MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES OCTOBER 6, 2015 1. Mayor Robert A. Mezzo called the regular meeting to order at 6:00 p.m. with the following in attendance: BURGESSES: PRESS: T. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the minutes of the regular meeting of September 1, 2015 and the special meeting of September 22, 2015. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the monthly reports of September. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns to recess to Executive Session at 6:01 p.m. for discussion on the following: Personnel (Interim Fire Chief), Collective Bargaining (Police Union), Contract Negotiations (EMS), Real Estate Negotiations (0 Andrew Mountain Road, Property off Farmstead Lane, Naugatuck Armory, General DataComm, Parcels A, B and C, Naugatuck Train Station, Prospect Street School, Chemtura Property, Wastewater System and Incinerator Contract) and Pending Litigation inviting in Human Resources Director J. Lawlor, Attorney E. Fitzpatrick and Naugatuck Economic Development Corporation CEO R. Pugliese. R. Pugliese did not enter into executive session. Mayor Mezzo reconvened the meeting at 7:07 p.m.  -2- Minutes – Board of Mayor and Burgesses Regular Meeting – October 6, 2015 6. The following motions emanated from Executive Session. Motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Mezzo to sign and enter into an Addendum to Employment Agreement between the Borough of Naugatuck and Interim Fire Chief Ellen Murray. Burgess Bronko opposed. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Bronko that the Board of Mayor and Burgesses authorize Mayor Mezzo to execute and sign a purchase and sale agreement between the Borough of Naugatuck and Sustainable Development Corporation (SDC). VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Mezzo to sign an agreement between the Borough of Naugatuck and Nobis Engineering, Inc. which is in direct relation to Parcels A and B. 7. Public Comment – None 8. Burgess Comments – Open Topic Burgess Olbrys thanked Senior Center Director Harvey Frydman for organizing a great Senior Health Care Day. He said the Senior Center is more like a community center since there are youth volunteers working in the center alongside seniors. Deputy Mayor Rossi thanked Mayoral Aide Ed Carter for his assistance with her request to have the Hershey Company clean the overgrowth on their New Haven Road property. Changes are occurring regarding unfunded mandates with the Public Works Department employees. The Juvenile Review Board is very active. Youth Services Director Kristin Mabrouk gave the deputy mayor statistical data which she shared. Burgess Burns thanked Senior Center Director Harvey Frydman for doing an excellent job on Senior Day. He said it was a very nice day. Burgess Scully thanked burgesses Mike Bronko, Catherine Ernsky and Alex Olbrys for their service to the borough on this board. Burgess Jackson said it was a great Senior Day Event. The library’s Oktoberfest event was very nice. Best wishes to the exiting burgesses. Burgess Vitale suggests the next board invites our legislators to attend a meeting with the board to address specific issues such as unfunded mandates. He said there are many things happening downtown in the borough, which is what we need, such as library events, the Harvest Moon Festival and St. Michael’s Fair for example. Burgess Vitale congratulated Kevin McSherrry on receiving the Rotary Club Award. 9. Mayor Robert A. Mayor Mezzo appointed Christopher Montini, Assistant Superintendent of Schools, 380 Church Street, Naugatuck, CT 06770 as a member of the Local Emergency Planning Committee (LEPC/NEMAC), indefinite term. 11. Mayor Mezzo appointed Bernice Rizk, Assistant Business Manager, 380 Church Street, Naugatuck, CT 06770 as a member of the Local Emergency Planning Committee (LEPC/NEMAC), filling the term of J. Petuch, indefinite term. 12. Mayor Mezzo appointed Sandra Lucas-Ribeiro, Public Works, 246 Rubber Avenue, Naugatuck, CT 06770 as a member of the Local Emergency Planning Committee (LEPC/NEMAC), filling the term of L. Bozenski, indefinite term. 13. Mayor Mezzo reappointed Juel A. Brinchman, 1013 Weid Drive Apt 8F, Naugatuck, CT 06770 as a tenant commissioner on the Naugatuck Housing Authority, term to expire October 1, 2020. 14. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the reappointment of Maria DaSilva, 171 Lorann Drive, Naugatuck, CT 06770 as a member of the Human Resource Development Board, term to expire October 1, 2018. 15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the reappointment of Robert Genovese, 157 Birch Lane, Naugatuck, CT 06770 as a member of the Human Resource Development Board, term to expire October 1, 2018. 16. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Attorney Neal Hanlon, 1204 Winslow Drive, Watertown, CT 06795 as a member of the Human Resource Development Board, term to expire October 1, 2018. 17. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the reappointment of Mary Connolly, 27 Carolyn Circle, Naugatuck, CT 06770 as a member of the Naugatuck Valley Health District, term to expire October 1, 2018. 18. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the reappointment of Seth Bronko, 73 Lewis Street, Naugatuck, CT 06770 as a member of the Naugatuck Valley Health District, term to expire October 1, 2018.  -4- Minutes – Board of Mayor and Burgesses Regular Meeting – October 6, 2015 19. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the bid and authorize Mayor Mezzo to execute all contracts and related documents for “Bituminous Surface Treatments, Crack Sealing, Hot In-Place Asphalt Recycling” to the following venders, as recommended by Public Works Director James Stewart, as if read: Highway Rehab Corporation Hot In-Place Asphalt Recycling 2258 Route 22 $4.68 per square yard Brewster, NY 10509 AnnSeal Incorporated Crack Sealing 130 Main Street, Suite 3 as per bid Johnson City, NY 13790 Sealcoating Incorporated Quick Set Slurry and Microsurfacing 825 Granite Street as per bid Braintree, MA 02184 20. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses waive the bid and authorize Mayor Mezzo to execute all contracts and related documents for the “Purchase and Installation of IP Security Cameras” to Northeastern Communications, 7 Great Hill Road, Naugatuck, CT 06770 in the amount of $9,001.49 as recommended by Deputy Police Chief Joshua Bernegger. 21. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve a new driveway at the Police Department not to exceed the amount of $74,230 as recommended by the Five Year Capital Committee and as will be overseen by the same Five Year Capital Committee. 22. Discussion/possible action regarding the acquisition of approximately thirteen acres of property off Farmstead Lane. Discussion tabled. 23. Discussion/possible action regarding the acquisition of property at 0 Andrew Mountain Road. Discussion tabled. 24. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Robert A. Mezzo to execute all contracts and related documents for the acquisition of a Defined Traffic Access Easement by the Connecticut Department of Transportation (DOT) for the upgrade of pedestrian  -5- Minutes – Board of Mayor and Burgesses – Regular Meeting – October 6, 2015 control features on Church Street (Route 63) and Bridge Street (Route 68), compensation payable to the borough in the amount of $500.00 and refer the same to the Planning Commission for a report pursuant to Section 8-24 of the General Statutes. 25. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Robert A. Mezzo to execute all contracts and related documents for the First Amendment to the Tier 1 Short Term Municipal Solid Waste (MSA) Management Services Agreement with MIRA (formerly CRRA) as recommended by Public Works Director James Stewart and approved by borough counsel. 26. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Robert A. Mezzo to execute an application and any related documents as may be required for the Brownfield Areawide Revitalization (BAR) Planning Grant Program administered by the Department of Economic and Community Development (DECD). 27. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Robert A. Mezzo to execute all contracts and related documents with Spectra Energy to perform survey work on borough property before they begin the modification and expansion of their gas pipeline. 28. Public Comment – None 35. Burgess Comments/Sub-Committee Reports Burgess Vitale reported the Fire Department is short one firefighter and one lieutenant. They are holding lieutenant exams this week. Mike Chatfield is being honored as the Exchange Club Firefighter of the Year. Burgess Jackson congratulated the two new police officers sworn into the department. Deputy Mayor Rossi said the Fire Department responded to 109 incidents in August. The IT Commission is working on the budget process questionnaire for department heads. The Veterans Council parade will be held November 11th at 2 p.m. She said there are a lot of signs all over town, not including political signs. There is a temporary sign permit available at no cost. Deputy Mayor Rossi said her last twelve years as deputy mayor have been remarkable. She wishes everyone all the best. Burgess Neth said exciting decisions were made out of executive session. We need to move forward in a positive direction with positivity. He is hoping to wrap up the high school renovation project by November. We should be proud as a community of the project when complete. Burgess Olbrys said he has been honored to serve on the board. Honored also that the town trusted him at such a young age to vote him into office. 36.
