The following motion emanated from Executive Session. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Mezzo to enter into an agreement with Gezim Perzhilla and Carlos Santos and or their corporate successors, said agreement based upon a letter dated June 29, 2015 to the NEDC for an offer to purchase the Naugatuck Train Station, 195 Water Street, Naugatuck, CT. 7. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses add to the agenda discussion/possible action regarding a lease of General DataComm building space to the Historical Society. 8. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses recess to the Firemen’s Pension Plan “C” Board at 7:19 p.m. Mayor Mezzo reconvened the meeting at 7:21 p.m. 9. Public Comment Concerned about environmental issues at the armory. Interested to hear why taxes are being abated on the agenda. 11. Burgess Comments – Open Topic Burgess Vitale reported the Fire Commission needs members. They are having trouble getting a quorum. Burgess Jackson thanked the Public Works Department for a fantastic job on the fireworks. Burgess Scully attended the June Zoning Commission meeting regarding changing Prospect Street to a business district. Fifty to sixty people attended the public hearing and spoke against the proposed change. Burgess Scully said the street is narrow and has heavy traffic. Deputy Mayor Rossi thanked the Public Works Department for the wonderful job with the fireworks and the Police Department for providing a safe environment for all. She also thanked Lieutenant Dean for assisting her with organizing the clean-up crews through the probation department.  -3- Minutes – Board of Mayor and Burgesses Regular Meeting – July 7, 2015 Burgess Ernsky let everyone know they can drop off old medications at the Police Department in the front lobby drop box. The Arts Commission concerts are on the green every Tuesday. The All Arts Festival will be held on August 22nd at 11 am. She thanked the Public Works Department for the awesome movie night. 12. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses add to the agenda a motion to approve an engagement letter with CohnReznick LLP. 13. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the engagement of CohnReznick LLP to perform an operational review of the School Business Office and the Borough Finance Department as related to the implementation of the Uniform Chart of Accounts (UCOA) and new financial software and to authorize Superintendent of Schools Sharon Locke to execute all contracts and related documents. 14. The Naugatuck Historical Society and the NEDC offices have moved out of the train station into their temporary space. The Historical Society is in a store front on Church Street and the NEDC office is in the ION Insurance Building. The Historical Society has many displays and equipment. They are requesting to enter into a lease to store some of those items in the General DataComm building until they move into the Tuttle Building after the renovations are done. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses refer the properties of 0 Andrew Mountain Road and property off of Farmstead Lane to the Planning Commission for a report pursuant to Section 8-24 of the General Statutes as recommended by Borough Attorney Edward Fitzpatrick. For the record: Deputy Mayor Rossi: “For the benefit of the audience here, we ran very short on executive session time so we figured if we just went ahead and did this, we will have further discussion and an ability to have a greater more detailed review of both those properties. So no decisions have been made. We are just getting that stuff out of the way in case it is something we do decide to pursue.” 33. Currently the borough’s ordinance states no alcoholic beverages are allowed to be served on borough sidewalks. Restaurant owners have asked the borough to consider changing the ordinance to allow them to serve alcoholic beverages on sidewalks and increase their outdoor dining experience. The Zoning Commission reviewed the request and recommends that the borough modifies the ordinance to permit alcoholic beverages to be served on designated portions of sidewalks. How much space should be left in the travel way has yet to be determined. Sidewalks vary in size but the travel way range would be three to four feet. The borough board asked the borough attorney to move forward with the change and will schedule a public hearing on the matter. 34. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Robert Mezzo to execute all contracts and related documents concerning a Master Equipment Lease-Purchase Agreement No. 75-10619 dated April 17, 2012 between the Ford Motor Credit Company, LLC as Lessor and the Borough of Naugatuck as Lessee for the purchase of eight 2015 Ford Police Interceptor Utility Vehicles with equipment. 35. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Robert Mezzo to execute all contracts and related documents regarding a Police Assistance Agreement between the Town of Cheshire and the Borough of Naugatuck as recommended by Police Chief Christopher Edson. 36. Engine 6 is waiting for a new main systems computer which is on order. The IT Commission didn’t have a quorum. Burgess Jackson is glad to see the board is taking some of the auditors’ recommendations.  -14- Minutes – Board of Mayor and Burgesses Regular Meeting – July 7, 2015 Burgess Vitale said the Board of Education and the Parks Department are joining together to run a kindergarten readiness program at Andrew Avenue School in July as well as an aftercare program. They met with Discovery and are considering offering swimming lessons in the fall. He is pleased the Parks Department and the Board of Education have partnered together to offer these programs. Burgess Vitale is concerned that the deputy fire marshal was called in while on vacation because they are short staffed. 51.
