MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES JUNE 3, 2014 1. Mayor Robert A. Mezzo called the regular meeting to order at 6:45 p.m. with the following in attendance: BURGESSES: PRESS: T. K. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the minutes of the regular meeting of May 6, 2014. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the monthly reports of May. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully to recess to Executive Session at 6:46 p.m. for discussion on the following: Contract Negotiations (EMS) inviting in Attorney Edward Fitzpatrick. Mayor Mezzo reconvened the meeting at 7:16 p.m. 6. There were no motions emanating from Executive Session. 7. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Bronko that the Board of Mayor and Burgesses recess to the Retirement Board at 7:16 p.m. Mayor Mezzo reconvened the meeting at 7:20 p.m.  -2- Minutes – Board of Mayor and Burgesses Regular Meeting – June 3, 2014 8. Public Comment A DPW employee asked to be included in the early retirement agreement. A resident questioned why demolition motions on the agenda were not being bonded and going to the citizens for a vote. 9. Burgess Comments – Open Topic Burgess Olbrys said the Memorial Day Parade was a great event. He thanked the veterans who served our country. Congratulations to Mr. Roland for being honored as the Grand Marshal of the parade. Burgess Ernsky spoke about appointing Don Wisniewski as a member of the Board of Finance. Burgess Neth said the boilers at the high school are in bad shape. The NHS Building Committee has authorized $400,000 to replace them with high efficiency boilers. Deputy Mayor Rossi thanked the Veterans Council for a great parade and a meaningful sunrise event. She thanked the Public Works, Fire and Police Departments for their assistance with the parade. Burgess Burns congratulated Deputy Mayor Rossi on her triathlon. Burgess Scully congratulated Mr. Roland as the Grand Marshal of the parade. Burgess Jackson attended the Arts Commission’s and Housing Authority’s events for veterans. She read a letter from Mrs. Virginia Paolino thanking everyone for dedicating Gunntown Park in memory of her late husband Mayor Robert Paolino. Burgess Vitale said it was a wonderful parade. He attended the Beacon Valley Grange event where Burgess Burns was recognized for seventy years of service to the Grange. Burgess Olbrys would like to see Manny Tavares included in the early retirement agreement. Burgess Neth said our community lost a good man recently, Joseph Healy. He was a pillar of our community, an icon in the Borough of Naugatuck, one of the best guys you will ever want to meet. He served on the Park Commission for many years. Mayor Mezzo asked for a moment of silence in memory of Joseph Healy. 10. Mayor Mezzo appointed Stephanie Gunnoud Savoy (R), 1081 New Haven Road 2-A, Naugatuck, CT 06770 as a regular member of the Police Commission, filling the expired term of B. Whitaker, term to expire June 1, 2019. 11. Mayor Mezzo appointed Henry Kuczenski, Jr. (D), 107 Dunn Avenue, Naugatuck, CT 06770 as an alternate member of the Police Commission, filling the unexpired term of Stephanie Gunnoud Savoy, term to expire October 1, 2018. Mayor Mezzo swore in Henry Kuczenski, Jr. as a commissioner on the Police Commission. 12. Mayor Mezzo appointed Tracy F. Motion by Burgess Olbrys and seconded by Deputy Mayor Rossi that the Board of Mayor and Burgesses add a ninth member to the AFSCME Public Works Bargaining Unit Early Retirement Package. Motion withdrawn. 22. Motion by Burgess Ernsky and seconded by Burgess Jackson that the Board of Mayor and Burgesses add to the agenda the possibility of adding Don Wisniewski to the Finance Board. 23. Motion by Burgess Ernsky and seconded by Burgess Neth that the Board of Mayor and Burgesses appoint Don Wisniewski as a Republican alternate member to the Finance Board replacing Frank DiPerna. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the following bid and authorize Mayor Mezzo to execute all contracts and related documents for the “Demolition of 146 Walnut Street” to Ocean Trace Demolition, 83 Greenwood Street, Watertown, CT 06795 in the amount of $19,440 as recommended by Public Works Director James Stewart and subject to borough attorney approval. 40. Motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Mezzo to place the Borough and Board of Education’s Workers Compensation Programs to the Travelers High Deductible Program as of July 1, 2014. The program will be set up with a $2.5 million reserve established by the Borough from the Internal Service Fund Reserve. The ISF is anticipated to be repaid within 3.5 years due to the forecasted savings in workers compensation premiums and costs. Burgess Olbrys abstained. 41. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses accept the proposed LED Lighting Upgrades to the following buildings under the no cost under the CL&P Energy Advantage Program. Initial monthly savings will be $375 a month, however once the projects are completely paid via energy savings, the monthly savings will be $2005 a month. The buildings covered in this plan will be the Town Hall, Police Department, Fire Department, East Side Fire Station, Naugatuck Youth Services Incorporated and the GDC Building.  -11- Minutes – Board of Mayor and Burgesses Regular Meeting – June 3, 2014 42. Mayor Mezzo appointed Matthew Tansley, 400 Park Avenue, Naugatuck, CT 06770 as a regular member of the Arts Commission, filling the expired term of David Santamauro, term to expire April 1, 2016. 44. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses add to the agenda discussion/possible action on Bond Proposals from the Long Term Capital Committee. 45. VOTED: Unanimously on a motion by Burgess Neth and seconded by Deputy Mayor Rossi that the Board of Mayor and Burgesses send to referendum $6,000,000 for Incineration Upgrade Regarding Mercury Controls, $775,000 for Recycling Center Move, $1,000,000 for Renovation and Repairs to Hop Brook Pool and $5,075,000 for Bridges, Roads and Infrastructure, all separate questions. 46. Public Comment A resident spoke on the demolition line items in the budget. 50. Burgess Comments/Sub-Committee Reports Burgess Vitale said Jay Kuczenski leaving will be a great loss to the Park Commission. He recommends everyone should visit H.J. Bushka’s new facility in the Industrial Park. Burgess Jackson is sorry to see Jay Kuczenski leave the Park Commission but he will be a great asset to the Police Commission. Deputy Mayor Rossi said the Fire Department responded to 115 incidents. She congratulated Captain James Trzaski who will be the new Fire Chief for Beacon Falls. She thanked him for his many years of service to our community. The Deputy Mayor congratulated Burgess Burns for being honored at the Grange. Burgess Olbrys said the Planning Commission will continue with a public hearing next month for D’Archangelo Estates which is not an approved road yet. There is a proposed gas station/donut shop and convenience store on Prospect Street. They sent a positive referral for the community garden. The VNA referrals are down and patients will be receiving letters telling them were their records will be kept. For the record: “Serving on the VNA Advisory Board has been a very good experience. I’ve learned a lot. The nurses there and the home health care aides and the administrators, they’ve served this community really well and they’ve done a great thing. Budgets have been tight and we’ve had to make tough choices. That’s probably one of the hardest decisions that I had to make was to vote to only fund that agency for half a year. I just want to commend everybody who worked there past and present for their service to our citizens and to this borough.” 51.
