AUGUST 4, 2015
1. Mayor Robert A. Mezzo called the regular meeting to order at 6:00 p.m. with the
following in attendance:

2. Mayor Mezzo led in the Pledge of Allegiance to the flag.
3. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Burns that the Board of Mayor and Burgesses approve the
minutes of the regular meeting of July 7, 2015. Each member received a
copy for review.
4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Burns that the Board of Mayor and Burgesses approve the
monthly reports of July. Each member received copies for review.
5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully to recess to Executive Session at 6:01 p.m. for discussion
on the following: Real Estate Negotiations (0 Andrew Mountain Road,
Property off Farmstead Lane, Naugatuck Armory, General DataComm,
Parcels A, B and C, Naugatuck Train Station, Prospect Street School,
Property Bordering Water Street and Cedar Street, Chemtura Property,
Wastewater System and Incinerator Contract) and Pending Litigation
(NHS Renovation Project, General DataComm) inviting in Naugatuck
Economic Development Corporation CEO R. Pugliese and Attorney E.
Fitzpatrick.

Mayor Mezzo reconvened the meeting at 7:10 p.m.
6. There were no motions emanating from Executive Session.
7. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses recess to the
Firemen’s Pension Plan “C” Board at 7:11 p.m.
Mayor Mezzo reconvened the meeting at 7:15 p.m.
8. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses recess to the
Retirement Board at 7:16 p.m.
Mayor Mezzo reconvened the meeting at 7:19 p.m.

10. Burgess Comments – Open Topic
Burgess Vitale said the Howard Whittemore Library’s Mariachi Night fundraiser was a
great event. The Naugatuck Historical Society is moving and could use help.
Deputy Mayor Rossi said TRIAD is planning the fall schedule. The Juvenile Review
Board is very active over the summer.
11. Mayor Mezzo reappointed Charles Marino, (R) 153 Gorman Street, Naugatuck, CT
06770 as a regular member of the Zoning Board of Appeals, term to expire August 1,
2020.
12. Mayor Mezzo appointed Henry Kuczenski, Jr. (D), 107 Dunn Avenue, Naugatuck, CT
06770 as a regular member of the Fire Commission, filling the expired term of M.
Brunyansky, term to expire May 1, 2020.
Henry Kuczenski, Jr. was sworn in as a regular member on the Fire Commission by
Mayor Mezzo.
13. Mayor Mezzo appointed Rick Martin (D), 76 Bluebird Drive, Naugatuck, CT 06770 as
an alternate member of the Fire Commission, filling the unexpired term of J. Ford, term
to expire December 1, 2015.
14. Mayor Mezzo appointed Ruth Kovach, 53 Conrad Street, Apt. 20 B, Naugatuck, CT
06770 as a member of the Naugatuck Elderly Commission, term to expire June 1, 2016.
15. Mayor Mezzo appointed Steven Zembruski, 240 North Main Street, Naugatuck, CT
06770 as a member of the Naugatuck Elderly Commission, term to expire June 1, 2016.

16. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses approve the
following vendor and authorize Mayor Mezzo to execute all contracts and
related documents for “Entry Level and Promotional Exams – Fire
Department” based on the Request for Proposals to Resource
Management Associates, 17037 S. Oak Park Avenue, Tinley Park, IL
60477 as recommended by Fire Chief Kenneth Hanks and Human
Resources Director John Lawlor.
17. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses accept the 2015
Grant to Connect to the Connecticut State Nutmeg Network through
the Office of Policy and Management in the amount of $11,800 and
authorize Mayor Robert Mezzo to execute all contracts and related
documents as recommended by IT Director James Kallipolites.
18. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses authorize Mayor
Robert Mezzo to execute the Network Access Service Agreement
between the Borough of Naugatuck and the Commission for Educational
Technology regarding the connection to the Connecticut State Nutmeg
Network subject to borough attorney approval as recommended by IT
Director James Kallipolites.
19. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses authorize Mayor
Robert Mezzo to execute all contracts and related documents with Kaestle
Boos Associates Inc., 416 Slater Road, New Britain, CT 06050 for the
“Tuttle Building Renovation Project” in the amount of $58,800 as
recommended by Public Works Director James Stewart.
20. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses authorize Mayor
Mezzo to sign a letter of intent with Energy Services Company (ESCO) to
complete a Street Light Audit Report to determine the feasibility of
developing and implementing a Street Light LED Conversion Program
subject to final approval by the borough attorney as recommended by
Public Works Director James Stewart.
21. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses authorize Mayor
Mezzo to sign the Assurance Agreement (Title VI of the Civil Rights Act
of 1964) with the U.S. Department of Agriculture for the Rural
Communities Energy Assurance Program as recommended by Public
Works Director James Stewart.

22. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses authorize Mayor
Mezzo to execute all contracts and related documents for the proposed
Access and Easement Agreement for Saurin and Hema Desai, 128
Melbourne Court, based on a favorable report from the Planning
Commission pursuant to Section 8-24 of the General Statutes in a form
approved by borough counsel as recommended by Borough Engineer
Wayne Zirolli.
23. Motion by Burgess that the Board of Mayor and Burgesses authorize
Mayor Mezzo to execute all contracts and related documents for the properties of 0
Andrew Mountain Road and property off of Farmstead Lane based on a favorable
report from the Planning Commission pursuant to Section 8-24 of the General Statutes as
recommended by Borough Attorney Edward Fitzpatrick.

24. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully that the Board of Mayor and Burgesses authorize
Controller Robert W. Butler, Jr. to refund the following tax refunds

Deputy Mayor Rossi reported the Fire Department responded to 89 incidents in July.
Nine firefighters have been hired since 2012 and we lost one in January and five more are
leaving due to lack of retirement benefits. We are paying to train the firefighters and then
they leave to go to a municipality that offers a pension. Overtime will be increased
because there will be six open positions for a year.
Burgess Vitale attended the Planning Commission meeting the night before. He said
many good things are happening in Naugatuck. New businesses are coming into town.
27. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by
Burgess Scully to adjourn the meeting at 7:36 p.m.
