BOARD OF MAYOR AND BURGESSES
AUGUST 6, 2013
1. Mayor Robert A. Mezzo called the regular meeting to order at 6:04 p.m. with the
following in attendance:

2. Mayor Mezzo led in the Pledge of Allegiance to the flag.
3. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses approve the
minutes of the regular meeting of July 2, 2013 and the minutes of the
special meeting of July 29, 2013. Each member received copies for
review.
4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses approve the
monthly reports of July. Each member received copies for review.
5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Jackson to recess to Executive Session at 6:05 p.m. for discussion
on the following: Real Estate (GDC Property, Prospect Street School) and
Contract Negotiations (Naugatuck Ambulance Incorporated) inviting in
Attorney Edward Fitzpatrick.
Mayor Mezzo reconvened the meeting at 7:05 p.m.
6. There were no motions emanating from Executive Session.
7. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Neth that the Board of Mayor and Burgesses recess to the
Firemen’s Pension Plan “C” Board at 7:06 p.m.

Mayor Mezzo reconvened the meeting at 7:10 p.m.
8. Public Comment
The town is doing a phenomenal job maintaining the Industrial Park.
9. Burgess Comments – Open Topic
Mayor Mezzo spoke with Chief Edson regarding downtown parking. The Chief would
like to work with the CT DMV on a new parking system. Currently tickets are paid in the
accounting department and appeals are heard by the Mayoral Aide. The Mayor will come
back to the board to review the system once established. The Mayor said Attorney
Fitzpatrick needs to investigate the Charter further regarding the replacement of Burgess
San Angelo. This board has ninety days to appoint a replacement.
Deputy Mayor Rossi said a Shred-It Event will be scheduled for September at the Senior
Center. The Juvenile Review Board is very busy and has been forced to conduct more
hearings. The Deputy Mayor said she is pursuing on her own alternative options to the
proposed IT investment of $100,000. She met with both IT Directors and found the
meetings very productive. She also met with a potential option which will only cost
$23,000.
Burgess Neth said the building committee meets every two weeks now. There are 145
men working on the site daily. He is very happy with the progress. Technology is one of
the last components of the committee and the projected figures are “off the wall”.
Burgess Neth said Naugatuck should be extremely proud of Patrick Dean. He is getting
closer to the big time. He wishes him much success.
Burgess Ernsky reported the Arts Commission is sponsoring an Arts Festival on August
24th from 11-8 p.m. on the green.
10. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses approve the
appointment of Matthew DeBarber (R), 815 Maple Hill Road,
Naugatuck, CT 06770 as an alternate member of the Zoning Commission,
filling the unexpired term of S. Brouillet, term to expire July 1, 2014.
11. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses refer the proposed
Conservation Easement to the State of Connecticut for the West
Mountain Road property to the Planning Commission for a report
pursuant to Section 8-24 of the General Statutes as recommended by
Borough Counsel.
12. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses refer the proposed
Sale of Prospect Street School to the Planning Commission for a report
pursuant to Section 8-24 of the General Statutes as recommended by
Borough Counsel.

13. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses authorize Mayor
Mezzo to execute all contracts and related documents with Naugatuck
Environmental Technologies LLC for the Incineration Facilities Lease
Agreement Contract Administration Memorandum No. IF 2013-1 dated
July 1, 2013 subject to approval by the Water Pollution Control Authority.
14. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses authorize Mayor
Mezzo to execute all contracts and related documents with Veolia Water
North America for the Wastewater Treatment System – Capital
Improvements and Asset Management Contract Administration
Memorandum No. SC 2013-1 dated July 1, 2013 subject to approval by
the Water Pollution Control Authority.
15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Neth that the Board of Mayor and Burgesses authorize Mayor
Mezzo to sign a “Request for the Installation of Street Lighting for
North Main Street and Union Street” with CL&P as recommended by
Public Works Director James Stewart.
16. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses authorize Mayor
Mezzo to execute all contracts and related documents with Behavioral
Health Consultants LLC and the Borough of Naugatuck regarding
professional services rendered in connection with the Employee
Assistance Program (EAP) for 7-1-13 through 6-30-14 in a from
approved by Borough Counsel and recommended by the Human
Resources Department.
17. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Jackson that the Board of Mayor and Burgesses approve the bid
and authorize Mayor Mezzo to execute all contracts and related documents
for the “High Visibility Double Yellow Traffic Markings” to Atlantic
Pavement Marking Inc., 15 Industrial Road, Prospect, CT 06712 in the
amount of $.0596 install/per foot and $314.68 install/per mile as
recommended by Lieutenant Greg Dean.
18. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses approve the bid
and authorize Mayor Mezzo to execute all contracts and related documents
for the “Repair of the Cupola at Fire Headquarters” to AVT
Construction, Inc., 558 Hanover Street, Meriden, CT 06451 in the amount
of $11,444 as recommended by Fire Chief Kenneth Hanks.

19. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses approve the bid
and authorize Mayor Mezzo to execute all contracts and related documents
for the “Flat Roof Replacement at Fire Headquarters” to New England
Masonry and Roofing Company, 146 Sheridan Drive, Naugatuck, CT
06770 in the amount of $27,123 as recommended by Fire Chief Kenneth
Hanks.
20. Motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor
and Burgesses approve the bid and authorize Mayor Mezzo to execute all contracts and
related documents for the “Rooftop Gas/Electric HVAC Unit Replacement at Fire
Headquarters” to Connecticut Hydronics LLC, 1058 Rubber Avenue, Naugatuck, CT
06770 in the amount of $17,312 as recommended by Fire Chief Kenneth Hanks.
L. Jackson abstained.
21. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses authorize
Controller Robert W. Butler, Jr. to refund the following tax refunds

Deputy Mayor Rossi recognized the hard work by the Fire Commissioners, the Chief
and the Deputy Chief for the hours put into the interview process for potential candidates.
The Fire Department responded to 98 incidents in July. The EMS Advisory Committee
met for the first time since January. They had a tour of the building on Rubber Avenue. A
review of the EMS Plan for Naugatuck is taking place.
Burgess Jackson wishes to be appointed to the downtown parking committee if one is
formed.
24. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully to adjourn the meeting at 7:45 p.m.
