MINUTES SPECIAL MEETING BOARD OF MAYOR AND BURGESSES MAY 22, 2017 1. Mayor “Pete” Hess called the special meeting to order at 7:02 p.m. with the following in attendance: BURGESSES: PRESS: R. Neth L. Burgess Burns led in the Pledge of Allegiance to the flag. 3. Mayor Hess reappointed Raymond Savoy (R), 1081 New Haven Road 2A, Naugatuck, CT 06770 as a regular member of the Fire Commission, term to expire May 1, 2022. 4. Mayor Hess appointed Edwin Parzyck (D), 56 Geraldine Drive, Naugatuck, CT 06770 as an alternate member of the Zoning Board of Appeals, filling the expired term of L. Mitchell, term to expire October 1, 2021. 5. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the reappointment of George Amanze Williams (D), 816 Maple Hill Road, Naugatuck, CT 06770 as an alternate member of the Zoning Commission, term to expire May 1, 2021. 6. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the termination of the Protective Covenants and Restrictions and the Sample Agreement for the Naugatuck Industrial Park Expansion subject to borough attorney review. 7. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to execute all contracts and related documents for a Police and Youth Program Grant through the Office of Policy and Management in the amount of $9,968 for Naugatuck’s Police and Youth Partners Project as recommended by Naugatuck Youth Services Director Kristin Mabrouk.  -2- Minutes – Board of Mayor and Burgesses Special Meeting – May 22, 2017 8. Motion by Burgess Scully and seconded by Burgess Burns to waive the bid to make repairs and purchase the items necessary to do so for “Air Conditioning at the Naugatuck Event Center” to M. J. Daly on a 28 ton Carrier Unit in the amount of $12,200 to be paid by the money acquired through the excess in the Town Clerk’s Account and a second 28 ton Carrier Unit will be done in July to be paid through the Naugatuck Event Center Account in the amount of $10,520. Burgess Jackson abstained. 9. The board discussed the Acquisition of Capital Items pursuant to Section 7-535 C.G.S. etseq. Mayor Hess said the stage and tent used at the Downtown Spring Festival were purchased through the excess funds in the Town Clerk’s Account. The repairs to one of the air conditioning units in the Naugatuck Event Center will be paid through this account also. The mayor said the board previously agreed to purchase a sound system which will cost approximatley$15,000. He said other possible items to purchase with the money are a town green irrigation system for $24,000 and improvements to Baummers Pond for $17,000. Burgess Vitale suggested purchasing a generator for the sound system so it can be used in locations that don’t have access to electricity. Research will have to be done to determine the size of the generator needed to run a sound system and the cost to purchase. 10. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Scully to recess to Executive Session at 7:25 p.m. for discussion on the following: Collective Bargaining (Firefighters Union Contract), Real Estate Negotiations (Parcel C), Personnel (HR Shared Services with BOE, Controller) and Pending Litigation (Settlement of Building Department Lien) inviting in Human Resources Director J. Lawlor, Attorney N. Grello and Attorney E. Fitzpatrick. Mayor Hess reconvened the meeting at 7:50 p.m. The borough board decided in executive session not to take any action with regard to the Firefighter’s Union arbitration award. No action means the contract will be approved thirty days from the date of award. VOTED: Unanimously on a motion by Burgess Scully and seconded by Burgess Burns to recess to Executive Session at 7:51 p.m. Mayor Hess reconvened the meeting at 9:08 p.m. 11. The following motions emanated from Executive Session. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Vitale that the Board of Mayor and Burgesses authorize Mayor Hess to sign a release of a lien from the Naugatuck Building  -3- Minutes – Board of Mayor and Burgesses Special Meeting – May 22, 2017 Department on property owned by Sigmunt and Christine Borucki in return for a payment in the sum of $4,000 in full settlement of all matters relating to this lien. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Vitale that the Board of Mayor and Burgesses authorize Mayor Hess to enter into a four year contract for the position of controller as set forth in a proposed contract presented to the Board of Mayor and Burgesses by Human Resources Director John Lawlor. 12. VOTED: Unanimously on a motion by Burgess Scully and seconded by Burgess Jackson to adjourn the special meeting at 9:10 p.m. A digital recording of this meeting is available in the office of the Borough Clerk for further review.
