MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES FEBRUARY 7, 2012 1. Mayor Robert A. Mezzo called the regular meeting to order at 7:00 p.m. with the following in attendance: BURGESSES: PRESS: T. Mayor Mezzo led in the Pledge of Allegiance to the flag. 3. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the minutes of the regular meeting of January 3, 2012 and the special meetings of January 10, 2012 and January 17, 2012. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the monthly reports of January. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses recess to the Firemen’s Pension Plan “C” Board at 7:01 p.m. Mayor Mezzo reconvened the meeting at 7:05 p.m. 6. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses recess to the Retirement Board at 7:06 p.m.  -2- Minutes – Board of Mayor and Burgesses – Regular Meeting – February 7, 2012 Mayor Mezzo reconvened the meeting at 7:10 p.m. 7. Public Comment A resident questioned whether the borough was paying for an attorney regarding a dispute between neighbors. 8. Burgess Comments – Open Topic Mayor Mezzo said discussions are proceeding with regard to a joint Human Resources Director between the borough and the Board of Education. He thanked BOE Chairman Dave Heller and Superintendent of Schools Dr. John Tindall- Gibson for their help on the matter. 9. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses add to the agenda a motion to approve the Construction Manager for the High School Renovation Project. 10. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Mezzo to execute all contracts and related documents with O & G Industries Inc., 112 Wall Street, Torrington, CT 06790 as the Construction Manager for the High School Renovation Project in the amount of $70,350,075.00 for the cost/fees for thirty-six months. 11. Mayor Mezzo reappointed Frederick Scott Valente (D), 115 Marbern Lane, Naugatuck, CT 06770 as a regular member of the Code of Ethics Commission, term to expire February 1, 2014. 12. Mayor Mezzo reappointed Katherine J. Carten (R), 23 Coventry Lane, Naugatuck, CT 06770 as a regular member of the Code of Ethics Commission, term to expire February 1, 2014. 13. Mayor Mezzo appointed Joan B. Taf, 219 Margaret Circle, Naugatuck, CT 06770 as a member of the Housing Authority, filling the unexpired term of L. Jackson, term to expire October 1, 2014. Mayor Mezzo swore in Joan B. Taf as a commissioner on the Housing Authority. 14. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Patrick Mallane (D), 105 Field Street, Naugatuck, CT 06770 as a regular member of the Water Pollution Control Authority, term to expire February 1, 2017.  -3- Minutes – Board of Mayor and Burgesses – Regular Meeting – February 7, 2012 15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance a transfer request of $9,300.00 from Contingency to Lease Payments for the purpose of obtaining a New Vehicle for the Fire Department from the Lease Purchase Program, as recommended by Fire Chief Kenneth Hanks. 16. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Mezzo and/or Controller Wayne McAllister to sign and execute any documents and/or agreements related to the lease/purchase of new vehicles under the Lease Purchase Program. 17. Motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses adopt the following resolution: WHEREAS, providing for the disposal of mattresses is a significant cost to our municipality; and WHEREAS, there is a significant and costly problem created by the illegal dumping of mattresses; and WHEREAS, extended producer responsibility (EPR) places the financial responsibility on manufacturers for the management of their product at the end of its useful life; and WHEREAS, EPR legislation for electronic waste has saved our municipality thousands of dollars annually and provided a recycling outlet for unwanted electronics; and WHEREAS, EPR legislation for paint will save thousands of dollars annually in disposal costs and provide residents with a convenient location for recycling latex paint; and WHEREAS, EPR legislation for mattresses will save our municipality thousands of dollars annually in disposal costs and provide an outlet for their recycling; and WHEREAS, EPR legislation has created economic opportunity and private sector jobs in Connecticut. Public Comment – None 20. Burgess Comments/Sub-Committee Reports Burgess San Angelo reported the Ordinance 83 Subcommittee made changes to the current ordinance and wrote a new ordinance for elected officials. The committee expects to report to the borough board soon. Burgess Bronko congratulated Naugatuck Day Care on the completion of the $350,000 renovation and addition project. Burgess Neth said Kaestle Boos Associates met with each department in the high school to discuss their wish list for the renovation project. The Building Committee will now review the list. Deputy Mayor Rossi said TRIAD will have a community wide Shred-It event in the spring. The Fire Department responded to 92 incidents in January. The Deputy Mayor thanked Paul Russell for his efforts to save money on the phone system. She also thanked Firefighter Steve Sousa for taking on a rope maintenance project. Best wishes to the new dispatchers. The EMS Subcommittee is working on the final draft of an ambulance service contract for an RFP. Mayor Mezzo informed the board that the Code of Ethics Commission has been updating the Code of Ethics language in the borough charter. Burgess Burns reported the VNA is moving along fine and Deputy Mayor Rossi did a fine job as their liaison.  -7- Minutes – Board of Mayor and Burgesses – Regular Meeting – February 7, 2012 Burgess Scully congratulated the two new dispatchers for the Fire Department. He also congratulated Fran Dambowsky on his new job with the public defender’s office. Burgess Ciacciarella stated there is a need for volunteers on the Land Use commissions. Burgess Jackson said there will be a Kick Ball Tournament for children’s cancer research March 30th – April 1st. The Housing Authority is waiting for Lewis Circle to be federalized. Burgess Jackson congratulated Chief Edson for being one of three chiefs in the state to be recognized. 21.
