REVISED MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES NOVEMBER 4, 2015 1. Mayor Robert A. Newly-elected burgesses Robert J. Burns, Kathleen L. Donovan, Carl J. Herb, Laurie Jackson, Patrick J. Scully, Sr., Rocky Vitale and Donald Wisniewski were sworn into office by Mayor Robert A. Mezzo. Newly-elected Burgess Dorothy Hoff was sworn into office by Kevin DelGobbo. 3. Motion by Burgess Jackson and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the minutes of the regular meeting of October 6, 2015. Each member received a copy for review. K. Donovan and C. Herb abstained. 4. Motion by Burgess Jackson and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the monthly reports of October. The following motion emanated from Executive Session. VOTED: Unanimously on a motion by Burgess Jackson and seconded by Burgess Scully that the Board of Mayor and Burgesses approve a Heart and Hypertension Settlement of $100,000 as full and final settlement of Robert Ragauskas’ Heart and Hypertension Claim and the Board of Mayor and Burgesses authorizes Mayor Mezzo to execute any and all documents subject to approval by borough counsel. 7. Public Comment – None 8. Burgess Comments – Open Topic Burgess Vitale congratulated everyone on winning the election. Burgess Scully congratulated the incumbents and new members to the board. Burgess Burns congratulated everyone. Burgess Jackson congratulated everyone and welcomed the new members to the board. Burgess Hoff thanked the people for voting for her and said it was an honor to serve again. Burgess Wisniewski congratulated everyone. He said he is honored and looks forward to his time on the board. Burgess Donovan thanked the public for their votes. She looks forward to serving. Burgess Herb said he is honored by the trust of the voters. He is ready to roll up his sleeves and get Naugatuck back to work. Mayor Mezzo said he sat on his first board as a burgess with mom Mayor Joan Taf and now daughter Burgess Laurie Jackson. On that same first board son Burgess Chris Herb and now father Burgess Carl Herb. 9. Mayor Mezzo reappointed Elizabeth Forlenzo, 365 Spring Street, Naugatuck, CT 06770 as a member of the Blight Citation Hearing Board, term to expire July 1, 2018.  -3- Minutes – Board of Mayor and Burgesses Regular Meeting – November 4, 2015 10. VOTED: Unanimously on a motion by Burgess Jackson and seconded by Burgess Hoff that the Board of Mayor and Burgesses approve the reappointment of Matthew Erickson (R), 81 Clearview Circle, Naugatuck, CT 06770 as a Zoning Citation Hearing Officer, term to expire November 1, 2017. 12. VOTED: Unanimously on a motion by Burgess Jackson and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the reappointment of Ralph Gilnack (R), 66 Tanglewood Lane, Naugatuck, CT 06770 as a Zoning Citation Hearing Officer, term to expire November 1, 2017. 13. VOTED: Unanimously on a motion by Burgess Jackson and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the appointment of Felipe Flores, 12 Lorann Circle, Naugatuck, CT 06770 as a regular member of the Conservation Commission, term to expire November 1, 2018. 14. VOTED: Unanimously on a motion by Burgess Jackson and seconded by Burgess Hoff that the Board of Mayor and Burgesses approve the appointment of Melissa Leonard, 450 Gunntown Road, Naugatuck, CT 06770 as a regular member of the Conservation Commission, term to expire November 1, 2018. 15. VOTED: Unanimously on a motion by Burgess Jackson and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the appointment of Shagufta S. Zahid, 84 Mulberry Street, Naugatuck, CT 06770 as a regular member of the Conservation Commission, term to expire November 1, 2018. 16. Felipe Flores, Melissa Leonard and Christine Yanelli were sworn in as members on the Conservation Commission by Mayor Mezzo. 20. VOTED: Unanimously on a motion by Burgess Jackson and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the bids and authorize the mayor to execute all contracts and related documents for “Snow and Ice Control – Sand” to the following vendors as recommended by Public Works Director James Stewart; as if read: Haynes Materials in the amount of $11.75 per ton 30D Progress Avenue Seymour, CT 06483 H.I. VOTED: Unanimously on a motion by Burgess Jackson and seconded by Burgess Scully that the Board of Mayor and Burgesses refer the proposed Permanent Drainage Easement Agreement for Diana and David Parady, 58 Kosko Lane, to the Planning Commission for a report pursuant to Section 8-24 of the General Statutes as recommended by Borough Engineer Wayne Zirolli and subject to borough attorney approval. 25. VOTED: Unanimously on a motion by Burgess Jackson and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize the mayor to execute all contracts and related documents for the acquisition of a Defined Traffic Access Easement by the Connecticut Department of Transportation (DOT) for the upgrade of pedestrian control features on Church Street (Route 63) and Bridge Street (Route 68), compensation payable to the borough in the amount of $500.00, based on a favorable report from the Planning Commission pursuant to Section 8-24 of the General Statutes in a form approved by borough counsel. 26. Motion by Burgess Jackson and seconded by Burgess Scully that the Board of Mayor and Burgesses adopt the following DEMHS Blanket Resolution as recommended by Walter F. Dambowsky, Director of Emergency Management and Homeland Security; as if read:  -6- Minutes – Board of Mayor and Burgesses Regular Meeting – November 4, 2015 RESOLVED, that the Board of Mayor and Burgesses may enter into with and deliver to the State of Connecticut Division of Emergency Management and Homeland Security, Department of Emergency Services and Public Protection any and all documents which it deems to be necessary or appropriate; and FURTHER RESOLVED, that Robert A. Mezzo, as Mayor of the Board of Mayor and Burgesses, is authorized and directed to execute and deliver any and all documents on behalf of the Board of Mayor and Burgesses and to do and perform all acts and things which he deems to be necessary or appropriate to carry out the terms of such documents, including, but not limited to, executing and delivering all agreements and documents contemplated by such documents. Butler, Jr. discussed with the board his plans to pursue consortium pricing for oil and gas for FY 2016-2017. 28. VOTED: Unanimously on a motion by Burgess Jackson and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize the use of the Massachusetts Plymouth County Contract for state pricing for the purchase of an Animal Control Vehicle as recommended by Lieutenant Gregory Dean. 29. VOTED: Unanimously on a motion by Burgess Jackson and seconded by Burgess Scully that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance a transfer request of $10,000.00 from Contingency to the Downtown Development Legal Account as recommended by Controller Robert W. Butler, Jr. 30. VOTED: Unanimously on a motion by Burgess Jackson and seconded by Burgess Scully that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance a transfer request of $48,000.00 from Contingency to the Fire Department Employee Retirement Account as recommended by Interim Fire Chief Ellen Murray. 31. Public Comment – None 39. Burgess Comments/Sub-Committee Reports Burgess Hoff said the Senior Center Bazaar is Friday. The annual NEDC meeting will be held on November 10th. The Veterans Day Parade is November 11th. The Naugatuck Exchange Club is selling bracelets and holding an event at 7 p.m. on Veterans Day to benefit homeless veterans. Burgess Hoff thanked Mayor Mezzo for his service. Burgess Jackson thanked the voters for electing her for a third term. She wished Mayor Mezzo the best of luck with his new job. Burgess Burns said it was a pleasure working with Mayor Mezzo and thanked him for a job well done. Burgess Scully thanked the voters. He wished Mayor Mezzo good luck in his new position. Burgess Vitale said he looks forward to being the liaison to the Fire Commission, Police Commission and Park Commission. 40.
