MINUTES BOARD OF MAYOR AND BURGESSES REGULAR MEETING AUGUST 2, 2011 1. Mayor Robert A. Mezzo called the regular meeting to order at 6:00 p.m. with the following in attendance: BURGESSES: PRESS: T. K. Mayor Mezzo led in the Pledge of Allegiance to the flag. 3. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the minutes of the regular meeting of July 5, 2011. Each member received a copy for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the monthly reports of July. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns to recess to Executive Session at 6:01 p.m. for discussion on the following: Collective Bargaining (VNA Collective Bargaining Agreement) inviting in Attorney N. Grello and Controller Wayne McAllister. Mayor Mezzo reconvened the meeting at 7:00 p.m. 6. The following motion emanated from Executive Session. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Mezzo to enter into an agreement between the Borough of -2- Minutes – Board of Mayor and Burgesses – Regular Meeting – August 2, 2011 Naugatuck and Connecticut Health Care Associates National Union of Hospital and Health Care Employees AFL-CIO dated July 1, 2011 to June 30, 2014. 7. Public Comment – None 8. Burgess Comments – Open Topic Burgess Scully reported the Ordinance 83 Subcommittee is making headway and will be looking for input from the public. Deputy Mayor Rossi said the Fire Department will be hosting the TRIAD event on September 7th from 1-2 p.m. There will be a tour of the Fire Department and a pizza reception to follow. Everyone is encouraged to attend not only seniors. The Deputy Mayor spoke about field space issues. Burgess Bronko said the work on the Naugatuck Day Care addition is progressing. The foundation is in and trees have been removed on the site. Burgess Ernsky thanked Chief Hanks for giving her a tour of the Fire Department. 9. Motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the appointment of Joseph E. Kusiak (R), 59 Adella Street, Naugatuck, CT 06770 as a regular member of the Board of Assessment Appeals, filling the unexpired term of D. Avellani, term to expire June 2, 2012. L. Jackson opposed. For the record: L. Jackson “Not against him but just under not knowing all the information.” 10. Motion by Burgess that the Board of Mayor and Burgesses approve the appointment of Tracy L. DeBarber (R), 815 Maple Hill Road, Naugatuck, CT 06770 as an alternate member of the Inland Wetlands Commission, filling the expired term of J. Hayden, term to expire January 1, 2013. Motion tabled. 11. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the appointment of Leslie Mengacci, 134 Craig Circle, Naugatuck, CT 06770 as a member of the UPSEU and Chapter 90 Pension Board, filling the vacancy of E. Curran, indefinite term. 12. Mayor Mezzo reappointed Peter Meleschnig, 76 East Waterbury Road, Naugatuck, CT 06770 as a regular member of the Building Code Board of Appeals, term to expire August 1, 2016. -3- Minutes – Board of Mayor and Burgesses – Regular Meeting – August 2, 2011 13. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the bids for “Hardware, Lumber, Fasteners and Construction & Maintenance Supplies” (request for additional vendors) to the following vendors as per bid: Lineweber Brothers, LLC CT Masonry & Construction Supply 151 Elm Street 199 Mulloy Road P.O. Box 429 Waterbury, CT 06705 Naugatuck, CT 06770 as recommended by Public Works Director James Stewart. 14. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the bids for “General Construction Equipment, Labor & Material Rates and Turf Maintenance Products” (request for additional vendors) to the following vendors as per bid: G & L Excavating D&P Construction P.O. Box 429 25 West Wind Road Naugatuck, CT 06770 Trumbull, CT 06611 John Deere Landscapes KTL Trucking, LLC 1385 East 36th Street 355 Wooster Street Cleveland, Ohio 44114 Naugatuck, CT 06770 CT Masonry & Construction Supply 199 Mulloy Road Waterbury, CT 06705 as recommended by Public Works Director James Stewart. 15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the bid for “Scott Street and Elm Street Sidewalk Replacement Project” to Edo Construction Co. Inc., 76 Old Gate Lane, Milford, CT 06460 in the amount of $65,600.00 as recommended by Public Works Director James Stewart. 16. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses add to the agenda an appointment to the Police Commission. 17. Mayor Mezzo appointed Stephanie Gunnoud Savoy, 1081 New Haven Road 2A, Naugatuck, CT 06770 as an alternate member of the Police Commission, filling the unexpired term of C. Ford, term to expire October 1, 2013. -4- Minutes – Board of Mayor and Burgesses Regular Meeting – August 2, 2011 18. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses add to the agenda a motion authorizing Mayor Mezzo to sign an agreement for the Naugatuck Pedestrian Greenway State Project No. 87- 143. 19. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Mezzo to sign an agreement and execute all contracts and related documents between the Borough of Naugatuck and Milone and MacBroom, Inc. for the construction, engineering and inspection of the Naugatuck Pedestrian Greenway State Project No. 87-143 as recommended by Public Works Director James Stewart. 20. Recycling Coordinator Sheila Baummer gave an update on her research regarding the Borough of Naugatuck’s Municipal Solid Waste and Single Stream Recycling Services RFP. Since the contract expires on November 15, 2012 with Connecticut Resources Recovery Authority (CRRA), the board took no action. 21. Public Comment – None 23. Burgess Comments/Sub-Committee Reports Deputy Mayor Rossi commended the Fire Department on the excellent job fighting the Lincoln Street fire. The EMS Subcommittee will hold a Public Hearing on September 19th at 7 p.m. seeking input from the pubic. (Deputy Mayor Rossi’s comments are attached as submitted.) Mayor Mezzo thanked Mayoral Aide Ed Carter for the work he has done since being appointed as the Blight Officer. He is doing a nice job with no extra pay. The Mayor thanked the Deputy Mayor Rossi for filling in while he was away on vacation. Burgess Burns thanked Deputy Mayor Rossi for the fine job with the TRIAD event on the green. Burgess Scully said Peter Meleschnig is a good choice for reappointment to the Building Code of Appeals. He is very knowledgeable. Burgess Jackson said there will be a Magic Show on the green sometime in August sponsored by the Park and Recreation Commission. She commended Police Chief Edson for the $300,000+ surplus in his budget. She wished Chris Ford good luck on his move to Pennsylvania. Burgess Jackson had a very enjoyable tour of the Police Department. (Burgess Jackson’s comments are attached as submitted.) 24. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully to adjourn the meeting at 8:04 p.m. A digital recording of this meeting is available in the office of the Borough Clerk for further review.
