointed Linda Ramos, 17 Carriage Drive, Naugatuck, CT 06770 to the Blight Citation Hearing Board, term to expire July 1, 2013. 20. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve and set the salary of the Assistant Town Clerk at $43,500.00 in accordance with Chapter 90 Bargaining Unit, as recommended by Jeannette Deschesnes, Director of Human Resources. 23. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the confirmation of the following appointment: Assistant Town Clerk and Assistant Registrar of Vital Statistics: Term: From July 1, 2011 to July 1, 2013 Mrs. Leslie K. Mazur, 55 Windview Drive, Naugatuck, CT 06770 24. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess San Angelo that the Board of Mayor and Burgesses authorize Mayor Mezzo to execute all contracts and related documents with Behavioral Health Consultants, LLC and the Borough of Naugatuck regarding professional services rendered in connection with the Employee Assistance Program (EAP) as recommended by Jeannette Deschesnes, Human Resources Director. 25. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Mayor Mezzo to execute all contracts and related documents with Clough, Harbour and Associates LLP and the Borough of Naugatuck regarding professional services rendered in connection with the remediation of the Celentano (Cel-More) detention basins and drainage structures located on Warren Avenue. 26. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Mayor Mezzo to execute all contracts and related documents between the Naugatuck Visiting Nurses Association and Interim HealthCare of North Haven Inc., Willcare Patients Choice Inc., VNA Health at Home Inc., Family Services of Greater Waterbury Inc. and Access Rehab Centers LLC as recommended by Visiting Nurses Association Director Teresa Stieber.  -5- Minutes – Board of Mayor and Burgesses – Regular Meeting – July 5, 2011 27. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Finance Board a transfer request of $39,500.00 from Contingency to the Fire Department for the replacement of rescue tools as recommended by Fire Chief Kenneth Hanks. 28. Motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Mayor Mezzo to sign an agreement and execute all contracts and related documents between the Borough of Naugatuck and Milone and MacBroom, Inc. for the construction, engineering and inspection of the Traffic Signal Installation at Maple Street and Old Firehouse Road, as recommended by Public Works Director James Stewart. P. Scully opposed. 29. Motion by Deputy Mayor Rossi and seconded by Burgess San Angelo that the Board of Mayor and Burgesses adopt the following resolution: RESOLVED, that Robert A. Mezzo, Mayor, be and hereby is, authorized to sign the agreement entitled “Agreement Between the State of Connecticut and the Borough of Naugatuck for the Construction, Inspection and Maintenance of the Naugatuck Pedestrian Greenway Utilizing Federal Funds Under the Enhancement Component of the Surface Transportation Program”. Motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses adopt the following resolution: 1. authorizes submission of the Facilitation Grant Proposal for the Renaissance Place Downtown Revitalization Project for a Traffic Study in support of State Traffic Commission approval of the project, and for Architectural and Engineering services to plan and design a pedestrian fly-bridge over Water Street to link proposed parking structure to the Naugatuck Train Station platform., in accordance with the Transit Oriented Development (TOD) Pilot Program Request for Applications;  -6- Minutes – Board of Mayor and Burgesses Regular Meeting – July 5, 2011 2. authorizes the Borough of Naugatuck to enter into and, if necessary, to amend a Memorandum of Understanding (MOU) with the Central Naugatuck Valley of Governments, or any successor organization, which incorporates the requirements outlined in the Transit-Oriented Development (TOD) Pilot Program Request for Applications, as well as to the Regional Planning Organization in administering the grant, if awarded, as agreed to by the parties; and 3. authorizes Mayor Robert Mezzo, or his successor(s), to sign the grant application, to negotiate the terms and conditions of the MOU, to sign the MOU on behalf of the Borough of Naugatuck, and to sign any other documents associated with administering the grant, if awarded, including any amendments thereto. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses extend the 2010/2011 bid for “Hauling 30 yd. Burgess Jackson said the Naugatuck Housing Authority is working on getting Lewis Circle federalized. She wished Barbara Breen a happy retirement. The Park Commission approved the Gunntown Property map. Burgess Jackson will be going on a ride-along with the Police Department. Deputy Mayor Rossi congratulated the graduates of Naugatuck High School and wished them all the best. She thanked everyone involved with the Fourth of July celebration. The WWI Monument fundraiser was a great success. She attended her last School Readiness Subcommittee meeting. She thanked the group and acknowledged how hard they work.
