BOARD OF MAYOR AND BURGESSES
APRIL 2, 2012
1. Mayor Robert Mezzo called the special meeting to order at 6:04 p.m. with the
following in attendance:

2. Mayor Mezzo led in the Pledge of Allegiance to the flag.
3. Mayor Mezzo stated the purpose of the meeting was to hear public comment
regarding the proposed revision to Article III – Code of Ethics Ordinance.
Public Comment:
Fire Chief Kenneth Hanks had a question regarding Sec. 2-115 – Penalties,
specifically number two, which states: in the case of a public employee, dismissal
from employment or suspension for not more than ninety (90) days without pay.
He asked if it will be reconciled with the Fire Commission who has the authority
to do that with regard to Fire Department employees. Chief Hanks thinks one
hundred dollars for a gift to a town employee is too high.
Fire Commission Chairman Wayne Malicki is concerned about the distribution of
the Code of Ethics starting on page nineteen. He would like to see better
enforcement of new commission/board members returning their signed memo
acknowledging receipt of the Code of Ethics before they sit on their respective
commission/board. He said the board did a fantastic job with the revision.
4. The following comments were made by members of the board during the
discussion of the proposed revision to Article III – Code of Ethics Ordinance.
Mayor Mezzo said Sec. 2-120 does not allow people to serve on multiple
commissions. He doesn’t want to deter people from participating on ad hoc
committees.
Deputy Mayor Rossi thanked Chairman Fred Valente and the entire Code of
Ethics Board for all of the work they put into the revision. In her personal
opinion, she would like to see the gift amount for town employees be only five
dollars.

Mayor Mezzo said he will speak with Attorney Fitzpatrick regarding the
comments. After additional revisions are made, a revised copy will be given to the
board for their approval.
5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully to adjourn the meeting at 6:15 p.m.
A digital recording of this meeting is available in the office of the Borough
Clerk for further review.
