Mayor Mezzo reconvened the meeting at 7:59 p.m. 6. The following motions emanated from Executive Session. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Human Resources Director John Lawlor in consultation with representatives from the borough’s insurance broker, Brown and Brown, to transfer the Health Insurance Provider Services for active employees and retirees of the borough as deemed necessary. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Mezzo to enter into an employment agreement by and between the Borough of Naugatuck and Mr. Robert Roland. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Mayor Robert Mezzo to enter into a memorandum of agreement between the Borough of Naugatuck and the United Public Service Employees Union Local 425-15 White Collar. Motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Robert Mezzo to enter into an Early Retirement Incentive Program memorandum of agreement between the Borough of Naugatuck and Local 1303-12 of Council 4 American Federation of State, County and Municipal Employees AFL-CIO. Motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Mezzo to enter into a severance agreement memorandum of agreement between the Borough of Naugatuck and the Borough of Naugatuck Supervisors Chapter 90 CSEA SEIU, Local 2001. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses recess to the Retirement Board at 8:05 p.m. Mayor Mezzo reconvened the meeting at 8:07 p.m. 8. Public Comment Signed petitions were given to Mayor Mezzo objecting to the sale of the Naugatuck Train Station. Earth Day will be held the same day as the Naugatuck Duck Day Race. 9. Burgess Comments – Open Topic Burgess Olbrys thanked Big Y and S&S for their donation of gift cards used to purchase food and beverages for the Easter Egg Hunt and the Easter Village. All of these events are made possible by donations. June 7th at Kids Create will be a fundraiser for the new skate park. May 11th is the Greenway River Paddle. Deputy Mayor Rossi thanked everyone who came to the public hearing. The Department of Public Works employees have done a phenomenal job and the decision to privatize was not because of the work they do but for financial reasons. There will be a SHRED-It Event to be held at the Senior Center on May 8th. The Juvenile Review Board has become very busy and is meeting every few weeks now. Burgess Burns thanked the DPW employees. He’s glad there will be no layoffs. Burgess Scully said there are a lot of DPW employees that go out of their way to assist residents, especially the elderly. He hopes privatized employees will do the same. Burgess Jackson said she echoes Burgess Scully’s comments. DPW employees go above and beyond the call of duty. She attended the Paul Bendler dedication ceremony last weekend. 10. Mayor Mezzo reappointed Joseph Corona (U), 73 Hilltop Road, Naugatuck, CT 06770 as a regular member of the Fire Commission, term to expire May 1, 2019. 11. Motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses award the contract for Municipal Automated MSW and Single Stream Recycling Curbside Collection Services to Copes Rubbish Removal, Inc. d/b/a Copes Waste Solutions, 81 DiNunzio Road, Oakville, CT 06779 per bid submitted by the contractor, including the purchase of three (3) automated collection vehicles, and as  -4- Minutes – Board of Mayor and Burgesses – Regular Meeting – May 6, 2014 modified by, and in substantially the same form as set forth in the proposed contract entitled “Municipal and Residential Solid Waste and Single Stream Recycling Curbside Collection Contract” (rev. 5/1/2014), and further, to authorize Mayor Mezzo to execute all contracts and related documents to effectuate the above transaction. L. Jackson opposed. 12. Motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses award the contract for Municipal Dumpster Collection Services to USA Hauling and Recycling, 15 Mullen Road, Enfield, CT 06082 per bid submitted by the contractor and as modified by, and in substantially the same form as set forth in the proposed contract entitled “Board of Education, Municipal Buildings and Housing Authority Dumpster Collection and Disposal Services Agreement” (rev. 5/1/2014), and further, to authorize Mayor Mezzo to execute all contracts and related documents to effectuate the above transaction. L. Jackson opposed. 13. Motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses award the contract for Single Stream Recycling and Disposal Services to Winters Bros. Waste Systems, 307 White Street, Danbury, CT 06810 per bid submitted by the contractor and as modified by, and in substantially the same form as set forth in the proposed contract entitled “Municipal and Residential Single Stream Recycling Disposal Services Contract” (rev. 5/1/2014), and further, to authorize Mayor Mezzo to execute all contracts and related documents to effectuate the above transaction. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the Revised (LOCIP) Local Capital Improvement Program/Pavement Management Program for fiscal year period 2014-2015 through 2018- 2019 as recommended by Public Works Director James Stewart. 25. Public Comment – None 30. Burgess Comments/Sub-Committee Reports Burgess Jackson wished all the mothers a Happy Mother’s Day. Burgess Scully hopes all the mothers have a nice day. Deputy Mayor Rossi said the Fire Department responded to 75 incidents in April. $40,000 was requested for capital improvements to the fire house. She wished all the moms a Happy Mother’s Day.  -11- Minutes – Board of Mayor and Burgesses Regular Meeting – May 6, 2014 Burgess Neth said IT Commission Chairwoman Tamath Rossi attended the High School Building Committee meeting. The committee wants to work in collaboration with the IT Commission regarding any new technology added to the project. The Five Year Capital Committee had a long debate regarding the following items that will come before this board next month for a possible referendum; one million dollars for Hop Brook Pool, one million dollars for Maple Street Bridge repairs and four million dollars for road and sidewalk infrastructure. Burgess Ernsky said the Arts Commission hosted a successful Meet and Greet Event on April 16th. Ten people who came to the event want to volunteer. They will attend meetings and upcoming events before seeking a seat on the commission. Burgess Ernsky thanked Burgess Jackson and Burgess Olbrys for attending. Burgess Olbrys said the Planning Commission sent a negative referral to the Zoning Commission regarding the size of parking spots for commercial buildings. He wished all the mothers a Happy Mother’s Day. Mayor Mezzo said Happy Mother’s Day. 31.
