MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES MARCH 6, 2012 1. Mayor Robert A. Mezzo called the regular meeting to order at 6:45 p.m. with the following in attendance: BURGESSES: PRESS: T. K. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the minutes of the regular meeting of February 7, 2012. Each member received a copy for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the monthly reports of February. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully to recess to Executive Session at 6:46 p.m. for discussion on the following: Real Estate (Property Negotiations) inviting in Attorney E. Fitzpatrick. Mayor Mezzo reconvened the meeting at 7:14 p.m. 6. There were no motions emanating from Executive Session. 7. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Bronko that the Board of Mayor and Burgesses recess to the Retirement Board at 7:15 p.m. Mayor Mezzo reconvened the meeting at 7:19 p.m. 8. Public Comment – Open Topic  -2- Minutes – Board of Mayor and Burgesses – Regular Meeting – March 6, 2012 Beautification Committee Chairman Linda Ramos gave an update on the Adopt- A-Spot program. 9. Burgess Comments – Open Topic Deputy Mayor Rossi commended the African American Mayors for the Day, Ethel and Bernie Grant. She thanked St. Francis/St. Hedwig’s School for inviting her and Mayor Mezzo to read on “Read Across America” day. Mayor Mezzo said there will be an Earth Day Mayor for the Day in April. Burgess Scully said siblings, David Cronin and Kathryn Green, will be joint Irish Mayors for the Day. Burgess Ciacciarella asked the Mayor if he had an update regarding Renaissance Place since the anniversary date of the agreement is approaching. Burgess Jackson congratulated Western School for an excellent show, Annie. 10. Mayor Mezzo reappointed Alberto A. Janeiro, 101 Marbern Lane, Naugatuck, CT 06770 as a regular member of the Building Code Board of Appeals, term to expire March 1, 2017. 11. Mayor Mezzo appointed Thomas McKirryher (D), 99 Tanglewood Lane, Naugatuck, CT 06770 as a regular member of the Fire Commission, filling the unexpired term of R. Allen, term to expire May 1, 2016. 12. Mayor Mezzo appointed Matthew F. Brunyansky (D), 71 Alma Street, Naugatuck, CT 06770 as an alternate member of the Fire Commission, filling the unexpired term of T. McKirryher, term to expire December 1, 2015. 13. Motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Tax Collector James Goggin to accept the sum of $31,402 in full satisfaction of the outstanding tax on the Estate of Otto Petereit and to authorize the Tax Collector to issue a release of the tax upon payment of the $31,402. Motion withdrawn. Motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Tax Collector James Goggin to accept the sum of $30,902.25 in full satisfaction of the outstanding tax on the Estate of Otto Petereit and to authorize the Tax Collector to issue a release of the tax upon payment of the $30,902.25. R. San Angelo opposed. 14. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses set a date for a Public Hearing on the recommendation by the Code of Ethics Commission to adopt the new Code of Ethics Ordinance. Motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses adopt the following resolution: WHEREAS, federal monies are available under the Title I of the Housing and Community Development Act of 1974, 42 U.S.C § 5301, et. seq., as amended, also known as Public Law 93-383, and administered by the State of Connecticut, Department of Economic and Community Development as the Connecticut Small Cities Development Block Grant Program; and WHEREAS, pursuant to Chapter 127c, and Part VI of Chapter 130 of the Connecticut General Statutes, the Commissioner of the State of Connecticut Department of Economic and Community Development is authorized to disburse such federal monies to local municipalities; and WHEREAS, it is desirable and in the public interest that the Borough of Naugatuck make an application to the State for $500,000 in order to undertake and carryout a Small Cities Community Development Program and to execute an Assistance Agreement. NOW, THEREFORE, BE IT RESOLVED BY the Board of Mayor and Burgesses 1. That it is cognizant of the conditions and prerequisites for the state financial assistance imposed by Part VI of Chapter 130 of the CGS 2. That the filing of an application for state financial assistance by the Borough of Naugatuck in an amount not to exceed $500,000 is hereby approved and that Mayor Robert A. Mezzo is directed to execute and file such application with the Connecticut Department of Economic and Community Development, to provide such additional information, to execute such other documents as may be required, to execute an Assistance Agreement with the State of Connecticut for state financial assistance if such an agreement is offered, to execute any amendments, decisions, and revisions thereto, to carryout approved activities and to act as the authorized representative of the Borough of Naugatuck. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses designate the week of March 12, 2012 as Girl Scout Week with the following proclamation, as if read: WHEREAS, March 12, 2012 marks the 100th Anniversary of Girl Scouts of the USA, founded by Juliette Gordon Low in 1912 in Savannah, Georgia; and WHEREAS, throughout its distinguished history, Girl Scouting has inspired millions of girls and women with the highest ideals of courage, confidence, and character; and WHEREAS, through the Girl Scout leadership experience girls develop the skills and lessons that will serve them a lifetime so that they may contribute to their communities; and WHEREAS, Girl Scouting takes an active role in increasing girls’ awareness of the opportunities available to them today in math, science, sports, technology and other fields that can expand their horizons; and WHEREAS, more than 3 million current Girl Scout members nationwide will be celebrating 100 years of this American tradition, with nearly 50 million women who are former Girl Scouts and living proof of the impact of this amazing movement; NOW, THEREFORE, I, Mayor Robert A. Mezzo, do hereby applaud the commitment Girl Scouting has made to support the leadership development of America’s girls and proudly proclaim the week of March 12, 2012 as Girl Scout Week. 17. Public Comment Mayoral Aide Ed Carter reminded the board about the 5K Road Race on March 10th to benefit the Naugatuck Education Foundation and the Parent Student Council. 19. Burgess Comments/Sub-Committee Reports Burgess Jackson said Lewis Circle is now federalized. The Police Department conducted fourteen interviews for new police officers. Burgess Jackson congratulated Officer Scoffield for being honored by the Exchange Club as Police Officer of the Year. A Youth Services report was submitted. Burgess Scully wished everyone a Happy St. Patty’s Day. Burgess Burns congratulated the Mayor and wished his team good luck in the championship. Deputy Mayor Rossi said TRIAD will be having a very big Safety Day; a date should be set by next month. The Fire Department responded to 100 incidents last month. Chemtura is a new sponsor to the NEDC. The EMS Subcommittee is going to meet to finalize the contract and the RFP. Strategic Planning Action for Naugatuck (SPAN) finalized the RFP and process for choosing a preferred candidate. Burgess Ernsky congratulated the Mayor and Jim Goggin for the wonderful job at the Portuguese Club event. 20.
