MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES SEPTEMBER 1, 2015 1. Mayor Robert A. Mezzo called the regular meeting to order at 6:00 p.m. with the following in attendance: BURGESSES: PRESS: T. Mayor Mezzo led in the Pledge of Allegiance to the flag. 3. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the minutes of the regular meeting of August 4, 2015 and the special meeting of August 26, 2015. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the monthly reports of August. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns to recess to Executive Session at 6:01 p.m. for discussion on the following: Collective Bargaining (Police Union), Contract Negotiations (EMS), Real Estate Negotiations (0 Andrew Mountain Road, Property off Farmstead Lane, Naugatuck Armory, General DataComm, Parcels A, B and C, Naugatuck Train Station, Prospect Street School, Property Bordering Water Street and Cedar Street, Chemtura Property, Wastewater System and Incinerator Contract) and Pending Litigation inviting in Naugatuck Economic Development Corporation CEO R. Pugliese, Human Resources Director J. Lawlor, Controller R. Butler, Jr., Attorney N. Grello and Attorney E. Fitzpatrick. -2- Minutes – Board of Mayor and Burgesses Regular Meeting – September 1, 2015 Mayor Mezzo reconvened the meeting at 7:42 p.m. 6. There were no motions emanating from Executive Session. 7. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses recess to the Firemen’s Pension Plan “C” Board at 7:42 p.m. Mayor Mezzo reconvened the meeting at 7:43 p.m. 8. Public Comment – None 9. Burgess Comments – Open Topic Burgess Vitale thanked retiring Fire Chief Kenneth Hanks for his years of service to the borough. He will be missed. He expects the interim chief will do a tremendous job. Burgess Jackson wished Ellen Murray good luck as interim chief. Burgess Burns concurs with Burgess Vitale. Deputy Mayor Rossi thanked Ken Hanks for his service and wished Ellen Murray all the best at the Fire Department. She asked Mayor Mezzo if he would have someone contact the Hershey Company regarding the overgrowth of brush on their New Haven Road property. Burgess Olbrys said Chief Hanks will be missed. He said Interim Chief Murray will do a great job. 10. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the bid and authorize Mayor Mezzo to execute all contracts and related documents for “FuelMaster – Fuel Dispensing System – Police Department and Hop Brook Golf Course” to Lemelin Environmental Services, Inc., 70 North Chicopee Street, Chicopee, MA 01020 in the amount of $31,500 as recommended by Lieutenant Gregory Dean. 11. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance a transfer request of $26,800 from Contingency to the Fire Department – Personal Protective Equipment $16,000, Fire Department – Clothing and Uniforms $8,000 and Fire Department – Medical Exams $2,800 as recommended by Interim Fire Chief Ellen Murray. 12. Motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance a transfer request of $8,901 from Contingency to the Fire Department – Matching Air Pack Grant as recommended by Interim Fire Chief Ellen Murray. Mayor Mezzo was not present for the vote. -3- Minutes – Board of Mayor and Burgesses Regular Meeting – September 1, 2015 13. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Mayor Mezzo to execute all contracts and related documents with Behavioral Health Consultants LLC and the Borough of Naugatuck regarding professional services rendered in connection with the Employee Assistance Program (EAP) for 7-1-15 through 6-30-16 recommended by the Human Resources Department. 14. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses join the Leukemia & Lymphoma Society in designating the month of September 2015 as Blood Cancer Awareness Month in the Borough of Naugatuck. 15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Robert A. Mezzo to sign an agreement and any related documents with Milone & MacBroom, Inc. for the preparation of a DOT LOTCIP (Local Transportation Capital Improvement Program) application for the paving of Spring Street from the Waterbury Town Line to Pepper Mill Court as recommend by Public Works Director James Stewart and subject to borough attorney approval. 16. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Robert Mezzo to execute all contracts and related documents in support of the LOTCIP (Local Transportation Capital Improvement Program) application for North Main Street Reconstruction. 17. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Robert Mezzo to execute all contracts and related documents in support of the LOTCIP (Local Transportation Capital Improvement Program) application for Rubber Avenue Reconstruction. 18. Burgess Neth the high school project is running extremely smooth. The kids will be excited when they enter the new part of the building tomorrow. Deputy Mayor Rossi said the IT Commission established strategy for gathering information from department heads and preparing for the upcoming budget season. Burgess Burns congratulated Burgess Neth on the renovations at the high school. Burgess Jackson said the school looks great and wished the students good luck. 21. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth to adjourn the meeting at 8:02 p.m. A digital recording of this meeting is available in the office of the Borough Clerk for further review.
