NOVEMBER 6, 2013
1. Mayor Robert A. Mezzo called the regular meeting to order at 6:30 p.m. with the
following in attendance:

2. Mayor Mezzo led in the Pledge of Allegiance to the flag.
3. Mayor Mezzo stated there will be a recount on Tuesday morning at 9:30 a.m. for the
ninth and final spot for burgess between Alex Olbrys and Edward Fennell Burgess
Fennell will remain in the position of burgess until the outcome of the recount on
November 12th.
4. Mayor Mezzo swore into office newly elected burgesses Michael Bronko, Robert Burns,
Catherine Ernsky, Laurie Jackson, Robert Neth, Patrick Scully, Rocky Vitale and Deputy
Mayor Tamath Rossi.
5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses approve the
minutes of the regular meeting of October 1, 2013. Each member
received copies for review.
6. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Burns that the Board of Mayor and Burgesses approve the
monthly reports of October. Each member received copies for review.
7. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully to recess to Executive Session at 6:32 p.m. for discussion

on the following: Real Estate Negotiations (Downtown Properties) and
Pending Litigation inviting in Attorney Edward Fitzpatrick.
Mayor Mezzo reconvened the meeting at 7:00 p.m.
8. There were no motions emanating from Executive Session.
9. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Burns that the Board of Mayor and Burgesses recess to the
Retirement Board at 7:01 p.m.
Mayor Mezzo reconvened the meeting at 7:04 p.m.

Burgess Fennell congratulated the burgesses on well run campaigns.
Burgess Ernsky congratulated everyone.
Burgess Bronko congratulated everyone.
Deputy Mayor Rossi congratulated her colleagues on their successful campaigns. She
thanked the community for reelecting her to serve again as deputy mayor. She will
rededicate and commit to work hard to earn that honor every single day for the next two
years. The Deputy Mayor said there were a few concerns regarding our first November
election. For the record: “. . . but first of all I had several residents that approached me
as I was well outside of the 75 foot limit that were very startled to find out that it was a
two sided ballot. And depending on where people were voting, they either were, it was,
the ballot was either flipped for the resident as it was handed to them so they’d recognize
it was double sided. . . . But there were other polling places were nothing was stated. And
so if an individual goes in there and very often they’re caught up in their thoughts and
how they’re going to vote, they’re just filling that in and throwing it in the folder and
rushing off to work or to go pick up the kids or whatever, it does a great disservice to the
candidates that are on the back of the ballot. So I don’t know maybe that’s a discussion
that needs to be had maybe with the Registrars’ Office about talking about just having a
consistent message at the polls. . . . Closing of schools, and I know Mayor I’ve heard that
you’ve been dealing with some communications regarding the fact that the schools were
open. Many of us were surprised because when this came up during the referendum, we
were told that schools would be closed for the November election. I appreciate the fact
that there were security concerns taken into consideration and that a police officer was
placed at the schools. You know what I want to know? I want to know what that overtime
bill was. I’m telling you I think that that is ludicrous. And quite frankly let me take it a
step beyond. It’s not just the dollar amount of that; it’s that there are multiple entrances
and that sort of thing . . . but one police officer can’t be in three different locations at
once. So I think that things went very smoothly and I commend all that were involved
with the election process yesterday but these are the types of concerns . . . And then
lastly, specifically . . . Andrew Avenue is horrifically dark at night. Now during daytime

hours the voters were coming in and saying to me ‘Where do I go? Where do I go?’ Now
we’re in a November election, this is very new for us and these are the type of kinks that
are going to have to be ironed out for us as a community with our future elections
because we’re use to a May election and it’s much lighter out . . . There has to be safety
concerns about our voters going in and out.”
Mayor Mezzo said it is the state’s desire to consolidate regional planning organizations
across the State of Connecticut. It has confused the Mayor why Naugatuck is in the
Greater Waterbury Region instead of the Route 8 Corridor. He is pushing hard for the
valley consolidation.
Burgess Burns thought it was an excellent idea to have an ROTC student from the high
school at each polling place. He thanked the Mayor for a clean and honorable campaign.
Burgess Scully congratulated everyone on the election.
Burgess Jackson congratulated everyone on their reelection and Rocky Vitale on his
election to the board. She said Senior Center Director Harvey Frydman did an excellent
job on the holiday bazaar.
Burgess Vitale said he is grateful to serve the community and will serve with dignity and
honor.
12. Mayor Mezzo appointed Helen F. Borbas, 71 Osborn Road Apt. 4M, Naugatuck, CT
06770 as a commissioner on the Naugatuck Housing Authority, filling the expired term
of Debra Miller, term to expire October 1, 2018.
13. Mayor Mezzo appointed Marie G. Maroney, 53 Conrad Street Apt. 7C, Naugatuck, CT
06770 as a tenant commissioner on the Naugatuck Housing Authority, filling the
unexpired term of Reverend Bruce Wood, term to expire October 1, 2015.
14. Mayor Mezzo appointed Controller Robert W. Butler, Jr. as liaison to the Senior
Center Carriage House Account Committee.
15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses approve the
reappointment of Steven Rosenblatt, 1 Elaine Court, Prospect, CT 06712
as a member of the Human Resource Development Board, term to
expire October 1, 2016.
16. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses approve the
reappointment of Jennifer Dupont (D), 111 Partridgetown Road,
Naugatuck, CT 06770 as a Zoning Citation Hearing Officer, term to
expire November 1, 2015.
17. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Burns that the Board of Mayor and Burgesses approve the
reappointment of Matthew Erickson (R), 81 Clearview Circle,
Naugatuck, CT 06770 as a Zoning Citation Hearing Officer, term to
expire November 1, 2015.

18. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses approve the
reappointment of Ralph Gilnack (R), 66 Tanglewood Lane, Naugatuck,
CT 06770 as a Zoning Citation Hearing Officer, term to expire
November 1, 2015.
19. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses authorize Mayor
Mezzo to execute three Subordination Agreements and related
documents on the Borough of Naugatuck Small Cities Loans for the
Young Men’s Christian Association (YMCA) at 284 Church Street in
a form approved by borough counsel.
20. The following was read by Deputy Mayor Rossi for the record:
The bid approved at the October Board of Mayor and Burgesses meeting for the “Sale of
a 2003 Car Mate Utility Trailer” to Total Energy, 14 Townline Road Unit D, Wolcott,
CT 06716 in the amount of $400.00 has been withdrawn by the buyer due to confusion
in the lot where the trailer was stored and viewed. The Public Works Department will
now take possession of the trailer and put it into use.
21. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses approve the bid
and authorize Mayor Mezzo to execute all contracts and related documents
for the “Police Department DDC Control System Upgrade for
Building Heating and Cooling HVAC Control” to SNE Building
Systems, Inc., 29 Kripes Road, P.O. Box 575, East Granby, CT 06026 in
the amount of $11,280 as recommended by Lieutenant Gregory Dean.
22. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses approve the bid
and authorize Mayor Mezzo to execute all contracts and related documents
for “Snow and Ice Control – Sand” to the following vendors as
recommended by Public Works Director James Stewart; as if read:

and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance a
transfer request of $94,988 from Contingency to Public Works Department – Road
Side Boom Mower as recommended by Public Works Director James Stewart.
Motion withdrawn.
VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Burns that the Board of Mayor and Burgesses refer to the Joint
Boards of Mayor and Burgesses and Board of Finance a transfer request
not to exceed $100,000 from Contingency to Public Works Department
– Road Side Boom Mower as recommended by Public Works Director
James Stewart.
27. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses authorize Mayor
Mezzo to execute all contracts and related documents to approve the
subdivision road acceptance of a portion of Adriatic Lane from road
station 0+00 to station 1+87.79 and the road acceptance of a portion of
Wisteria Drive from road station 21+50 to station 32+09 for a total of
1246.79 lineal feet of roadway by the Borough of Naugatuck as town
roads as described in the warranty deed as recommended by Borough
Engineer Wayne Zirolli and the Planning Commission, subject to borough
attorney approval.
28. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses refer the proposed
acceptance of roads as listed in the Draft Borough of Naugatuck
Unaccepted Street Summary dated November 1, 2013 to the Planning
Commission for a report pursuant to Section 8-24 of the General Statutes
as recommended by Borough Engineer Wayne Zirolli.
29. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses refer the proposed
AT&T Cell Tower at the Heights Property – Spring Street to the
Planning Commission for a report pursuant to Section 8-24 of the General
Statutes as recommended by Borough Engineer Wayne Zirolli.
30. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses authorize Public
Works Director James Stewart to accept payment in the amount of
$24,297.07 from Yankee Gas as a payment in lieu of final asphalt road
trench paving related to the Yankee Gas Main and Service
Replacements on Hoadley Street.

31. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Jackson that the Board of Mayor and Burgesses authorize Mayor

Health and Addiction Services as recommended by Christina Gamble,
Acting Director of Naugatuck Youth and Family Services.

34. Burgess Comments/Sub-Committee Reports
Burgess Jackson said she is sad to hear Debra Miller does not want to be reappointed to
the Housing Authority. She was a great commissioner.
Deputy Mayor Rossi said it was a fantastic Halloween Party sponsored by the Fire
Department. The Fire Department responded to 94 incidents in October. The department
is applying for a FEMA grant to obtain a breathing apparatus. The IT Committee will be
meeting to review the inventory lists for both the town and Board of Education. The
Deputy Mayor said the Apple Harvest Event and the Holiday Bazaar at the Senior Center
were fantastic. She congratulated everyone on their election.
Burgess Neth said the high school project is moving along extremely well. Parents
expressed concern with the seating and visibility around the pool in the natatorium. Three
columns were installed and covered with cinder blocks for cosmetic purposes which
could possibly make visibility difficult in some spots. The committee has decided to
remove the cinder blocks and replace with tile to improve visibility and also expand the
seating to incorporate 23 seats for a combined cost of $100,000.
Burgess Bronko said his son was elected bailiff. He questioned the setting of the rate for
bailiffs by the borough board as stated in the Charter.
Burgess Fennell thanked everyone for their support. He offered his assistance should
anyone need it. He campaigned next to Alex Olbrys and told him if he did not win the
burgess seat, he hoped Alex would.
35. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully to adjourn the meeting at 8:23 p.m.

12. Mayor Mezzo shall appoint Controller Robert W. Butler, Jr. as liaison to the Senior

15. Motion by Burgess that the Board of Mayor and Burgesses approve the
reappointment of Matthew Erickson (R), 81 Clearview Circle, Naugatuck, CT 06770 as
a Zoning Citation Hearing Officer, term to expire November 1, 2015.
16. Motion by Burgess that the Board of Mayor and Burgesses approve the
reappointment of Ralph Gilnack (R), 66 Tanglewood Lane, Naugatuck, CT 06770 as a
Zoning Citation Hearing Officer, term to expire November 1, 2015.
17. Motion by Burgess that the Board of Mayor and Burgesses authorize
Mayor Mezzo to execute three Subordination Agreements and related documents on
the Borough of Naugatuck Small Cities Loans for the Young Men’s Christian
Association (YMCA) at 284 Church Street in a form approved by borough counsel.
18. The following will be read for the record:
The bid approved at the October Board of Mayor and Burgesses meeting for the “Sale of
a 2003 Car Mate Utility Trailer” to Total Energy, 14 Townline Road Unit D, Wolcott,
CT 06716 in the amount of $400.00 has been withdrawn by the buyer due to confusion
in the lot where the trailer was stored and viewed. The Public Works Department will
now take possession of the trailer and put it into use.
19. Motion by Burgess that the Board of Mayor and Burgesses approve the
bid and authorize Mayor Mezzo to execute all contracts and related documents for the
“Police Department DDC Control System Upgrade for Building Heating and
Cooling HVAC Control” to SNE Building Systems, Inc., 29 Kripes Road, P.O. Box
575, East Granby, CT 06026 in the amount of $11,280 as recommended by Lieutenant
Gregory Dean.
20. Motion by Burgess that the Board of Mayor and Burgesses approve the
bid and authorize Mayor Mezzo to execute all contracts and related documents for

from Contingency to Public Works Department – Road Side Boom Mower as

25. Motion by Burgess that the Board of Mayor and Burgesses authorize
Mayor Mezzo to execute all contracts and related documents to approve the subdivision
road acceptance of a portion of Adriatic Lane from road station 0+00 to station
1+87.79 and the road acceptance of a portion of Wisteria Drive from road station
21+50 to station 32+09 for a total of 1246.79 lineal feet of roadway by the Borough of
Naugatuck as town roads as described in the warranty deed as recommended by Borough
Engineer Wayne Zirolli and the Planning Commission, subject to borough attorney
approval.
26. Motion by Burgess ___________ that the Board of Mayor and Burgesses refer the
proposed acceptance of roads as listed in the Draft Borough of Naugatuck
Unaccepted Street Summary dated November 1, 2013 to the Planning Commission for
a report pursuant to Section 8-24 of the General Statutes as recommended by Borough
Engineer Wayne Zirolli.
27. Motion by Burgess ___________ that the Board of Mayor and Burgesses refer the
proposed AT&T Cell Tower at the Heights Property – Spring Street to the Planning
Commission for a report pursuant to Section 8-24 of the General Statutes as
recommended by Borough Engineer Wayne Zirolli.
28. Motion by Burgess that the Board of Mayor and Burgesses authorize
Public Works Director James Stewart to accept payment in the amount of $24,297.07
from Yankee Gas as a payment in lieu of final asphalt road trench paving related to
the Yankee Gas Main and Service Replacements on Hoadley Street.
29. Motion by Burgess that the Board of Mayor and Burgesses authorize
Mayor Mezzo to apply for and enter into a grant with the Department of Mental Health
