MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES DECEMBER 6, 2011 1. Mayor Robert A. Mezzo called the regular meeting to order at 6:03 p.m. with the following in attendance: BURGESSES: PRESS: T. Malicki, Fire Commission E. Fitzpatrick, Attorney J. Dambowsky, Borough Clerk’s Office R. Krzykowski, EDC 2. Mayor Mezzo led in the Pledge of Allegiance to the flag. 3. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the minutes of the regular meeting of November 1, 2011 and the special meetings of November 3, 2011 and November 16, 2011 and the public hearings of November 3, 2011 and November 16, 2011. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the monthly reports of November. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully to recess to Executive Session at 6:04 p.m. for discussion on the following: Real Estate (Negotiations), Collective Bargaining (UPSEU – Tax Department/Bookkeeping and Accounting) inviting in Attorney E. Fitzpatrick, Controller W. McAllister and Public Works Director J. Stewart. Mayor Mezzo reconvened the meeting at 7:24 p.m. -2- Minutes – Board of Mayor and Burgesses Regular Meeting – December 6, 2011 6. There were no motions emanating from Executive Session. 7. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Bronko that the Board of Mayor and Burgesses recess to Retirement Board at 7:25 p.m. Mayor Mezzo reconvened the meeting at 7:29 p.m. 8. Public Comment – None 9. Burgess Comments – Open Topic Burgess Jackson thanked the Park Commission for the great job with the Tree Lighting Ceremony on Monday evening. Burgess Scully reported the Ordinance 83 Subcommittee sent paperwork to the attorney for final review. Deputy Mayor Rossi thanked the Public Works Department, Kim Eyre and Bob Roland for a nice tree lighting event. She also thanked the Police and Fire Departments for keeping everyone safe. The Deputy Mayor wished the Mayor well on the impending arrival of his son Jack. Burgess San Angelo said the tree lighting was a wonderful event. He wished everyone a Merry Christmas and he wished the Mayor good luck with his new baby. 10. Mayor Mezzo reappointed Wendy Hozer, 140 Fulkerson Drive #13A, Waterbury, CT 06708 as a regular member of the Greater Waterbury Transit District, term to expire December 1, 2015. 11. Mayor Mezzo reappointed Raymond Krzykowski, 116 Homestead Avenue, Naugatuck, CT 06770 as a regular member of the Economic Development Commission, term to expire December 1, 2016. 12. Mayor Mezzo reappointed Edward Rachuba (U), 636 Andrew Mountain Road, Naugatuck, CT 06770 as a regular member of the Zoning Board of Appeals, term to expire December 1, 2016. 13. Mayor Mezzo appointed Bernard Snopkowski, 36 Fairwood Road, Naugatuck, CT 06770 as a member of the River Walk Greeway Committee, filling the vacancy of M. O’Connor. 14. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the bid and authorize the Mayor to execute all contracts and related -3- Minutes – Board of Mayor and Burgesses Regular Meeting – December 6, 2011 documents for the “Valuation, Data Collection and Video Imaging Services” to Tyler Technologies, Inc., 12 Gooses Lane, Tolland, CT 06084 in the amount of $203,000.00 as recommended by George Hlavacek, Tax Assessor. 15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the bids and authorize the Mayor to execute all contracts and related documents for the “Sale of Used Department Equipment” to the following vendors as per bid, as recommended by Public Works Director James Stewart, as if read: Eagle Sweeping & Property Maintenance, P.O. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance a transfer request of $15,000.00 from Contingency to the Fire Department – Repairs to Motor Vehicles as recommended by Fire Chief Kenneth Hanks. 18. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Bronko that the Board of Mayor and Burgesses add to the agenda a motion approving the road acceptance of Seth Drive. 19. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the road acceptance of Seth Drive and the reduction of the subdivision road bond to $18, 600 as recommended by Borough Engineer Wayne Zirolli and the Planning Commission. 20. Burgess Comments/Sub-Committee Reports Burgess Bronko said Naugatuck Day Care is moving along with their addition. He congratulated the Day Care Board on the great job they are doing. Deputy Mayor Rossi credited Deputy Chief Murray for obtaining a grant from the National Fire Protection Association. She congratulated the newly elected members of the NEDC. The EMS Subcommittee meeting will start putting together the framework for the final recommendation. The Deputy Mayor wished everyone a Happy Chanukah, Merry Christmas and a safe, happy and healthy New Year. (Deputy Mayor Rossi’s comments are attached as submitted.) Mayor Mezzo said the building committee is interviewing four finalists for the architectural firm. He wished everyone a Merry Christmas and Happy Chanukah. Burgess Burns said four street lights are still out in front of Hillside School. He wished a Merry Christmas to all the families in Naugatuck. Burgess Scully wished everyone a Merry Christmas, Happy Chanukah and a healthy, happy season. He wished the Mayor good luck with his young man. Burgess Jackson congratulated the Mayor and his wife.
